1) Early Childhood Care and Education ECCE) Units should invariably be attached with primary schools and the policy should state it clearly. education. 2) In the point (5.5) of the National Policy on Education 1986 new point of 'Universal level of achievement' should be added upto be more specific. 3) The target date of achieving the alms of universaiisation of primary education be revised as 2000. 4) The Policy should clearly state that elementary education is its prime concern and be given top priority. 5) A National Grants Commission for Elementary and Secondary Education on the pattern of UGC be set up. 6) There should be uniformity at the national level in the curriculum structure and system of elementary and secondary education. 7) Day scholars be admitted to Navodaya Vidyalayas. They should develop as Model School at District levels. 8) The school education system needs to be equipped with adequate resources, of men, money and material.
