RECOMMENDATIONS MADE DURING THE 11TH CONFERENCE ON EDUCATIONAL STATISTCS
The XI All India Conference on Educational Statistics was hold on 9-10 April, 1996 at NIEPA. The Conference was inaugurated by Shri P.R. Dasgupta, Union Education Secretary and was presided over by Shri Bhaskar Chatterjee, JS(P) in the Ministry of HRD. Dr. R.V. Vaidyanatha Ayyar, Additional Secretary . (Education) also presided the second half on the first day of the Conference. This following recommendations were made in the Conference:
1. There are different institutions under different managements like Welfare, Health, Agriculture, K.V.S., N.V.S., Sainik Schools, Military Schools and Schools under ICSE, IIMs, IISs. RECs, IITs etc. A letter may go from the Ministry to these organisations to supply the information. Similarly letter, may also go to Universities/Deemed Universities and similar other institutions for the supply of information in time.
2. A legislation may be introduced for the supply of information by institutions in time, imposing penalties on the defaulters. In this connection, similar legislations may be studied and draft prepared.
3. There are vacant posts in some States like M.P., Maharashtra, eta. which are not being filled up by Unto Govts. resulting in delays. A letter may be sent to State Govts. for filling up these posts. Those include states like M.P. Maharashtra etc. U. P., Maharashtra and Arunachal Pradesh desired that Statistical Personnel may be provided at the district levels to coordinate the work.
4. All states except M.P., Delhi have promised to furnish the. 'pending numerical as well to financial data and examination results by end of May 1996 for years 1991-92 to 1993-94. In case of M.P. & Delhi the data will be submitted by 31st July, 1996. Same States/UTs like Chandigarh, Mizoram, A & N Islands and Assam even promised to send the data early for the year 1991-92/1992-93 by end of April, 1996.
5. It was decided in consultation with the states that data for SES 1995-96 should be made mailable by 30th April, 1996. Hereinafter the information in respect of selected educational statistics should be furnished by end of January every year.
6. It has been observed that there is a multiplicity of Directorates in the States/UTs and the Directorate of Education has appointed a nodal agency to coordinate the work of Educational Statistics with these Directorates, However, in the sister organisations no officer his been nominated for this purpose. The State/UTs are hereby requested not only to appoint, nodal agencies but also nominate officers in the

sister organisations for collection and finalisation of educational statistics in their respective departments. The main nodal agency shall, therefore, correspond with these nominated officers for the supply of information.
7. Considering the backlog in the, publication of ES 1 (enrolment data) priority, would he given to compile and publish the data for the year 1994-95, ES-1(S)/IV(S) forms for the year 1994-95 may be made available to the Ministry by 30.6.1996 and the publication day be brought out by 15.9.1996.
8. Similarly in respect A ES 1(C) data for universities and colleges, for which we have resumed the task of collection and compilation, priority should be given for the latest year 1995-96.
9. As reported by Gujarat/A.P. that NIC has not appointed till now Data Entry Agency at State Level inspite of repeated reminders it was decided that the data may be compiled/finalised manually and submitted to the Ministry as was being done earlier. Meanwhile a team consisting of Dr. R.S. Thakur, Joint Director in the Ministry and Shri V.V. Rao, Technical Director, NIC may visit Gandhi Nagar to sort out the problems in appointing Data Entry Agency in this regard.
10. For the financial data compiled in ES-II form, sample survey methods should be used as the present procedure of collecting 100% data from all institutions is leading to enormous delays. In designing sample survey, it is necessary to ensure that the reports give necessary disaggregated information , In, respect of financing of Government, unaided and private aided institutions.
11. In order to improve VA timeliness and reliability of the data collected by ES-1, NCERT would develop quickly sample surveys for validation of data collected in ES-1 form in some blocks. Further, using the district level data bases created as part of 6th All India Educational Survey, final statistics on a limited basis such as enrolment, teacher strength etc. would be collected on a sample basis. Director, NCERT had agreed to bear the cost of these activities by the Eric-Programme.
Before the sampling methodology gets stabalised in the field, the existing collection on census basis shall continue.
12 . The survey data for 14-15 States have already became validated by NCERT in collaboration with NIC. Therefore, it was recommended that the State NIC Units for these States may kindly furnish the Ministry as also the State Governments the data in form ES 1(s)/ES IV(s) for the year 1993-94. A copy of blank ESI(S) and ES IV (S) will be supplied to the NIC Unit

