APPENDIX V- TRAINING OF TEACHERS FOR SECONDARY SCHOOLS

The following note has been received from the Government of West Bengal

" One year's course is a mere apology for the training of teachers, Since no improvement in teaching in schools can be effected without properly trained teachers the course should be of two years' duration.

To minimise the cost on the training of teachers, however, Education (Genera Principles of Psychology) may be offered as one of the examination subjects in B.A. and successful students with Education as one of the subjects may be allowed to take the B.T. Diploma after one year's study in the Training College.

Refresher courses should be definitely encouraged by the State by giving liberal grants to the institutions participating in it."

2. The Committee on Training, Recruitment and Conditions of Service of teachers adopted by the Board at their Eighth Meeting in 1943 recommended that for graduate teachers of High "Schools" the actual training might be completed in one year, although a minimum course of eighteen months is to be prefer-red." The calculations of cost in the Report on Post-War Educational-Development have accor- dingly been based on a minimum one year course.

3. At their Eleventh Meeting held in 1945 the Central Advisory Board of Education considered the question of including " Education " as a subject in the curriculum of the B.A. degree of Indian Universities. They did not favour this proposal. But they felt that the subject could profitably be included as a part of post-graduate studies or a three year Honours course of studies.

4. The need for refresher courses is universally recognised and is emphasised in the Report on Post-War Educational Development.
