                      development and social relations has to be overcome by a 
                      suitable education policy and programme.
        
        4)            For  education  to  be able  to  discharge  its  natural 
                      function, it must correspond in its structure, goals and 
                      content  to  the interests of national  development  and 
                      social progress.
