1) For purpose of employment the pre-requisite or passing
examinations should be done away with.
2) Teaching should be confined only to those subjects which
have a bearing on employment.
3) For-vocational education there should be a minimum
course of five years.
4) Employment should be given only after a student has
undergone study upto class XV.

diploma courses should be the responsibility of the

6) Vocational course at district level should be of three
categories.
7) Full time certificate course in vocational education of
three to six months for those who dropout after passing
class VIII.
8) Full time one year certificate course in vocational
education for those who pass VIII but dropout before
passing class X.
9) Full time two year course in vocational education be for
those who pass class X but did not wish to Pursue
further studies.
10) Vocational technical and profession courses at graduate
and post graduate levels should be the responsibility of
the State.
11) All school dropouts should be registered in the
vocational education institutions of the area concerned.
Their training and placement should be the
responsibility of the Vocational Education Wing of the
Department of Education in the district.
12) The content and curriculum at all levels should be
decided in consultation with potential employers.
13) The second year of the 'Plus two' stage should be
devoted to vocational orientation.
14) Occupational education should be of two years after
general education.
15) For employment at state and national levels, working
knolwdge of Hindi should be essential.

1) Vocational education should be made more comprehesive to
include ail types of occupations and should be called
occupational education.
2) Occupational education stream should be separated from
general education stream.
3) All occupational courses at various stages should
include an appropriate component of general education.
4) Senior Secondary Stage i.e. classes XI and XII should be
treated as a stage of occupational orientation to help
the student to identity for himself a suitable
occupation in accordance with his ability and aptitude.
5) All education beyond class XII Senior Secondary should
be the nature of occupational education on the same
pattern as basic education.
6) Occupational organisation should be encouraged to start,
maintain and administer occupational educational
institutions.