in the Ministry and NIC HQrs. They may also see if financial data for the year 1992-93 can be supplied in form ES II series (copy of ES II (S) form is enclosed)
13. Three Groups were constituted during the Conference. The recommendations made by these groups are contained in the enclosed Appendices A,B, and C. All the States/UTs have agreed to abid by these recommendations. The recommendations of Group I have been adopted by the Conference in toto.
14. With regard to the recommendations of Group II contained in Appendix B. the Chairman desired that before the budget in passed on to the states, the NIC will prepare a list of approved Data Entry Agencies at State HQrs. and make these available to States/UTs as also to this Ministry. As regards Districts, the States may themselves prepare such lists and submit the same to NIC for their approval as also to this Ministry. If Data Entry Agencies are not available at District level such Agencies only be located at Regional or Divisional levels or at state level as the case may be. This process may be completed within 2-3 months. Thereafter, the matter will be reviewed and a decision taken.
15. With regard to the Report of Group III the Chairman desired that, a system of institutionalised training may be developed. For this purpose training modules are required to be developed. The Ministry will prepare a training manual and this manual will be submitted to all the States/UTs for their comments. The help of DIETs in this connection will be to beneficial.
16. There should be frequent visits by teams from the Ministry and States for finalisation of the data on the spot as well as for arranging and conducting training programmes at Districts/Blocks/State levels
17. The Chairman desired that this Conference should be an annual event and these dates may be fixed for the next year conference (i.e. 1997) also.

Appendix `A'
Representatives of States viz Haryana, Manipur, Misoram, Arunachal Pradesh, Gujarat and Karnataka with Shri S.S. Malkani, AEO of Ministry had detailed discussions on Agenda Item No. II - Time Schedule for collection and finalisation of Educational data. - Review of progress. The following recommendations were made:
(1) It was decided to revise the time schedule provided by the Ministry at page 4 of the Agenda Papers to an earlier date. This is enclosed at Annexure 1.
As desired by Additional Secretary during the meeting on 9-4-96, the date for finalisation and submission of the data relating to the Selected Educational Statistics 1995-96 has been fixed on 30.4.96 and the same will be finalised by the Ministry by 15.8.96.
(2) In so far as the numerical data in respect of school education for 1994-95 and 1995-96 in ESI(S) and ESIV(S) forms are concerned, these will be furnished to the Ministry by the States/UTs by 30.6.96 and 31.12.96 respectively. The same will be finalised on the spot either by the team visiting the States or the State Teams visiting the Ministry by 15.9.96 and 15.2.97 respectively.
(3) With regard to the collection and submission of data for higher education in respect of affiliated and nonaffiliated colleges for the year 1994-95 (numerical), it has been recommended that the data will be furnished complete in all respect by 31.9.96 and the same will be finalised by visiting on the spot by the teams from both,side by 31.12.96.
(4) The financial data for the year 1994-95 in respect of schools as well as affiliated and non-affiliated colleges will be submitted by 31.12.96 and the same will be finalised by 31.3.1997.
(5) In so far as examination results are concerned the pending information in respect of 1992-93, 1993-94 and 1994-95 together with the results from affiliated colleges will be submitted by the State Governments by 30.9.96 and the same will be finalised by 31.12.96.
(6) It has been decided that in so far as the data for earlier years i.e. 1987-88 to 1991-92 numerical as well as examination results, of affiliated colleges ate concerned, the revised last date for submission has been fixed as 31.12.1997 and the same will be finalised by 31.3.1998.
(7) The financial data for higher education in respect of
affiliated colleges will be collected through sample surveys for the years 1987-88 to 1993-94 and the same will be finalised by 31.3.1998. It may be undertaken by the NCERT.
(8) So far as the defaulting States for the year 1990-91, 1991-92, 1992-93 are concerned, they will submit the data as agreed to in the Conference. The work may be taken on war-footing basis adhering to above schedule and as given in the Annexure II.

