INTRODUCTION
1.1 The Review Committee was set up for assessing the capability and functioning of Granth Academies/Text Book Boards/University Cells under the Chairmanship of Mr. M.R. Kolhatkar, I.A.S.(Retd.) Former Adviser(Edu.) Planning Commission in terms of production and sale of books with the assistance of Government under the Scheme of Production of University Level Books in Indian Languages by the Ministry of Human Resource Development, Government of India; vide their letter No. F.13- 20/93-D.1(L), dated the 27th April 1994, The committee having completed its deliberations, presents this report.
Terms of reference of the Committee were as follows:
i) To estimate capability and functioning of each Granth Academy/Text-Book Board in terms of the production and sale of books with special reference to the ten year period commencing from 1984.
ii) To examine the financial and other support received by Granth Academies/State Text-Book Boards from the State Governments for (a) publication of books; (b) maintenance of administrative infrastructure and (c) incentives for promoting their respective languages as media of higher education.
iii) To examine the issue of the coverage of the scheduled

languages or new States under this Scheme i.e. Konkani, Nepalese, Manipuri and State of Himachal Pradesh which were not so far covered and to make suitable suggestions.
iv) To ascertain how efficiently the Granth Academies/Text Book Boards have used the earlier assistance given by the Government of India and suggest measures to ensure efficiency viz. use of future assistance, and
v) To find out the present financial position of these Granth Academies/Text Book Boards, ascertain marketing arrangements and suggest improvements.
The Secretarial support for the functioning of the aforesaid Committee was provided by the Commission for Scientific and Technical Terminology, New Delhi.
The Committee was to submit its report within a period of six months from the date of issue of the order but requested for extension of time till 31st March, 1995. The committee actually submitted its report on 15th May 1995.

(As Prof. Suraj Bhan Singh, Chairman, Commission for Scientific and Technical Terminology, who was the Member-Secretary of the Review Committee, had completed his tenure on 5.9.94, Prof. P.S. Saklani, an eminent Scientist from University of Delhi, was appointed Member- Secretary of the Review Committee for the remainder of the term of the Committee Thus the composition of the Committee stood modified.
1.4 Before the Committee started its work on 19th July 1994, a ques- tionnaire was prepared by C.S.T.T. and was circulated to the various Academies/Boards/Cells. The Committee examined the questionnaire in its first meeting and approved the same With a few additional ques- tions. The Supplementary questionnaires were circulated to the said institutions on 27th July 94 and 26th October 1994.
