More than four-fifths of the unserved habitations (covering 48.25% of the population) belong to the population slab "Below 500". The percentage of such habitations with a population of 2,000 or more is only 0.76%, which accounts for 7.16% of the unserved population.

Schooling Facilities in Habitations Predominantly Populated by Scheduled Tribes

There are 1,64,129 habitations predominantly populated by the Scheduled Tribes. Of these, 3,054 (1.86%) habitations covering 6.34% of the population have access to secondary sections within the habitations themselves, while 90,716 (55.27%) habitations covering 63.82% of the population have these facilities within eight kilometres. The percentage of habitations served by secondary sections within eight kilometres at the time of the Fourth Survey was 42.61, which covered 51.89% of the population. Thus the facilities for secondary stage education have been extended to a larger number of habitations covering larger population during the period 1978-86.

Population Slab "5000 and above"

About half of the habitations covering 51.82% of the population in this slab have secondary sections within them while 88.73% of the habitations covering 87.12% of the population are served by secondary sections within eight kilometres. These percentages are slightly lower than those in the Fourth Survey.

Population Slab "2000-4999"

A little more than one-third of the total number of habitations in this slab have secondary sections within the habitations themselves while more than four-fifths (83.61%) are served within eight kilometres. The corresponding population percentages are 37.53 and 84.58,respectively. These percentages are slightly higher than those at the time of the Fourth Survey.

Population Slab "1000-1999"

Out of 5,317 habitations in this slab, 731 (13.75%) habitations covering 13.76% of the population are served by secondary sections within them. The percentages of habitations and their population which are served within eight kilometres are 74.59 and 73.86, respectively, In this slab also these percentages are higher than those in the Fourth Survey.

Population Slab "500-999"

There are 19,965 (12.16%) habitations in this population slab, of which 823 (4.12%) habitations accounting for 4.41% of the population have secondary sections within them. The number of habitations having these facilities within eight kilometres is 13,367 (66.95%), which cater to 67.17% of the population in this slab.

Population Slab "Below 500"

More than four-fifths (83.94%) of the total number of habitations belong to this population slab. The percentage of habitations served within the habitations them selves is only 0.80, which covers 1.95% of the population in this slab. About half of the habitations are served within eight kilometres, which cater to 56.81% of the population in the slab.

Habitations Not Served

Of the 1,64,129 habitations predominantly populated by the Scheduled Tribes, 73,413 (44.73%) habitations, accounting for 36.18% of the unserved rural population are not served by secondary sections even up to a distance of eight kilometres. Further, most of the unserved habitations (88.94%) belong to the population slab "Below 500". These habitations cover 62.58% of the unserved population. There are 173 (0.23%) such habitations which have a population of 2,000 or more and cover 2.69% of the unserved population.

If we consider the percentage of unserved habitations with respect to the total number of habitations in different slabs we find that it is the highest (47.39%) in the population slab "Below 500" and the lowest (11.27%) in the population slab "5000 and above".

education vary very widely from State to State. Often the figures are at complete variance with the commonly held notions. Among the States the percentage of the population served by secondary sections within the habitation is the highest in Mizoram (58.12%), followed by Haryana(46.04%), and Kerala(45.41%). Lakshadweep (99.16%) has the highest percentage of the population served by such facilities among the Union Territories. On the other hand, in Bihar, Himachal Pradesh, Madhya Pradesh, Sikkim, Uttar Pradesh, and Dadra and Nagar Haveli these facilities are available to fewer than 10% of the rural population.

