Recruitment etc. of Administrative Personnel

The secretary, special secretary and joint secre- tary for education working at the secretariat level are normally members of the Indian Administra- tive Service. In the case of deputy secretaries, O.S.D., and under secretaries, a mixed policy is adopted in the sense that these functionaries may be drawn from the state education service,

Provincial Civil Service, Secretarial Ministerial Service or Indian Administrative Service.

Information regarding sanctioned number of posts, posts filled up, scales of pay, qualifications etc. in respect of various functionaries of the educa- tion department from director downwards is given in tables I and II. It will be noted that the posts of director, additional director, deputy and regional deputy directors of education are to be held by educationists on the basis of promotion in the educa- tion department.

It may be stated that direct recruitment for the post of sub-deputy inspector of schools (the lowest administrative post) is made by Public Service Commission of the state. For the posts of deputy inspector of schools and headmaster of government normal schools as well as high schools, recruitment is done on the basis of promotion through the departmental selection committee for 40% of the vacancies. The remaining 60% of the vacancies are filled in through direct recruitment by the state Public Service Commission. In this way, fresh blood is inducted into service and young persons of calibre are recruited to the posts of U.P. Educa- tional Service (junior scale). Promotion to the higher posts of deputy director of education (regio- nal), joint director of education and above is made by the departmental selection committee.

Training of Administrative Personnel

The district inspectors of schools, who are rec- ruited by the state Public Service Commission on the basis of a competitive examination, are provi- ded in-service training for ten months. The deputy inspectors of schools selected directly, again by the state Public Service Commission, are also given in-service training for six months. State Institute of Education, Allahabad provides in- service training to deputy inspectors, sub-deputy in- spectors, deputy inspectresses of girls schools, assistant inspectresses of girls schools and head- masters of government normal schools. For senior officers, conferences and meetings are organised to deal with the problems of topical interest.

Management of Teacher Personnel
