1) Rural teachers be paid special pay. 2) Time duration of the pre-service teachers training programme should be strictly scheduled bookeeping etc. 3) Selected permanent and faculty-wise teacher educators may be posted in teacher training institutes. 4) Regular training programmes/orientation courses be organised for teacher educators also. 5) Curricula of the teacher training programme should be realistic and practical. Special attention be given for joyful activity centred teaching methodology. 6) In service teacher training programmes should be revised to improve classroom teaching. 7) Follow up of inservice training programme should be arranged. 8) Communication skill (written and oral) be improved through training programmes. 9) Teacher Education Cell be established in SIERT on the lines of DIET. 10) Adolescence Psychology' be introduced in the courses organised by Academic Staff College. 11) Efforts should be made to standardise Instructional information at all levels. 12) Indian Education Service be started within the VIII plan period. Moreover the selections should be made periodically and timely. 13) National aptitude tests for prospective teachers at primary and secondary level be introduced. 14) To avoid wastage of Human Resources, the teachers from surplus pockets be transferred from the 'Teacher's pool' to those areas where the scarcity of teachers exists.