The survey further reveals that ten States and five Union Territories have adequate facilities for secondary education as more than 90% of the population in these States and Union Territories have access to it within eight kilometres. States and the Union Territories are Assam (94.88%), Bihar (91.00%), Goa (98.97%), Haryana (98.53%), Jammu and Kashmir (90.65%), Kerala (97.82%), Punjab (98.93%), Tamil Nadu (92.67%),Tripura (93.62%), West Bengal (95.60%), Chandigarh (100.00%), Daman and Diu (99.30%), Delhi (99.62%), Lakshadweep (99.16%), and Pondicherry (99.08%). On the other hand, the position in Arunachal Pradesh (30.61%) and Nagaland (43.09%) is evidently dismal. Furthermore, it does not seem to be satisfactory in Madhya Pradesh, Meghalaya, Mizoram, and Dadra and Nagar Haveli where about one-third of the rural population continues to remain unserved even within eight kilometres.

Andhra Pradesh

The State of Andhra Pradesh has 57,583 habitations with a population of 4,62,85,240. Of these, 3,775 (6.56%) habitations covering 26.45% of the rural population are served by secondary sections within them. The number of habitations served within eight kilometres is 46,713 (81.12%), covering 89.77% of the population. At the time of the Fourth Survey, however, 82.73% of the population was served within eight kilometres, including 20.40% within the habitations themselves.

There are 5,081 (8.82%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 4,251 (83.66%) habitations catering to 86.93% of the population have access to secondary sections within eight kilometres. However, the percentage of the population having access to such facilities within the habitations themselves is 14.15.

Of the 11,306 habitations predominantly inhabited by the Scheduled Tribe population, 6,373 (56.37%) have the provision for schooling facilities at the secondary stage within eight kilometres, covering up to 71.17% of the population.

Arunachal Pradesh

At the time of the Fourth Survey, only 5,87% of the habitations in Arunachal Pradesh, covering 17.38% of the population, were served by secondary sections within eight kilometres. The corresponding percentages according to the present survey are 15.72 and 30.61, respectively.

There are only two habitations in the State which are predominantly inhabited by the Scheduled Caste population. While neither has a secondary section within it, both the habitations have the facilities within eight kilometres.

Out of 3,237 habitations in the State, 2,974 (91.88%) are predominantly inhabited by the Scheduled Tribe population. Of these, only 411 (13.82%), covering 23.52% of the population, have access to secondary sections within eight kilometres.

Assam

In Assam, the percentage of the habitations served by secondary sections within eight kilometres is 92.83 including 6.11% that have the facilities within the habitations themselves. The corresponding figures in respect of population are 94.88% and 10.67%, respectively. It may be mentioned here that these percentages are slightly higher than those in the Fourth Survey.

The State has 1,395 (4.39%) habitations predominantly inhabited by the Scheduled Caste population. It is observed that slightly more than 90% of them, covering 92.28% of the population, have the facilities for secondary education within eight kilometres.

The State has 6,075 (19.10%) habitations predominantly inhabited by the Scheduled Tribe population. Of these, 4,927 (81.10%) habitations, covering 87.21% of the population, are. served by secondary sections within eight kilometres.

Bihar

The survey figures reveal that only 2.84% of the 1,02,137 habitations in Bihar, accounting for 8.92% of the rural population, have secondary sections within them, whereas, 84.06% of the habitations, catering to 91.00% of the population, have these facilities within eight kilometres. The percentages of the habitations served by Secondary sections within them and within eight kilometres were 2.38 and 80.18, respectively, at the time of the Fourth Survey. These habitations covered 8.98% and 89.28% of the rural population, respectively.

There are 4,960 (4.86%) habitations predominantly inhabited by the Scheduled Caste population. Of these, only 41 (0.83%), covering 1.51% of the population, have the facilities for secondary education within them. However. the number of habitations served by secondary sections within eight kilometres is 3,852 (77.66%), which account for 81.80% of the population.

The State has 21,165 (20.72%) habitations predominantly inhabited by the Scheduled Tribe population. The number of habitations having the facilities within themselves is 187 (0.88%), covering 2.50% of the population. However, 65.83% of the habitations catering to 70.25% of the population have access to secondary sections within eight kilometres.

