RECOMMENDATIONS ABOUT INDIVIDUAL ACADEMIES/BOARDS
6.1 In a separate Chapter we have reviewed the functioning of the existing. Academies and the Text Book Boards. On the basis thereof, our recommendations in relation to individual Academies/ Boards are as follows :
Tamil Nadu : Assistance to this Academy should be discontinued till it is reorganised in the form of a consortium exclusively devoted to the production of text- books.
Karnataka : At present, there are four units which are being assisted namely. Karnataka Agricultural University, Hebbal, Bangalore, Dharwar University, Prasaranga Bangalore University and Mysore University. The Government of Karanataka should be asked to set up a text-book board in the nature of consortium as indicated by us. Pending this, assistance to three units should be discontinued. Assistance to Hebbal unit should be taken over by ICAR.
Kerala : Assistance should be continued.
Andhra Pradesh : Assistance should be continued.
Gujarat : Assistance should be continued.
Maharashtra : Assistance should be continued subject to the following : Rs.88 lakhs of the revolving fund has been diverted for meeting of the salary of the staff and other administrative expenses.

The annual grant received from the Govt. of Maharashtra has been to the tune of Rs. 50,000/- per year only. It is highly inadequate for meeting annual staff expenditure. An undertaking from the Government of Maharashtra should be obtained for or meeting the establishment expenditure on 100% basis and reimbursing the revolving fund diverted in annual instalments.
Uttar Pradesh: Assistance should be discontinued. pending reoganisation,
Haryana: Assistance should be discontinued pending reoganisation.
Bihar: Assistance should be continued subject to following observation: : 9/10th of the revolving fund has been diverted for construction of the building hence an undertaking should be obtained from the Government of Bihar to meet 100 % expenditure on establishment items and to adjust the revolving fund diverted in annual instalments.
Madhya Pradesh : Assistance should be continued.
Rajasthan : Assistance should be continued.
Orrisa: Assistance should be continued subject to the need for gearing up of the functioning of the academy.
West Bengal: Assistance should be continued subject to the need for gearing up of the functioning of Academy.

Assam: Govt. of Assam should be asked to setup a new State Board. Pending this assistance to two university cells should be discontinued.
6.2 There are two Units in Central Universities viz, Delhi & BHU. The assistance to BHU should be discontinued. The assistance to Delhi university deserves to be continued. However, since it is UGC which meets both maintenance and development expenditure of Central Universities, we do not see any justification for assistance to Delhi university being channelled through CSTT. The assistance should be immediately taken over by UGC as a permanent measure. We are making this recommendation independently of the main recommendation that the scheme should be treated as a scheme in higher education sub-sector rather than language sub-sector and should be located in and funded by UGC as part of the plan for development of higher education.
6.3 There are three Units viz; in Haryana Agricultural University, Hissar, UP Agricultural University, Pant Nagar & Agricultural University Hebbal, Karnatak. In accordance with out perception that funding of the programme in agricultural Education area should be the responsibility of ICAR, we recommend that CSTT should discontinue funding of these units, which should be immediately taken over by ICAR. We recommend that Pant Nagar Unit is

doing very well and should in fact serve as model of such operations in agricultural education sub-sector. Funding of the unit of Haryana Agricultural University, Hissar by ICAR should be subject to further review. In other words, further funding should be suspended until the results of the review are available. Funding of Hebbal unit should be taken over by ICAR. We are making this recommendation independently of the main recommendation regarding National consortium for Higher Education Text books (NC-HET)
6.4. The review committee was asked to make specific recommendations in relation to coverage of new languages and states namely, Goa, Sikkim, Manipur and the State of Himachal Pradesh.
6.5 Our recommendation in respect of these States are as follows :-
Goa:-
6.6 There is only one University in the State of Goa. The medium of instruction at present in the field of higher education is English. The development of Kokani as medium of instruction even at school level has been slow. The Government of Goa has suggested that any financial assistance be given either through Kokani Academy working under Education Department or through an Autonomous Centre to be set up at Goa University, Goa. The second alternative namely the Autonomous Centre under the University of Goa is preferable. It appears that Marathi is associate official language of

