1) Primary education should be from class I to V. Minimum age for admission to class I be six years. Medium of instruction be mother tongue or regional language. Dress and syllabus be uniform. Govt. schools be set-up at village and colony Level. 2) In middle school mother tongue or regional language only be taught. National language may also be taught but qualifying in that should not be a pre-condi- tion. At least one middle school be within 3-4 kilome- tres of the Panchayat headquarter 3) In high school classes i.e. IX and X, besides mother tongue or regional language, another language of choice of the student be taught. At least one high school be provided within 5-7 km. from the tehsil head- quarters or municipality. Vocationalisation should start at high sch. stage. 4) In classes XI and XII, vocational education be given. One junior college be provided within 15 km of tehsil headquarters. Hostel facilities be also provid- ed. 5) Private educational institutions be allowed for classes VI and above only. The criterion for admission should be the proximity of place of residence.