Goa

The present survey reveals that 207 (8.40%) of the 2,465 habitations in Goa have secondary sections within themselves, catering to 15.59% of the rural population in the State. Furthermore, about 98% of the habitations covering nearly 99% of the population have these facilities within eight kilometres. It may be stated that in the erstwhile Union Territory of Goa, Daman and Diu, 94.90% of the habitations, covering 97.05% of the rural population, were served within eight kilometres in 1978.

There are only 17 habitations predominantly inhabited by the Scheduled Caste population and all of them have the facilities for secondary education within eight kilometres. None of the habitations in the State is predominantly inhabited by the Scheduled Tribe population.

Gujarat

It is observed that the percentage of the population in Gujarat served by secondary sections within the habitations as well as within eight kilometres has increased from 25.79 to 31.97 and from 80.80 to 87.15, respectively, during the period after the Fourth Survey.

The State has only 118 (0.48%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 83.90% catering to 79.63% of the population have access to secondary sections within eight kilometres.

Out of 6,310 (25.87%) habitations predominantly inhabited by the Scheduled Tribe population, 4,839 (76.69%) are served by secondary sections within eight kilometres. These habitations cover 81.46% of the population.

SECONDARY EDUCATION 61

Haryana

In Haryana, 95.75% of the 7,577 habitations, accounting for 98.53% of the rural population, have the facilities for secondary education within eight kilometres. However, 46.04% of the population has such facilities within the habitations themselves. At the time of the Fourth Survey, the percentage of the population served within the habitation was 30.86 and within eight kilometres it was 96.17.

There are 426 (5.62%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 94.37% have secondary sections within eight kilometres. These habitations cater to 97.92% of the population, including 15.01% within the habitation of residence of the children.

There is, however, no habitation predominantly inhabited by the Scheduled Tribe population in the State.

Himachal Pradesh

About three-fourths of the 30,678 habitations in Himachal Pradesh, covering 86.74% of the rural population, are served by secondary sections within eight kilometres. It includes 781 (2.55%) habitations which cater to 9.67% of the population having these facilities within them. In 1978 the percentage of the habitations served within eight kilometres was 69.22, which covered 79.74% of the rural population.

The State has 5,594 (18.23%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 4,166 (74.47%) covering 82.65% of the population have access to secondary sections within eight kilometres.

Out of 1,826 habitations predominantly inhabited by the Scheduled Tribe population, 1,142 (62.54%) accounting for 70.36% of the population have the facilities for secondary education within eight kilometres.

Jammu and Kashmir

The figures of the Fourth Survey revealed that 77.16% of the habitations in Jammu and Kashmir had access to secondary sections within eight kilometres, including 3.50% of them which enjoyed these facilities within the habitations themselves. The corresponding percentages in terms of population were 87.34 and 11.43, respectively. The percentage of the habitations served by secondary sections within eight kilometres now is 83.07, covering 90.65% of the population. It includes 4.56% of the habitations covering 13.58% of the population, which have these facilities within the habitations themselves.

The State has 966 (6.60%) habitations predominantly inhabited by the Scheduled Caste population, of which 812 (84.06%) are served by secondary sections within eight kilometres. These habitations cater to 92.41% of the population.

None of the habitations in the State is predominantly inhabited by the Scheduled Tribe population.

Karnataka

Out of 41,980 habitations in Karnataka 35,539 (84.66%) covering 88.53% of the rural population are served by secondary sections within eight kilometres. However, 6.08% of them covering 22.51% of the population have these facilities within the habitations themselves. According to the Fourth Survey, 77.66% of the habitations had the facilities within eight kilometres, including 3.20% that had the facilities within themselves. In terms of population, the corresponding percentages were 81.16 and 14.61, respectively.

There are 3,072 (7.32%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 2,543 (82.78%) covering 84.42% of the population are served by secondary sections within eight kilometres.

