With 52.21% of literacy percentage of the country, we have to put lot of efforts to make all our people literate State-wise Rural-urban/male-female literacy percentages for 1991 are given in Table 9.

4.1 Population of Scheduled Castes/Scheduled Tribes:

The population of Scheduled Castes has increased from 6.45 crores in 1961 to 13.82 crores in 1991. The population of sched- uled tribes increased from 2.99 crores in 1961 to 6.78 crores in 1991.

Rural population increased by 95% while Urban population in- creased by 275.07% during 1961-1991. Total population increased by 114.26%. Rural Male Scheduled Caste population increased by 99.12%, Urban Scheduled Caste Male population increased by 270.81% while the total Male Scheduled Caste population increased by 118.21% during 1961-1991. Female Rural population increased by 90.74%, Female Urban population increased by 279.91% while total Female population increased by 110.14%.

4.3 Sex-wise/Rural-Urban Population of Scheduled Tribes:

The population of Scheduled Tribes increased by 126.74% from 2.99 crores in 1961 to 6.78 crores in 1991. The Male Scheduled Tribes population increased by 128.47% from 1.50 crores in 1961 to 3.44 crores in 1991. Female Scheduled Tribes population in- creased by 124.99% from 1.48 crores in 1961 to 3.34 crores in

1991. The Rural Scheduled Tribe population increased by 115.57% from 2.91 crores in 1961 to 6.28 crores in 1991 while Urban Scheduled Tribe population increased by 547.32% from 7.73 lakhs in 1961 to 50.07 lakhs in 1991. Year-wise and sex-wise details are given in Sub-Table X.

4.4 State/UT wise population of SC/ST (1991 Census)

The percentage of Scheduled Castes population is 16.48% and that of Scheduled Tribes population to total population is 8.08%. State/UT-wise details of percentages of SC/ST population are indicated in Tables 4 and 5.

Nagaland, A&N Islands and Lakshadweep have no Scheduled Castes population. Of the remaining States/UTs, fifteen States and three Union Territories have Scheduled Castes population lower than the national average. The lowest percentage of Sched- uled Castes population being in Mizoram while the highest per- centage being in Punjab. Similarly, Haryana, Punjab, Chandigarh, Delhi and Pondicherry have no Scheduled Tribes population. Of the remaining States/UTs, Goa have the lowest percentage of Scheduled Tribes while Mizoram has the highest percentage of Scheduled Tribes population.

5 Literacy amongst SC/ST:

The literacy percentage of Scheduled Castes increased from 10. 27% in 1961 to 37.41% in 1991. The literacy of males was 16.96% in 1961 which increased by 32.95 percentage points and reached 49.91% during 1991 leaving thereby a gap of more than 50% illiterate population to be covered under the literacy pro- grammes. The literacy percentage of females (Scheduled Castes) was as low as 3.29% during 1961 which has now increased to 2.376% thereby giving an increase of 20.47 percentage points during the period 1961-1991. The literacy percentage of Scheduled Tribe was 8.53% during 1961 which, has now increased to 29.60% during 1991. During the year 1961 Male (Scheduled Tribes) was having literacy 13.83% which increased to 40.65% during the year 1991. The females (Scheduled Tribes) having as low as 3.16% literacy during 1961 which increased to 18.19% during the year 1991 leaving thereby a gap of more than 80% illiterate females to be covered under literacy programmes. Statewise/UT wise details for Scheduled Castes and Scheduled Tribes are contained in Table 10. Nagaland, A&N Islands and Lakshadweep have no Scheduled Caste population of the remaining States/UTs, seven States have literacy percentage lower than the national average. In case of females, again some of the States have literacy percentage lower than the national average. Simi- larly States: Haryana, Punjab and UTs: Chandigarh, Delhi and Pondicherry have no Scheduled Tribes population. Of the remain- ing, six states and one Union Territory have literacy percentage lower than the national average. All the other States/UTs have literacy percentage higher than the national average.

6. Educational Institutions:

6.1 There has been considerable progress in the spread of educa- tional institutions during the period between 1950-51 and 1995- 96. This is evident from Sub-Table XII below:

Schools/High, Sr. Sec. Schools increased by 13 times. Colleges for general education increased by 18 times and the Universities increased by eight times. On the whole, educational institutions quadrupled after independence.

6.2 Comparative position of selected types of institutions during 1994-95 and 1995-96 has been presented in the following Sub-Table XIII. On the whole, the selected types of educational institutions increased by 20246 (2.28%). There has been a de- crease in the pre-primary schools due to over-reporting in previ- ous year. However, all other institutions have registered a steady growth during 1995-96.

7. Enrolment:

Students when enrolled in educational institutions for undergoing systematic instructions in a course of study are classified as enrolment.