Appendix-`B'
Representatives from eight States namely, Andhra Pradesh, Assam, Bihar, Goa, Himachal pradesh, Madhya Pradesh, Maharashtra and Punjab along with Shri Rao, Technical Director and Shri Venu Gopal, NIC and Shri R.C. Srivastata, Asstt. Director discussed the progress of the scheme and problems faced in functioning of the scheme. The meeting was charred by Shri Rao, Technical Director, NIC. In the meeting following recommendations were made:
1) The progress of the scheme was reviewed in the States. The progress of the scheme was not found satisfactory because of co-ordination problems between the State Governments and NIC State Units as far as identification of data entry agencies, data entry and validation of data are concerned.
ii) Because of these reasons the scheme is required to be reviewed and make the required amendments.
III) It is recommended that the data entry and validation of data should be the responsibility of State Education Directorates. They should identify themselves the private data entry agencies for data entry if required at district level, divisional level or State level.
IV) NIC should provide the software facilities and processing at terminals. State Education Directorate would make available the error free floppy to NIC State Units.-
V) Funds would be provided to the State Governments by Central Government for data entry and validation of data instead of being given sanctions to NIC so far in this regard.
VI) The funds may be sent to the States in the name of Nodal Officer or concerned Director for this specific purpose.
VI) Estimates for the utilisation of funds for different State/UTs will be decided in a meeting between officials of the Ministry and NIC HQ on the basis of the estimated requirements the funds would be released by the Ministry of HRD to the State/UT Governments.
VIII) For making these modifications and changes in the scheme the meeting among the ES/AS, Technical Director, NIC and senior concerned official of some State/ UT Governments should be held and according to the decisions taken, the required modifications have be made in the scheme.
IX) Present system of work of data entry., validation and processing would continue till any amendments are made in the scheme.
X) A is recommended that State Education Directorate may be provided the Computer hardware at State level. Some core staff may also be appointed at State Level with financial assistance of, Ministry of HRD.
XI) Technical guidance will be provided by NIC to State Education Directorates in regard to this work.

From the Ministry's side, Mr. N.H. Dave, AEO and Mr. Subhash Chander acted as the coordinators.
The group has recommended /discussed the various problems relating to time lag in collection and finalisation of Educational Statistics and the following recommendations were made:
1. Shortage of staff
It was felt that shortage of staff is the major factor in the time lag in all the States. Group recommended that each State should have its separate statistical cell with sufficient trained manpower. The existing Statistical Cell should be strengthened.
2. Directive from the Ministry to the State
To collect the data pertaining to organisations other than education department, it is suggested that the MHRD will write to the Chief Secretaries of all the States/UTs for proper co-ordination and furnishing the data in respect of other department to Education Department of States (UT).
3. Instruction to KVS/CBSE/NVS/ICSE
For collection of data from such institutes under the control of Government of India, it is suggested that the Ministry will write to the concerned organisation to furnish the data to respective State Governments under intimation to the Ministry.
4 Frequent Meetings of States & Centre
For finalisation of data in time, it is suggested that the Ministry officials should visit the State and vis-a-vis frequently.
5. Coordination amongst various Departments in States/UTs
For providing the complete information, it is suggested that one officer in each concerned Department should be identified to whom the Nodal Officer of the State may contact.