The State has 1,014 (2.42%) habitations predominantly inhabited by the Scheduled Tribe population. Of these, 758 (74.75%) covering 75.99% of the population have the facilities for secondary education within eight kilometres.

Kerala

Of the 6,181 habitations in Kerala, 1,689 (27.33%) covering 45.41% of the population have secondary sections within them. The corresponding percentages for the habitations and their population which have these facilities within eight kilometres are 97.04 and 97.82, respectively. At the time of the Fourth Survey, however, 16.43% of the habitations, catering to 28.81% of the population, had the facilities for secondary education within the habitations themselves. However, the percentage of the habitations served within eight kilometres was 94.99, which covered 97.10% of the population. It shows a substantial increase in the availability of schooling facilities at the secondary stage within the habitations since the Fourth Survey.

Six of the seven habitations predominantly inhabited by the Scheduled Caste population have the facilities for secondary education within eight kilometres. These habitations cater to 96.73% of the population.

The State has 25 habitations predominantly inhabited by the Scheduled Tribe population. Of these, 20 habitations, covering 85.30% of the population, are served by secondary sections within eight kilometres.

Madhya Pradesh

Slightly more than half (50.68%) of the 1,06,291 habitations accounting for 60.38% of the rural population in Madhya Pradesh have access to schooling at the secondary stage within a distance of eight kilometres. The corresponding percentages at the time of the Fourth Survey were 41.08 and 50.46, respectively. It shows an increase in the facilities during the period between the Fourth and the Fifth Survey. However, the percentage of the population served within the habitations now is only 8.34 as against 6.60% in 1978.

The State has 4,603 (4.33%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 2,835 (61,59%) habitations, covering 65.32% of the population, have the facilities for secondary education within eight kilometres.

There are 44,861 (42.21%) habitations predominantly inhabited by the Scheduled Tribe population. Of these, 17,488 (38.98%) catering to 43.12% of the population are served by secondary sections within eight kilometres.

Maharashtra

There are 63,728 habitations in Maharashtra. Of these, 83.40% covering 89.81 % of the rural population have access to secondary sections within a distance of eight kilometres. It includes 4,907 (7.70%) habitations catering to 30.19% of the population which have these facilities within them. According to the Fourth Survey, the percentage of the habitations served within eight kilometres was 76.80, which covered 86.80% of the population. However, the percentage of the habitations which had these facilities within themselves was 5,23 and their population was 24.56% of the rural population in the State.

The State has 1,693 (2.66%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 1,474 (87.06%) covering 87.72% of the population have the facilities for secondary education within eight kilometres. The percentage of the population served within the habitations themselves is 8.30.

Out of 10,685 (16.77%) habitations predominantly inhabited by the Scheduled Tribe population, 6,711 (62.81%) have provision for schooling at the secondary stage. These habitations cater to 69.09% of the population.

Manipur

It is observed that die percentage of the habitations in Manipur served by secondary sections within eight kilometres is 53.67, which includes 8.19% of the habitations having these facilities within themselves. In terms of population, the corresponding percentages are 73.77 and 20.33, respectively. At the time of the Fourth Survey, the percentage of the habitations served within eight kilometres was 51.13, including 6.87% which had the facilities within themselves. These habitations covered 74.59% and 21.41 %of the population, respectively.

There are only 39 (1.49%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 36 (92.31%) habitations, covering 95.59% of the population have the facilities for secondary education within eight kilometres. The percentage of the population served within the habitations themselves is 31.66.

More than half of the habitations in the State are predominantly inhabited by the Scheduled Tribe population. Of these, 35.17% catering to 45.92% of the population have access to secondary sections within eight kilometres. Further, slightly more than 19% of the population is served within the habitations themselves.

