Housing facility has also been requested as also the extension to research staff of all the facilities and compensation given to the teaching staff.

19.Transfer of Teachers

The policy of transferring teachers has been commented on:

"No transfers of teachers at all in Government Schools, only then sense of love, belongingness etc. will come in teachers. Government servants deal with file and teacher deals with life".

"A definite and well-conceived transfer policy for the teachers is very much needed. Make rural areas more attractive and better incentives and perks should be assured for rural posting".

20. Promotional Avenues

A demand has also been made for promotional avenues for teachers.

21. Staff Development

Many groups have stressed the need for refresher courses for teachers.

"Refresher and renovative course will be helpful to the practicing professionals. Education being a continuous process, professionals need periodic refreshing and regular discussion and counselling".

22.Frequency of Refresher Courses

There is a variation however in the number and frequency of refresher colleges suggested for the teachers. The group suggests "3 courses in five years". Two groups suggest "once in five years". Another group feels the frequency- should be one in three to four years.

23.Evaluation

A need for periodic evaluation has been stressed by three memoranda and they have added that evaluation should be accompanied by a system for rewards.

24.Physical Facilities in Schools

Though some references have been made to the sad state of physical facilities in the school, there is little by way of suggestions to improve them. Both the suggestions in this regard have come from rural areas.

"There should be one primary school for every population of 3-5 thousand. One higher secondary for 50-60 thousand as well as one university capable of accommodating 50000 students".

"The grants that are allotted to the Zila, Parishad for school building construction and maintenance should be given to the Gram Panchayat whose sole responsibility should be to look after the school facilities. Even the primary school should be provided with chaprasis, (peons) otherwise the smaller children are used as messengers and peons".

25. Library

The library has been seen as a resource for the non-formal system of education and an appeal has been made in two leters for more recurring grants to public libraries. Some suggestions received are:

- "State govt. should pay the salary of library staff in public libraries. Advisory Board of Education should prepare exhaustive library act for all states in consultation with state govts. and it should be adopted".

- "Distribution of funds to the public libraries be properly planned to cater to the needs of all public libraries".

- "Libraries should be given freedom in the selection of books".

- "T.V. sets to be installed in public libraries. Govt. grant 75% and library should put 25%.

- "Publication division of govt. should circulate the list of upto-date books to popularise modern science and technology amongst senior students of degree colleges in small cities".
