- The paper talks about decentralised management by involving teachers. This is an oft-repeated Idea and frequently stressed recommendation. However, it is linked with our wider socio-political system where centralised general administration has got entrenched in a very powerful way. These established centres of power, therefore, are likely to resist any move for decentralisation and sharing of powers.
