                      1)    Mop up all black money and publicly declare it  to 
                      be allotted to the Education of the poor, for  effective 
                      universal primary education and removal of illiteracy.
        
                      2)    Invite munificence of big multimillionaires in the 
                      form of (Dan) & trusts for Edu., specially for the poor, 
                      and  refurbish  the  system  of  public  bodies  running 
                      educational institutions.  For the latter, the grant-in-
                      aid rules should be revised and effectively implemented.
        
                      3)    Statutorily  fix  up a 6% allotment  to  education 
                      from the gross national income.
