INFORMATION AND COMMUNICATIONS SYSTEM
A well organised system of information and communication is extremely necessary for effective planning and administrations. The programmes concerning the establishment of new institutions & expanding the existing ones and for qualitative improvement of education can be realistic only on the basis of a correct appreciation of the present situation and a pragmatic assessment of the future needs of the community. It is also significant in gleaning the needs and aspirations of the consu- mers of the educational system and their reactions to administrative and other decisions that affect them.
In Uttar Pradesh, the department concerned with overall planning in the state is responsible for collecting and tabulating data in respect of all departments including the department of edu- cation. There is no separate machinery at the secretariat level in the education department for this purpose. Whenever any statistical information is required pertaining to plan schemes and budget, it is obtained from the directorate of education. The directorate has a statistical cell for the pur- pose comprising one statistical officer, two statistical assistants, ten investigator-cum-computers and some general assistants. A publications called Shiksha Ki Pragati (Progress of Education) is published annually by the director of education containing statistical information relating to progress of education in the state.
Statistics upto secondary stage are collected from institutions through the district inspectors of schools and basic shiksha adhikaris. The former are responsible for collection of information relating to high school, and intermediate colleges and the latter to institutions of junior high school and lower levels. After consolidation of the data by these officers, information is sent to the state directorate of education on the Government of India forms A, AI and A II.
The items of information collected relate to the nursery or pre-primary schools, junior basic schools, middle and senior basic schools, high schools intermediate colleges, professional and special schools, Sanskrit pathshalas and Arabic madarasas, Anglo- Indian schools, degree colleges, universities, research institutes and institutions of national im- portance.
All data collected from primary sources is scrutinised at the directorate level. Inconsisten- cies, if any, are resolved through statistical workshops organised every year at the regional headquarters. The returns are compiled and totalled to work out figures for the whole state. The consolidated information is then sent on the prescribed forms to the Union Ministry of Education and Social Welfare. It is also used in the state for planning, evaluation and publication purposes.
A number of periodical returns and reports are required to be submitted by subordinate officers to the director of education and by the latter to higher authorities. These are listed in tables I and II. Apart from these, the following information is collected through reports from the heads of offices at district and regional levels :-
(i) Quarterly and annual reports regarding representation of the scheduled castes and tribes in various posts and services under the state government is collected from the subordinate
offices and a consolidated statement sent to the government every year.
(ii) Half-yearly reports showing progress in the cases of disciplinary proceedings against gazetted and non-gazetted government servants on the prescribed proforma are collected form all subordinate offices and a consolidated statement sent to the chairman of the Vigilance Commission.
(iii) Half-yearly report on corruption cases against gazetted officers is collected from concerned sections of the directorate and a consolidated state- ment sent to the state government.
(iv) Annual report regarding corruption cases against non-gazetted government servants is collected from all subordinate offices and a consoli- dated statement sent to the state government.
