                      1)    A  tour-tier  educational  pattern  comprising  of 
                      pre-primary,  primary,  secondary & graduate  levels  be 
                      introduced.   While  education  up  to  secondary  level 
                      should  be universalised, higher education  on  graduate 
                      level be more restricted.
        
                      2)  After  the secondary education  every  young  person 
                      should  be required to work in a National Youth  Service 
                      Corps  for a minimum period of one year preferably in  a
