1) In education we must for sake the western model and
learn from the experiments and experience in the Third
world countries.
2) The 'Study Service' scheme in the Indonesian
universities is worth consideration.
3) The study service scheme is compulsory for all post-
graduate students.
4) Under the Study Service scheme student of at least two
faculties have to stay in a village, study its problems,
identity areas of deficiency, develop solutions and
write dissortation on the experiment
5) The 'Study Service' is spread over three months.
6) In Indonesia there are a large number of private
universities called 'Universitas Swasta' which charge
tees and prepare students for a central examination.
7) In India the colleges can function as fee-charging
private universities.
8) State-wise centralised examinations can be organised for
students of colleges.
9) State may fund education of poor students in colleges.

before a candidate is registered for Ph. D. degree.

4) Every college/university should be associated with the
Citizens Council with a view to discuss all kinds of
problems of the institution and community
5) Every affiliating University must have a CDC so as to
get uniform resources for educational development from
the UGC.
6) There should be a performance Appraisal of each
university and its VC.
7) Minimum of 200 working days be ensured to the students
as contact days within the college.
