80 FOURTH ALL-INDIA EDUCATIONAL SURVEY
There are 15,455 (22.39%) habitations which are not served by secondary sections within 8 km. This accounts for 17.04% population. Out of these 15,455 habitations, 60 (3.09%) fall in the population slab '2000 & above'.
The habitations predominantly populated by Scheduled Tribes are 1,53,778 which constitute 15.9 4% of the total habitations. Scheduled Tribes are one of the weaker sections of the society and special efforts are being made for their upliftment. The following discussion is restricted to 1,53,778 habitations predominantly populated by Scheduled Tribes and their population.
The secondary stage education facility is available in 1,168 (0.76%) habitations within them, this benefiting 3.37% population by this facility within their habitation of residence. The number of habitations having this facility within 8 km is 65,521 (42.61 %) which covers 51.89% population.
In the population slab '5000 & above' 21 (55.26%) habitations are served within them. The population coverage is 54.38% in the slab. Habitations served within 8 km are 35 (92.11%). The population covered by these habitations in the slab is 92.74%.
In the slab '2000-4999', there are 421 (81.91%) habitations out of which 514 are served by secondary sections within 8 km and of these 146 (28.40%) are served within them. The population coverage is 82.44% and 30.80%, respectively in the slab.
Out of 2,991 habitations in the slab '1000-1999' 262 (8.76%) habitations are served within them and 2,003 (66.97%) are served within 8 km. The percentage of population covered in the slab is 9.75% and 67.93%, respectively.
There are 8,299 (58.01%) habitations out of 14.305 in the slab '500-999' which are served by secondary sections within 8 kms covering a population of 57.61%. Further, 336 (2.35%) habitations have the facility of secondary education within the habitation and they account for 2.57% population in the slab.

In 'below 500' slab, the habitations with secondary sections within them are 403 (0.30%) out of 1,35,930 habitations in the slab. They serve only 0.50% population of the slab. Those serve within 8 km are 54,763 (40.29%) which cover 44.8 1 % population of the slab.
There are 8,257 habitations accounting for 48.11 % population which are not served by secondary sections within 8 km. Out of these, 96 (0.13%) habitations are in the slab '2000 & above'.
The facilities for secondary stage education in rural areas differ from State to State. The coverage of population served by secondary sections within the habitation varies considerably from Sikkim (2.30%) to Haryana (30.86%) among States and from Dadra & Nagar Haveli (4.22%) to Lakshadweep (57.74%) among Union Territories. Keeping in view the recommendations of Education Commission (1966) regarding school area, it has been decided at the time of the Fourth Survey to consider the distance which a child can walk easily to attend school for secondary stage' education as 8km as against 5 km in the Third Survey. The Fourth Survey shows that among the States, six have adequate facilities for secondary stage education as above 90% rural population in these States is served by secondary sections within 8 km. These are Punjab (97.65%), Kerala (97.10%) Haryana (96.17%), West Bengal (93.48%), Assam (93.08%) and Tamil Nadu (90.48%). Nagaland serves lowest percentage of population (44.30%) in respect of secondary stage education. Among Union Territories, there are four where more than 90% population is served by secondary sections within 8 km. These Union Territories are Delhi (100.00%), Chandigarh (100 00%), Pondicherry (99.64%) and Goa, Daman & Diu (97.05%). The lowest percentage of population served within 8 km is in the Union Territory of Arunachal Pradesh (17.38%).
The State has 56,935 habitations and facilities for secondary education is available in 2,595 (4.56%) habitations. This covers 20.40% rural population of the State. In the Third Survey only 18.07% rural population was covered. The number of habitations served within 8 km by secondary sections is 39,958 (70.18%) covering 82.73% rural population. In the Third Survey 25,271 (47.56%) habitations covering

62.30% rural population were served by secondary sections within 5 km. While considering the facilities in habitations with '2000 or more' population it is observed that out of 4,184 such habitations 3,844 (91.87%) are served by a secondary section within 8 km and out of these 1,755 (41.95%) habitations have the facility within the habitation.
There are 28 habitations with population 2000 or most predominantly populated by Scheduled Castes and 27(96.43%) habitations are served by secondary sections within 8 km. This include 4 (14.29%) habitations having facility within them.
Habitations with population 2000 or more predominantly populated by Scheduled Tribes are eight and all are served within 8 km including 2(25.00%) served within the habitation.
In the Third Survey 22,660 (77.21%) habitations covering 81.0% population had secondary education facility within 5 km including 1,125 habitations having the facility within themselves covering a population of 7.50% in the State. In this survey the State has 24,963 (8905%) habitations covering 93.08% rural population served by secondary education facility within 8 km including 1,367 (4.88%) habitations covering 9.18% population. There are 776 habitations with population 2000 or more and 740 (95.36%) of them are served by a secondary section within 8 km including 175 habitations (22.55%) having the facility within the habitation.
In this State out of 13 habitations with population '2000 or more' predominantly populated by Scheduled Castes, 11(84.62%) have secondary education facility within 8 km. This includes 5 (38.46%) habitations which have this facility within them.
There are 14 habitations with population 2000 or more predominantly populated by Scheduled Tribes and all 14 (100.00%) habitations have secondary sections within 8 km including 7 (50.00%) habitations served within them.
