BLANKS-V-1, U-2, SA-3, SB-4 AND T-6
1. Unless otherwise specified, all information is to be given as on 31-12-1973.
2. Items 1 to 8, with the exception of 4(b), have been filled in by the office. You are required to give information on item 4(b) and from item 9 onwards.
3. Item 10 is applicable to recognised institutions only. Recognised institutions include all government and local body schools and all those private aided or unaided schools which are approved by a competent authority like the Directorate of Education, Municipal Board, Secondary Board, etc. to run classes and send candidates for public examinations, if any.
4. In Item 11, estimated child population in different age-groups has to be provided. If the present actual figures are available from the data recently collected/birth registers available with the village officer/patwari/any other competent authority, these should be given in place of estimates.
5. In item 12(a), 12(b) and 13, information has to be provided in respect of habitations of your village. A habitation is a distinct cluster of contiguous houses with a local name. A village may comprise one or more habitations one of which may have its name as the name of the village itself.
6. Habitations with population less than 25 in thickly populated areas and less than 10 in scarcely populated areas are not to be identified separately. These habitations should be treated as parts of the nearest habitation and their population be included in that of the latter.
7. Under column 2 in item 12 (a), write the names of all those habitations in which school (s) is (are) located. Give the present estimated population of each of these habitations sex-wise in columns 3 to 5. The number of primary schools with a common set of classes may be entered in column 6 and set of classes in columns 7 and 8. For example, suppose there are three primary schools in a particular habitation of which two are from classes I to III and one with classes I to V. In such a situation, the entries in columns 6 to 8 will be as follows.
Columns
6 7 8
2 I III
I I V
Similar pattern is to be adopted in filling the columns 9, 10 and 11 for middle/higher elementary schools, 12, 13 and 14 for high/secondary schools and 15, 16 and 17 for higher secondary schools/ intermediate/junior colleges/PUC. All the above information is to be provided habitation-wise.
8. Under column 2 in item 12 (b), write the names of school-less habitations of your village and their present estimated population sex-wise in columns 3 to 5. In columns 6 to 17 information has to be provided about the nearest easily accessible primary, middle/higher elementary, high/secondary and higher secondary schools and intermediate/junior colleges/PUC with classes taught and distance of the school (s) from these habitations.
9. In columns 18 and 19 of items 12 (a) and 12 (b), information is to be provided regarding the dialects spoken with estimated number of speakers for each in case of each of the habitations listed.
10. Isolated houses situated far removed (say 2 to 3 km or more) from the nearest habitation may be counted separately and their number alongwith the total population may be reported under item 12 (c).
11. Check that the estimated population of the village (after adding the population of all the habitations and isolated houses of the village) does not differ widely from the expected normal increase in the population as given in 1971 Census. If it does, give reasons for the same.
12. In item 9, the distance from the nearest railway station should be given only in respect of villages located in areas where railway transport is available,
THIRD ALL-INDIA EDUCATIONAL SURVEY 399
13. In column 20 of items 12 (a) and 12 (b), put a tick mark ( ) against habitations which are populated predominantly by Scheduled Castes. In the case of remaining habitations, a cross (x ) mark may be put in that column.
14. In case of item 12 (b), a habitation is to be treated as school-less for a stage if the educational facility for that particular stage is not available there. For exam- ple, a habitation with a primary school is to be considered a school-less habitation for middle, high and higher secondary/Intermediate/PUC stages. Similarly, a habitation with classes VI-XII is to be treated as school-less for primary stage if this stage consists of classes I to V.
15. For item 13, each habitation is to be counted once only.
16. In case village has a population of less than 25 (10 in case of scarcely Populated areas) and is with one or more cluster of houses, the main habitation has to be identified and entered at the appropriate place (in items 12 (a), 12 (b) or both and 13). Other cluster of houses, or individual houses may be tagged to the main habitation or counted as isolated houses according to criteria already laid down.
17. In columns 18 and 19 of items 12 (a) and 12 (b), the word dialect means the language spoken in a particular area having a specific name with or without a script. It may be variation of major language with a specific name but the current name of that dialect is to be given. The total population of the habitation is to be distributed over the dialects spoken in the habitation.
