REVIEW OF OVER ALL FUNCTIONING OF ALL THE ACADEMIES/TEXT BOOK BOARDS AND UNIVERSITY CELLS
2.1 One main and two supplementary questionnaires were prepared and sent to the heads of the existing Academies/Boards/University Cells on 24th June, 1994, 27th July, 1994 and 26th October, 1994 respectively.
2.2 from the replies received and/or the available previous records the Committee has prepared a Review of over-all functioning of all the Academies, which is presented in the following paragraphs.
2.3 (1) Uttar Pradesh Hindi Granth Academy, Lucknow

2.4 All the three questionnaires were sent to the Director of the Academy, by unfortunately, inspite of our reminders and telegrames, Commission for Scientific and Technical Terminology could not receive any reply to these questionnaires.

2.5 However, the record shows that the State Government has provided them with adequate finances, necessary manpower and infra-structure for their healthy growth. Sale and publicity media of the Academy are poor. A large amount of stock of published books is lying in the stores. At present the Academy is not functioning purpose-fully. It appears it has been merged with Uttar Pradesh Hindi Sansthan which means that book production activities, and literary activities are going on side by side.
2.6 Although the latest data regarding publications are not available, the entire publications relate to Humanities and Social Sciences only.

2.8 Though the Academy is working independently but the State Govt. has not assumed full responsibility for providing them with adequate finances. The Academy gets Rs. 3,80.000/- per annum from State Government to meet their administrative expenditure,

while it requires Rs.30,00,000/- per annum. The Academy has also published books on Technical Education, Medicine, Agriculture and Law. Sale of the Academy's books is quite good. In eighties' most of the Revolving Fund has been used on the construction of the building, and the godowns for its use. For the purposeful working State Government should take responsibility by providing them with adequate finances.
2.9 The Position of the Revolving Fund of the Academy is not also satisfactory.

2.11 The Academy claims that 90% of Books of under-graduate level have been published. These books have been recommended in all the Universities of Madhya Pradesh. Recently, the Academy has started producing books on Post-graduate level. There is a complete liaison in different Universities and the Academy. Sale of the books published by the

Academy is very good. Position of Revolving Fund is also satisfactory.

2.13 At present, Academy is self sufficient and working smoothly under the umbrella of State Govt. Academy has desk Top Publishing (DTP) System, Photo-stat Machine and other important equipments. The Academy has produced books at Graduate and Post-Graduate levels. About 100 Titles have been recommended by the different Universities of Rajasthan. Amount of Revolving Fund has been utilised in preparing new publications and reprints of the books. Sale of books is also very good.

2.15 Besides books on Humanities, the Academy has produced quite a good number of books on Science and Technology, Medicine, Agricultural Science and Literature also.
2.16 In the beginning and middle years, sale of books of the Academy was quite good, but now, it has come down. Huge stock of books is lying in the stores. The Academy has got full blessings of the State Government., even then, its functioning seems to be poor. It appears, it has been merged with Sahitya Academy and other different activities of the State Government.

2.18 The Cell is placed under the administrative control of G.B. Pant University of Agriculture and Technology, Pant Nagar. The Cell is producing books in the field of Agriculture, Veterinary Science, Dairy and Home Science. It has full support from the University to meet all the establishment expenditure. It has complete liaison with all the departments of the University. About 50% students have opted for Hindi medium. The Cell has produced books at under-graduate and Post- graduate levels and is anxious to produce a Research Journal in Agricultural Sciences.

2.23 The Directorate is placed under the administrative control of Delhi University. Very few titles have been produced in the area of Science, Technology, Medicine etc. It has complete liaison with all the Heads of the Departments of University. Sufficient amount is lying in the account of Revolving Fund.

2.26 Telugu Academy is functioning independently as an Autonomous Institution. Academy has its own building, printing press, DTP system and four vehicles. Academy has complete financial support and is working smoothly under the umbrella of State Govt. Academy has prepared books according to prescribed syllabus of Intermediate Board of Education and different Universities of State. Majority of books have been recommended by the syllabus committees of the universities. It has also produced research journals. Sale is very good. Academy has used a small amount of revolving fund in the construction of building.

2.28 Board is an autonomous body functioning independently. State Govt. has provided rent free building. Board has DTP system, Xerox machine and has a staff car. Board has complete liaison with subject experts of different faculties of different Universities of the State. Board has full financial support from

State Govt. More than one crore of rupees is lying in the revolving fund account. Board has used Central grant specifically for production of books only. Sale is very poor, hence sales Organisation needs revamping.
