Securities, for the purposes of resource mobilisation. 8) Amounts raised from students be accounted for by appropriate bodies. Bodies responsible for granting affiliation be held responsible for ensuring financial soundness. 9) Indian Education Service be started within the VIII plan period. Moreover the selections should be made periodically and timely. 10) State Council of Education be established immediately to coordinate, monitor and evaluate the performance of educational Units on the lines of accepted criteria and norms. 11) Eminent educationist be made Chairperson and permanent members of State Education Council. 12) The professional bodies at the national level be activiated and strengthened so as to help in developing plans within their purview 13) Students advisory bodies be given more authority so as to enrich the scope of student services.
