APPENDIX T- STEPS TO BE TAKEN TO ENCOURAGE AND POPULARISE HINDI IN NON-HINDI STATES
The Board have already recommended that teaching of Hindi should be started at the end of the Junior Basic Stage and should be compulsory throughout the Pre-Secondary Stage. When- English ceases to be the Medium of Instruction in the Universities, Hindi will be a compulsory subject also at the Secondary Stage. Till then Hindi may be optional subject at this stage. The University Education Commission have recommended that Hindi should be taught in the Colleges and this Report is.at present under the consideration of the Board. These recommendations when implemented will give school and college pupils opportunities to study the language.
Apart from introducing Hindi as a school and college subject, efforts must be made to popularise it among the people. The most essential step in this connection would be to bring out cheap and attractive publications in Hindi on a variety of subjects which are of interest to the masses. A set of gramophone records may be prepared with the help of which one could learn the language without a tutor. Lessons in Hindi broadcast for schools and the people may be repeated at greater frequency. Documentary and news films in Hindi should be produced increasingly. There should also be improvement of entertainment films in Hindi so that they may attract the cultured classes.. The British used to hold lower and higher proficiency examinations in different Indian languages as well as Tibetan and award rewards to officers who qualified. A similar procedure may be followed in respect of Hindi. These are some of the steps which may be taken to popularise Hindi and are placed for the consideration of the Board.
