LIMITATIONS OF DATA
The transfer of scheme/programmes from one sub sector of education to the other, due to change in administrative set up or due to any other reason result in intrasectoral transfer of funds alongwith the scheme. Such transfer of funds affects the pattern of sectoral expenditure and its comparability from one year to another.
The assistance given by the Central Government to states under centrally sponsored schemes needs to be identified and deducted from the expenditure of the state governments to avoid double counting of expenditure first as expenditure of the central government and then as expenditure of the state government.
Expenditure on adult education which was earlier called social education is combined with special education till 1973-74. Separate figures for adult education are available from 1974-75 onwards.
The C & AG publication report only the combined expenditure and break up of expenditure under plan and non-plan heads of account is not available. Hence only combined expenditure has been given from 1951-52 to 1967-68.
Details of expenditure under various sub-sectors of education are available for expenditure incurred by the Education Department only. Subsector-wise breakup of expenditure on formal education incurred by other departments not available.
The breakup of statewise expenditure on education by other department under formal education informal education and training is available only from 1977-78 onwards. The details of expenditure by other department on special types of education like medical education, agricultural education, forestry etc., are not available.
In many cases actual expenditure figure for an item was not available. In such cases Revised Estimates(RE) or Budget Estimates (BE) figure of the same year was substituted. If RE/ BE figures for the same year were also not available then previous year's actual expenditure figures are comparable.
