GENERAL SURVEY
In 1982 a High Level Committee was set up by the Government to review Educational Statistics System in India. The Committee inter-alia recommended that the work of Non- Affiliated Institutions of Higher Education including School classes attached to these Institutions of Higher Education would be handled by the Department of Education. However, Data relating to Universities and its Affiliated colleges would be collected by the University Grants Commission w.e.f. 1987-88 onwards.
2. In pursuance of this recommendation, the Department had started bringing out the publication on Financial Data relating to Non-affiliated Institutions of Higher Education w.e.f. 1987- 88. The present Publication is the second one under the revised pattern being followed in the Government. This Publication covers Financial Data mainly, in respect of lion-Affiliated Institutions of National Importance, Research Institutions; Institutions which are Affiliated to Local-self-Government bodies, Municipal Boards; Medical Boards; Cantonment Boards, Boards of Technical Education and other Non-University Institutions in the fields of Agriculture and Forestry, Vocational Training. Engineering, Polytechnic, Music and Fine Arts; Oriental Studies; Teachers-Training; Reformatory, Physical Education; Nursing, Veterinary Science, etc.

3 The number of such Institutions are available in the publication "Education in India Vol. I (C)" pertaining to Numerical Data. The present publication relates to Financial Data of these Institutions.
4. As already stated the Numerical and Financial data pertaining to the Affiliated Institutions of Higher Education are collected by the UGC and information in respect of Non-Affilited Institutions (Financial Data) is in this Publication.
5. Attempts have been made to reflect the Income and Expenditure Data (Recurring Non-Recurring) an the various types of Non-Affiliated Institutions of Higher Education in this Publication.
6 Financial Data in the prescribed ES II (C) Form was received from 27 State/UTs. where such Institutions are functioning and there are no such Non-Affiliated Institutions in the remaining five States/UTs e.g. Arunachal Pradesh, Sikkim, Dadra & Nagar Haveli, Daman & Diu And Lakshadweep.
7. The Income of such Institutions constitutes the amount received by these Institutions from the Central and State Governments, including Universities, as well as those received from Tuition Fees, Endowment and Other Sources. Similarly the expenditure of these institutions in terms of Recurring and Non- Recurring released to the items such as Salaries and Allowances of the Teaching and Non-teaching staff, cost of apparatus Chemicals and Consumable stores, Stipends, Scholarships and other Financial Concessions, Hostels and Libraries.

8. The details of the total Income of such Institutions for the years 1987-88 and 1988-89 has been provided in the Statistical Tables 1.01 to 1.03 whereas details of expenditure are given in the Statistical Tables 1.04 to 1.06. The perusal of the Income Table 1.01 reveals comparable positions of Recurring and Non- Recurring Income in respect of the Institutions of National Importance, Research Institutions & Institutions of Higher Education.
9. Part II of the present Publication provides for State/UTs- wise details of Income and Expenditure of the Institutions. However, the following Table of Income and Expenditure Data for the Non-Affiliated Institutions of Higher Education, during 1987- 88 and 1988-89 have been provided to reflect the Income and Expenditure of these Institutions during these two years side-by- side in order to see the position at a glance:

10. The study of Income of Non-Affiliated Institutions of Higher Education as available in Table 1.01 reveals that the total income of all Non-Affiliated Institutions of Higher Education during 1988-89 was of the order of Rs. 512.95 crores. Of this the Recurring Income was Rs. 417.28 crores whereas Non-recurring Income was Rs. 95.67 crores.

The percentage of Recurring Income to total Income for the different types of Institutions except the Institutions of National Importance and Colleges for Professional Education has been more than 81%. in the case of the Institutions of National Importance and Colleges for Professional Education the percentage of Recurring Income to the total Income has been 78.71% and 75.54% respectively. As regards Non-Recurring Income the highest and the second highest percentage share goes to the Colleges for Professional Education (Degree standard and above) 24.46% and Institutions of National Importance 21.29% followed by Colleges for General Education 14.23%, Research Institutions 13.69% and Institutions imparting instructions in Post- Matriculation Diploma/Certificate Courses 15.16%. 12. Table 1.02 gives details of Income from Government funds by type of Educational Institutions. The Income from Government funds for Non-Affiliated Institutions during 1988-89 was of; the order of Rs. 392.16 crores. Of this, Recurring Income was Rs. 322.23 crores whereas Non-recurring Income was 69.93 crores.
13. The break-up of the total income of Rs. 512.95 crores derived from all sources is available in Table 1.03. It provides separate detail of Recurring and Non-Recurring Income as well. The share of the State Government constitutes 47.84% in case of Recurring Income followed by Central Government 29.38% and Endowment and other Sources 4.92%. The Central Government constitutes a major source of share 43.99% towards Non- Recurring Income for these Institutions. The State Government contribute 29.09% towards Non-Recurring Income. Income (Recurring and Non-Recurring) with total have been depicted in Tables II, III and Iv respectively.
14. The total expenditure in respect of these institutions is available in Table 1.04. The perusal of this Table reveals that total expenditure Recurring/ Non-Recurring on Education for all types of Non-Affiliated Institutions was Rs. 501.06 crores. Out of this total expenditure Recurring Expenditure amounts to Rs. 403.14 crores (80.46 %), Whereas Non-Recurring Expenditure amounts to Rs. 97.92. crores (19.54 %).
15. Out of total Recurring Expenditure the major portion was spent on Institutions imparting instructions in Post- matriculation Diploma/ Certificate courses (below Degree level) constitutes 56.77% followed by Institutions of National Importance 25.42% and Colleges for General Education 14.83%.
16. As far as Non-Recurring Expenditure is concerned, the highest percentage was in case of Institutions imparting Instructions in Post- Matriculation Diploma /Certificate Courses 35.95% followed by Colleges for Professional Education (Degree Standard and above) 31.33%
17. Details of Recurring and Non-Recurring Expenditure by Heads of objects is available in Table 1.05. It may be seen that the Salaries and Allowances of the Teaching Staff counted for Rs. 168.21 crores (41.73%) Out of the total Recurring Expenditure of Rs. 403.14 crores where as 1/4th of the total Recurring Expenditure (25.57%) was spent on Salaries and Allowances of Non- Teaching Staff. Only 9.48% of the Recurring Expenditure was

incurred on Apparatus, Chemicals and Consumable Stores, 3.77% on Stipend, Scholarships and Other Financial concessions, and 17.20% on Other Items.
18. As regards Non-Recurring Expenditure, a major share was spent on other Items 62.54% followed by Buildings 32.54% and Libraries 4.92%.
