MAKING THE SYSTEM WORK:

7.1 The first thing to be done is to insist that all teachers teach and all students study. The country has placed a boundless trust in the educational system. Parents, as well as other citizens, have a right to know if this, at least, will be done. They would enquire if, in the wake of the New Policy, the prescribed courses will be covered, examinations conducted and results declared in accordance with predetermined norms and schedules.

7.2 The strategy in this behalf will consist of-

(a) a better deal to, and greater accountability on the part of teachers;

(b) provision of improved students services and insistence on observance of acceptable norms of behaviour.

(c) provision of a threshold of facilities to institutions; and

(d) creation of a system of performance appraisal of institutions as per standards and norms set at the national or state level.