Meghalaya

All the 5,337 habitations in the State of Meghalaya are predominantly inhabited by the Scheduled Tribe population. A significant increase in the facilities for schooling at the secondary stage has been noticed in the period between the Fourth and the Fifth Survey. According to the present survey, 54.79% of the habitations, covering 61.31% of the population, have the facilities secondary education within eight kilometres. The corresponding figures at the time of the Fourth Survey were 43.66% and 51.94%, respectively. Further, the percentage of the population served within the habitations now is 11.08 as against 5.92 in 1978.

Mizoram

There are 616 habitations with a population of 4,29,372 in Mizoram. All of them are predominantly inhabited by the Scheduled Tribe population. The percentage of the population served by secondary sections within eight kilometres is 67.76 as against 63.32 at the time of the Fourth Survey. It is interesting to note that 58.12% of the total population in rural areas has these facilities within the habitations themselves.

Nagaland

In Nagaland all the 997 habitations are predominantly inhabited by the Scheduled Tribe population. Of these, 27.58% covering 43.09% of the rural population have access to secondary sections within eight kilometres. The corresponding percentages at the time of the Fourth Survey were 31.24 and 44.39, respectively. Further, 14.31% of the rural population is served by secondary sections within the habitations themselves.

Orissa

About three-fourths (75.93%) of the 69,530 habitations in Orissa have the facilities for secondary education within eight kilometres. These habitations cater to 87.45% of the population including 14.53% that is served within the habitations themselves. On comparing these figures with those of the Fourth Survey we find that the period between the Fourth and Fifth Surveys witnessed a significant increase in the availability of the facilities for schooling at the secondary stage.

Of the 4,166 (5.99%) habitations predominantly inhabited by the Scheduled Caste population, 3,362 (80.70%) catering to 85.82% of the population have access to secondary sections within eight kilometres.

About two-fifths of the total number of habitations in the State are predominantly inhabited by the Scheduled Tribe population. The percentage of habitations served by secondary sections within eight kilometres is 54.80, catering to 64.81% of the population.

Punjab

Almost all the habitations in rural areas in Punjab are served by secondary sections within a distance of eight kilometres. The percentage of the habitations having these facilities within them is 13.13 and that of their population 32.65. Only 1.07% of the rural population has remained unserved by secondary sections within eight kilometres.

The number of habitations predominantly inhabited by the Scheduled Caste population is 1,622 (12.02%). Of these, 1,597 (98.46%) covering 98.87% of the population are served by secondary sections within eight kilometres.

SECONDARY EDUCATION 63

There is no habitation predominantly inhabited by the Scheduled Tribe population in the State.

Rajasthan

Almost two-thirds of the total number of habitations in rural areas in Rajasthan accounting for 72.46% of the population have access to secondary sections within eight kilometres. The percentage of the habitations and of their population having these facilities within the habitations themselves is 4.01 and 19.84, respectively. At the time of the Fourth Survey, however, 59.11% of the habitations covering 63.92% of the population were served by secondary sections within a distance of eight kilometres.

In Rajasthan, 62.50% of the total number of habitations predominantly inhabited by the Scheduled Caste population have the facilities for secondary education within eight kilometres. These habitations cater to 66.33% of the population including 5.55% of the population having these facilities within the habitations themselves.

There are 9,552 (18.45%) habitations predominantly inhabited by the Scheduled Tribe population. Of these, 5,910 (61.87%) covering 67.08% of the population have secondary sections within eight kilometres. The percentage of the population served within the habitations themselves is 5.69.

Sikkim

In Sikkim, 45.26% of the habitations, covering 51.13% of the population, were served by secondary sections within eight kilometres at the time of the Fourth Survey. The corresponding figures now are 76.12% and 81.29%, respectively. Thus the period between the Fourth and Fifth Surveys witnessed a sharp increase in the availability of schooling facilities at the secondary stage.

Ten of the 12 habitations predominantly inhabited by the Scheduled Caste population in the State are served by secondary sections within eight kilometres, covering 97.88% of the population.

There are 338 (28.03%) habitations predominantly inhabited by the Scheduled Tribe population. Of these, 224 (66.27%) catering to 71.49% of the population have the facilities for secondary education within eight kilometres.

