FINANCIAL IMPLICATIONS

7.1 Our proposals involve establishment of a National level Consortium for Higher Education Text Books as a new organisation, reorganisation of the State Level Text Book Boards and setting up of new Academies in certain States. Tentatively the financial implications of these proposals are workedout as follows:-

National Consortium for Higher Education Text books :-

7.2 We consider that this consortium should be set up with seed capital assistance of Rs. 25 crores as below :-

Assistance to existing Gmth Acadmies/Text book Production Boards to be reorganise

7.4 Rupees 50 lakhs each to ten states viz. Kerala, Maharashtra, Andhra Pradesh, Gujarat, West Bengal, Rajasthan, Madhya Pradesh, Orissa, Punjab and Bihar totally Rupees 5 crores to be given.

7.5 The assistance to be given to Central Institute of Indian Languages towards Kakbark (Tripura) and Lepcha, Nepali, Limboo (Sikkim) Rs. 25 lakhs for each language thus totally Rs. 1 crore.

7.6 Assistance to NEHU/CIEF and for states of Mizorum, Nagaland, Arunachal Pradesh and Meghalaya Rs. 1 crore

7.7 Contingent assistance for Academies to be reorganised.

7.8 The total for all the above sub-schemes comes Rs. 36 crores.

7.9 The financial burden may be compared with the recommendations of the Dalal committee which had recommended grant of additional Rs. 3 crores for each of the Academy/Units. (i.e. 16X3=48 crores).

7.10 The recommendations of Dalal Committee were made in 1988 and Rs. 48 crores at the present price level would work out to about Rs. 75 crores. This may be compared with the amount recommended by us namely Rs. 36 crores.