Goa. Therefore, the Autonomous centre under the University of Goa should devote its proportionate attention to preparation of text books in Marathi taking help of the Text Book Production Board in Maharashtra as & when necessary.
Himachal Pradesh:-
6.7 Himachal Pradesh has three Universities, namely, Y. S. Parmar University of Horticulture and forestry, Himachal Pradesh Krishi University and Himachal Pradesh University, Simla. The official language of the state is Hindi. The state Government is keen to set up Granth Academy type of institution in the state however, considering the importance of Agriculture, in the state, we think it desirable to set up the text book board as a consortium amongst the three Universities so that it can prepare text books not only in the general subjects but also in the agricultural and forestry subjects.
Manipur:-
Although, Manipur is not an Eighth schedule language, however, it is the official language of the state in accordance with the Manipur official language Act, 1979. Manipuri is already a medium of instruction 69
and examination in all non-language examination subjects upto the higher secondary examination. Apart from Manipur State, it is understoond that Manipur is taught as modern Indian language in Guwahati, Calcutta and Dibrugarh Universities. There appears to be a necessity for setting up of a text book board as an autonomous unit under Manipur University.
Sikkim:-
6.9 In Sikkim, there are five state languages, namely, Lepcha, Bhutia, Limboo, Nepali and English. The colleges in Sikkim are affiliated to North Bengal University in Darjeeling. In our view, the time is not ripe for setting up of a Text Book Board in the state of Sikkim. For the present, the work should be attended to by the Central Institute of Indian languages at Mysore with a local branch if necessary.
6.10 The Government Order did not specify review of situation in the following States, namely, Nagaland, Tripura, Arunachal Pradesh,Mizoram and Meghalaya. All the same, we looked into the problems relating to these States.
6.11 So far as Nagaland is concerned, the official language of the State is English. There is no State University but there

is one central University namely, Nagaland University which has become functional from Sept. 1994. The Govt. of Nagaland has indicated that the scheme of Granth Academy is not relevant to their State. Similar is the situation in Meghalaya which has English as its official language & which has no State University but only a Central University (NEHU).
6.12 So far as Tripura is concerned, there is a State University established in 1987. The medium of instruction is English and Bengali. The institutions of higher learning mainly use the text books written in, Bengali and published in Calcutta. However, it is reported that there are certain subjects with regional bias for which text books are not available in Calcutta. It is also mentioned that Kakbarak, mother tongue of a major tribe in the State is the medium of instruction at Primary level. However, we consider that the problems of Kakbarak can be looked into by the Central Institute of Indian Languages Mysore and so far as text books in Bengali are concerned, the students in Tripura can continue to depend upon text books prepared by the West Bengal Text Book Board.
Arunachal Pradesh:-
6.13 In this State, medium of instruction is English, Arunachal Pradesh University was established in 1984. The State Government has indicated that the proposal does nor have any scope for their State.
Mizoram:-
4.14 In Mizoram the medium of instruction for Class 1 to 6

is Mizo and from class 6 to 12, it is English. Therefore there is no scope for establishment of an Academy in the state.
6.15 In the context of our recommendation that we should think primarily interms of production of 'Indian' text books in the sense defined by us, We feel that the production of English-Language text books should not tea taboo for the implementing mechanisms envisaged by us. We, therefore recommend that NEHU which is a central University, and whose Act mandates it to fulfil a regional role should have a cell for preparation & production of English language text books for the states of Nagaland, Meghalaya, Arunachal Pradesh, & Mizoram. We have also envisaged a role for central institute of Indian languages, Mysore in relation to text books for local languages of Sikkim & Tripura. We have no objection if the role we envisage for NEHU for English language text books for the N. E. region is assigned to the Central Institute of English. Hyderabad, if that arrangement is considered more practicable by the States concerned after consideration of the matter by the N. E. Council.
