3) All vocational courses should have an element of general education. 4) For management of vocational education, Department of Education should have separate vocational education wings for rural and urban areas at district, state and national levels. 5) Vocational training programme for certificate and diploma courses should be the responsibility of the district. 6) Vocational course at district level should be of three categories. 7) Full time certificate course in vocational education of three to six months for those who dropout after passing class VIII. 8) Full time one year certificate course in vocational education for those who pass VIII but dropout before passing class X. 9) Full time two year course in vocational education be for those who pass class X but did not wish to Pursue further studies. 10) Vocational technical and profession courses at graduate and post graduate levels should be the responsibility of the State. 11) All school dropouts should be registered in the vocational education institutions of the area concerned. Their training and placement should be the responsibility of the Vocational Education Wing of the Department of Education in the district. 12) The content and curriculum at all levels should be decided in consultation with potential employers. 13) The second year of the 'Plus two' stage should be devoted to vocational orientation. 14) Occupational education should be of two years after general education. 15) For employment at state and national levels, working knolwdge of Hindi should be essential.
