        1)            The  pattern  of education be  Balvadi  Vidyalayas  upto 
                      class V; Primary schools upto class X; Secondary schools 
                      upto class XV; Senior Schools upto class XX and Research 
                      institutions upto class XXV.  Navodaya Vidyalyas  should 
                      be for meritorious students only.
        
        2)            Senior   schools  be  for  professional  subjects   like
