1) There Should be a primary school for every village and it possible with two teachers, of which one should be a female. 2) There should be an upper primary school for every village having a population of 3000 or more. 3) There should be a separate Senior Secondary School for Girls in every Panchayat Samiti with facilities for Hostel (at subsidised rates). 4) Rural-teachers be paid special pay., 5) Improve rural schools. 6) Form village education committees (VEC) & involve village youth. 7) More emphasis be given to women's education and improved use of appropriate technology for motivation. 8) Monitoring and encouragement to village schools. 9) School timings be according to the convenience of villagers. 10) Rural Education Directorate be established in every State. 11) Siksha Karmi' programme be promoted educational inputs be provided tree of cost. 12) Improved housing be provided rural teachers. 13) Relevant curriculum be introduced in rural schools 14) Co-ordination between manpower planning and universities curricula is required. 15) Educational contents should incorporate RD programmes. 16) District Education Committees be constituted. 17) Distance learning methods be developed for rural children.