Tamil Nadu

In Tamil Nadu 87.88% of the 47,392 habitations, accounting for 92.67% of the population, have access to schooling facilities at the secondary stage within a distance of eight kilometres. On comparing these figures with those of the Fourth Survey we find a slight increase in the availability of the facilities for secondary education during the period between 1978 and 1986.

The State has 5,445 (11.49%) habitations predominantly inhabited by the Scheduled Caste population. Of these, 4,935 (90.63%) covering 92.96% of the population are served by secondary sections within eight kilometres.

Of the 985 (2.08%) habitations predominantly inhabited by the Scheduled Tribe population, 305 (30.96%) catering to 41.02% of the population have the facilities for secondary education within eight kilometres.

Tripura

At the time of the Fourth Survey, 58.37% of the habitations in Tripura, covering 75.44% of the population, had the facilities for secondary education within eight kilometres. These percentages have considerably increased during the period 1978-86. According to the Fifth Survey figures, the percentage of the habitations served within eight kilometres is 83.37 and their population is 93.62% of the total population in rural areas in the State.

There are 779 (12.37%) habitations predominantly inhabited by the Scheduled Caste population. Almost all (97.56%) of them are served by secondary sections within a distance of eight kilometres.

A majority (62.95%) of the total number of habitations in the State are predominantly inhabited by the Scheduled Tribe population. Nearly three-fourths of them, covering 82.99% of the population, have the facilities for secondary education within eight kilometres.

Uttar Pradesh

There are 2,28,690 habitations with a population of 10,24,37,373 in Uttar Pradesh. Of these, only 3,890 (1.70%) habitations, covering only 5.90% of the population, are served by secondary sections within the habitations themselves. However, the percentage of the habitations having these facilities within eight kilometres is 81.78. These cover 83.02% of the population. At the time of the Fourth Survey, 77.51% of the habitations, covering 80.70% of the population, had such facilities within eight kilometres.

The State has 24,516 (10.72%) habitations predominantly inhabited by the Scheduled Caste population. Slightly more than four-fifths of them, covering 78.99% of the population, have the facilities for secondary education within eight kilometres.

The State has only 756 (0.33%) habitations predominantly inhabited by the Scheduled Tribe population. Of these, 291(38.49%) habitations, covering 49.45% of the population, are served within a distance of eight kilometres.

West Bengal

About 95% of the habitations in West Bengal, covering 95.60% of the rural population, have access to the facilities for schooling at the secondary stage within eight kilometres. The percentage of the population having these facilities within the habitations themselves is 12.46. However, in 1978 the percentage of the habitations served within eight kilometres was 91.32, which covered 93.48% of the population.

Out of 10,291 (17.26%) habitations predominantly inhabited by the Scheduled Caste population, 9,352 (90.88%) catering to 91.46% of the population are served by secondary sections within eight kilometres.

The State has 5,478 (9.19%) habitations predominantly inhabited by the Scheduled Tribe population of which 4,927 (89.94%) covering 87.24% of the population have the facilities for secondary education within eight kilometres.

Andaman and Nicobar Islands

There are 565 habitations with a population of 1,84,386 in the Union Territory of Andaman and Nicobar Islands. Of these, 311 (55.04%) habitations, accounting for 81.67% of the rural population have access to secondary sections within a distance of eight kilometres. The percentage of the habitations having these facilities within them is 6.37, covering 25.08% of the population. On comparing these figures with those of the Fourth Survey we find a sharp increase in the availability of the facilities for schooling at the secondary stage since the Fourth Survey.

There is no habitation predominantly inhabited by the Scheduled Caste population.

The number of habitations predominantly inhabited by the Scheduled Tribe population is 154. Of these, 69 (44.81%) covering 76.05% of the population are served by secondary sections within eight kilometres.

