Data collected through this Blank are to be processed mechanically. Please read the following instructions carefully before filling in the Blank.
1. Unless otherwise specified all information is to be given as on 31st December, 1973.
2. No item should be left unanswered unless that is not applicable to your school.
3. Items 1 to 6 (a) have been filled in already. You are required to supply data from item 6(b) onwards.
4. There are some items (e.g. items 7, 8, 9(a), 10, etc.) with possible alternatives of which only one alternative is applicable. Brackets have been provided against all the possible alternatives. You are required to put a ( ) tick mark within brackets against one of the alternatives applicable to your school. For example, item 7 on the management of the school reads as under. -
Management
(i) Government ( )
(ii) Local body ( )
(iii) Private aided ( )
(iv) Private unaided recognised ( )
(v) Private unaided unrecognised ( )
in case your school is a recognised private unaided school, a tick mark ( ) will be placed against the 4th alternative as shown above.
5. Rectangles have been provided against each of the alternatives in case of items 12(b), 27(a), etc. You may put as many tick marks within rectangles ( ) as the number of alternatives applicable to your school. For example, if your school has provision of Electricity and Drainage System, put tick marks against both the alternatives.
6. Squares are provided against the items (9(b), 20, 23 (b), etc.) where information to be supplied is in numbers. Numbers are to be written in the squares so that only one digit comes in one square, the unit digit always appearing in the right most square. Zeros may be put in all the blank squares to the left of the number entered against the item, Figures must be written only in international numbers. This may be clear from the examples given below.
Example (i) 597 is to be written as 0 5 9 1 where four squares have been provided.
Example (ii) 597 is to be written as 5 9 7 where three squares have been provided.
Example (iii) 3 is to be written as 0 0 0 3 where four squares have been provided.
Example (iv) If your school has classes six, seven and eight, please write 0 6 to 0 8 in response to item on classes taught.
7. The spaces, in which numbers have to be written have been divided into rectangles/squares in case of items 24, 31 (b), 32(b), etc. The digits contained in a number may be filled in the rectangles/squares, one digit occupying one rectangle/square as explained under instruction 6. For example, item 31(b) on number of pupils getting free clothes has a table as shown below :-
Number of pupils getting free clothes
category
Boys Girls
Total 1 7 9
Scheduled Castes 0 5 6
scheduled Tribes 0 4 9
THIRD ALL-INDIA EDUCATIONAL SURVEY 413
Suppose there are 179 total number of boys getting free clothes in a school. Of these, 56 boys belong to Scheduled Castes and 49 boys belong to Scheduled Tribes. This information will be entered as shown above.
8. Item 6(b) If habitation/locality has more than one name, give the most popular one.
9. Item 7 All schools run by the State or Central Government, Public undertakings and autonomous organisations completely financed by the government will be treated as government schools.
All schools run by municipal corporations, municipal committees, notified area committees, zillah parishads, panchayat samities, etc., will be entered as local body schools.
All other schools are private schools further sub-divided into aided (those getting aid from government and/or local bodies) and unaided (those which are not getting any such aid).
The first three categories are necessarily recognised schools, i.e. government schools, local body schools and private aided schools. Unaided schools are further sub-divided into recognis- ed and unrecognised schools.
Recognised institutions include all government and local body schools and all those private aided and unaided schools which are approved by a competent authority like the Directorate of Education, Municipal Board, Secondary Board, etc. to run regular classes and send candidates for public examination, if any.
In case the school is recognised for some classes and un- recognised for others, it may be treated as a fully recognised school and information for both recognised and unrecognised classes may be given.
10 Item 8 Part `a' of this item is applicable to primary, middle or high schools while part 'b' is applicable to higher secondary schools, intermediate colleges, etc.
11. Item 9(a) If no girls are admitted to the school, it is `exclusively for boys'. If no boys are admitted, it is exclusively for girls. A fully 'co-educational' means that both boys and girls are admitted to all the classes in the school. A school is partly for boys and partly co-educational, if boys are admitted to all classes but admission of girls is restricted to some specific classes only. Similarly a school is 'partly for girls and partly co-educational' if girls are admitted to all classes but admission of boys is restricted to some specific classes only.
12. Item 10 The construction may be considered `pucka' if brick, cement, mortar or stones have been used in the walls.
13. Item 11(d) The adequacy of school accommodation may be judged against enrolment according to the state pattern.
14. Item 13 (a) By school campus is implied the total space available for the school both "built in and open" and contiguous or otherwise.
15. Item 13(b) By floor area is meant the area of covered space. In case a building has more than one story, the floor area of all the storeys is to be added.
16. Item 13(c) Space for non-instructional purposes means, office, teachers' room, staff quarters, storeroom, etc.
17. Item 20 In case a book is issued a number of times to borrowers, it will be treated as a different book each time. For example, if a particular book on History is issued to 10 pupils in a year, it will be counted as 10 books.
18. Item 21 Any person working whole-time in the library is to be considered as a full-time worker. In case a clerk holds charge of the library and works there only for, some- time in addition to his duties in office, be may be treated as a part-time worker for the library.
19. Item 23 By 'textbook bank' is meant sets of books possessed by the school for the purpose of being lent to needy students.
20. Item 30(e) Against each possible source which finances the mid-day meal programme, two possibilities 'entirely' or 'partly' are written at the top with brackets below them. The tick mark is to be put in the brackets under column marked 'entirely' or 'partly' as the case may be.
21. Item 36 In case a school has separate science laboratories for every subject, information about the laboratories may be supplied against the respective subjects. Information about all the combined laboratories is to be given under 'combined laboratories'.
22. Item 38 Include all the teachers working in the school irrespective of the fact whether they are teaching recognised or unrecognised classes or both. Exclude teachers teaching in pre-primary sections, honorary teachers and school mothers while supplying information on this item.
23. Item 39 Classes taught in the school should include both recognised and unrecognised classes, if any.
24. Item 42 Information on this item is to be supplied only about class rooms. In case classes are held in open air, information about those classes is not to be supplied under this item.
In case more than one class sit in a room, information on `number of pupils' in the class and number of sections in the class is to be entered for every class while information on number of rooms is to be furnished against the lowest class. This information is to be entered as `O' for other classes sharing the room. Floor area of the room is to be entered against every class
414 THIRD ALL-INDIA EDUCATIONAL SURVEY
after dividing it by the number of classes using the room. For 12 sq. m., the information to be supplied in the table is as example, if classes I to III sit in a room whose floor area is follows-
