1) Those who can afford to pay for higher education have to be made to bear full expenses. 2) Bright and deserving children of middle classes and weaker sections of society may be exempted not only from fees but be given stipend. 3) Private, institutions which come forward without governmental financial support may be enabled to run institutions, pay salaries and charge fees as they like. 4) Resources for higher education be re-allocated more in favour of science, applied engineering and technical fields. 5) UGC grants to university departments should be specific and problem oriented. 1) University/autonomous bodies may be subject to public accountability and their reports need to be placed before the public Accounts Committee for evaluation. 2) To check the misuse of envowments created for the private educational institutions be brought within the purview of provident fund/Govt. Securities, for the purposes of resource mobilisation. 3) Amounts raised from students be accounted for by appropriate bodies. Bodies responsible for granting affliation be held responsible for ensuring financial soundness. 4) Resource allocation be made on the basis of number of students within the college. Also the resources be bifurcated for teaching, training and research in a rational manner.

1) The responsibility for additional funds for the expansion and improvement in education comes on the society and particularly so at the District level. 2) The District Advisory Board on Education should be empowered to raise resources in terms of money, material and services from the local society keeping in view their expansion and emprovement programmes. 3) The donations etc. from the public should be considered as an approved source of educational finance and proper accounts of the same should be maintained in the same way as of other govt. money.
