                      1)    An education council be set up in every  province.  
                      All teachers must be members of the council.
        
                      2)    House building fund should be set up for providing 
                      houses to teachers.
        
                      3)    B.Ed   and  B.T  courses  should   be   abolished.  
                      Teachers be given six months practical training.   Women 
                      be  given  preference  in  teaching  jobs.   Reservation 
                      should be a one time affair.
        
                      4)    System  of  monitoring of teachers  be  developed.  
                      Teachers  should be in schools for a minimum  period  of 
                      five  to  six hours.  Private tuitions  by  teachers  be
