APPENDIX K- REPORT OF COMMITTEE ON CARE AND PREVENTION OF JUVENILE DELINQUENCY IN INDIA
In view of the importance of the problem and realizing the inade- quacy of existing legislations the matter was placed before a Conference of Provincial Ministers of Education in August, 1949. The Conference passed the following resolution :-
"The Conference recommends that in view of the fact that a number of Provinces have no Acts dealing with the problem connected with the juvenile delinquents, and in view of the importance of problem and its inter- provincial ramifications, a committee be appointed with powers to, examine (1) the

legislation at present in force in the different provinces; (2) the provisions for the implementation and administration of such legislation; and (3) the different aspects of the problem of delinquent child and to suggest (a) legislation for all the provinces to deal with the problem of the delinquent child, and (b) provision for; juvenile courts or investigation centres, probation officers for enquiry into the life histories and environmental condition of children brought into courts and centres, training houses, after-care homes, fit-persons' institutions. and reformatories ; training of officers, persons, magistrates and persons in whose charge children will be placed; finances and all other incidental matters.
N.B.-The report of the Committee which is to meet by the middle of December, 1949 will be sent in due course.
The Committee of Experts set up by Conference of Provincial Ministers of Education to go into the subject of Juvenile Delinquency in India in more detail and to suggest a model Act for adoption by Provinces and States and the appropriate administrative machinery for carrying out the Act, met on the 19th, 20th and 21st of December, 1949, at the Central Secretariat, New Delhi.
A model Children's Act has been drafted and is being circulated to the members of the Committee for final approval. It will include both the destitute and delinquent children.
Machinery for carrying out the provision of the model Children's Act has also been suggested.
The members of the Central Advisory Board of Education will be supplied with the copies of the Report after finalization.