Chandigarh

All the 23 habitations in Chandigarh have the facilities for secondary education within a distance of eight kilometres. Eight of them, accounting for 45.27% of the population, have these facilities within the habitations themselves.

While only two habitations are predominantly inhabited by the Scheduled Caste population, none of the habitations is predominantly inhabited by the Scheduled Tribe population.

Dadra and Nagar Haveli

Of the 434 habitations in Dadra and Nagar Haveli, 260 (59.91%) covering 66.07% of the rural population are served by secondary sections within eight kilometres. The corresponding percentages at the time of the Fourth Survey were 44.42 and 59.39, respectively. The percentage of the population served within the habitations is only 1.78.

There are only six habitations predominantly inhabited by the Scheduled Caste population. While none of them has a secondary section within the habitations, all of them are served within eight kilometres.

The Union Territory has 419 (96.54%) habitations predominantly inhabited by the Scheduled Tribe population. Of these, 245 (58.47%) covering 64.50% of the population have the facilities for secondary education within eight kilometres.

Daman and Diu

Except one, all the remaining 63 habitations catering to 99.30% of the population in Daman and Diu have access to secondary education within eight kilometres. It includes eight habitations, catering to 46.51% of the.population, which have these facilities within the habitations themselves.

All the four habitations predominantly inhabited by the Scheduled Caste population have the facilities for secondary education within eight kilometres.

There are 12 habitations predominantly inhabited by the Scheduled Tribe population and all of them are served by secondary sections within a distance of eight kilometres.

Delhi

There are 200 habitations with a population of 6,30,532 in rural areas of Delhi. Of these, 74 habitations, accounting for 44.55% of the rural population, are served by secondary sections within the habitations themselves. Furthermore, except one, all the remaining habitations, covering 99.62% of the population, have these facilities within a distance of eight kilometres.

All the ten habitations predominantly inhabited by the Scheduled Caste population have the facilities for secondary education within eight kilometres.

None of the habitations is predominantly inhabited by the Scheduled Tribe population in Delhi.

Lakshadweep

There are only seven habitations in the Union Territory of Lakshadweep and all of them are predominantly inhabited by the Scheduled Tribe population. While six of them, covering 99.16% of the population, have the facilities for secondary education within the habitations themselves, the remaining one does not have such facilities even- within eight kilometres.

Pondicherry

Out of 322 habitations in Pondicherry, 318 covering 99.08% of the rural population are served by secondary sections within a distance of eight kilometres. The percentage of the population having such facilities within the habitations themselves is 27.71.

The Union Territory has 77 habitations predominantly inhabited by the Scheduled Caste population. Only three of them, covering 11.24% of the population, have the facilities for secondary education within themselves. However, the number of habitations served within eight kilometres is 76, covering 99.30% of the population.

In Pondicherry, none of the habitations is predominantly inhabited by the Scheduled Tribe population.

Availability of Educational Facilities at the Secondary Stage in Villages with Scheduled Caste/Tribe Population

Facilities for Scheduled Castes

Statement 6.13 reveals that 38,559 (6.66%) villages have the facilities for secondary education within them. Of these, a majority (68.67%) of the villages have a proportion of the Scheduled Caste population between 1% and 25%. At the time of the Fourth Survey, the facilities were available to only 28,562 (4.98%) villages, of which 69.30% had the Scheduled Caste population between 1% and 25%.

The statement further reveals that the percentage of the villages with secondary sections within them is the highest (9.12%)

in the case of villages with 1% to 25 % Scheduled Caste population and the lowest (2.52%) for those villages in which the population of the Scheduled Castes is more than 75%. The corresponding percentages at the time of the Fourth Survey were 7.06 and 1.26, respectively. It shows an increase in the availability of the facilities for schooling at the secondary stage within the villages themselves.

Facilities for Scheduled Tribes

Statement 6.14 shows that the number of villages having the facilities for secondary education within them is 38,559 (6.66%).
