7) Illiterate adults should be referred to adult literacy centre in every area. 8) The curriculum, courses of studies, start, equipment etc. should be arranged by the department of elementary education of the district. 9) Putting of thumb impressions on papers, documents etc. by persons up to the age or 45 years should not be allowed by law after 31st March, 1992. 10) Participation in adult literacy programme or in social service programme for a minimum of three months should be compulsory for a student after they are awarded a certificate of passing at the end of class X or XII or graduation. 11) Participation of educational, social, cultural and accupational voluntary organisation in the adult literacy programme should be encouraged. 12) Employment of illiterate persons in government or semi- government organisations after first April, 1992 be banned. 13) Mass media should be used to publicise efforts on removal of illiteracy.
