2.5.2 The above Table would show that the share of the Central Government in Non-Plan expenditure has come down to 6% during the Sixth Five Year Plan, State Governments' share having gone up to 94%.

2.6.0 While the share of Education in the revenue budget is reasonably high, on the Capital side, its share is almost negligible. The share of Education in the Central budget as a percentage of Revenue and Capital expenditure is only 1.7%. In the budgets of States and UTs, the share is 18.9%.
