Guidelines for the Scheme of "Preparation of University Level Books by Indian Authors" ( 1991)
1.01 With a view to Supplementing the efforts of the State Governments for the production of University Level Books, the UGC has been providing financial assistance for writing the quality books for university and college students. The key factor in the entire process is to involve outstanding teachers, scientists and scholars in the universities, colleges and other institutions of higher learning and research in the country.
2.01 The objectives of the scheme is preparation of high quality books, monographs and reference materials for use in Colleges and Universities but not necessarily conforming to a particular set of syllabi and for this to provide assistance to outstanding academics in the universities, colleges and other institutions of higher learning and research.
2.02 The subject areas is which UGC will extend assistance for writing of books would be those identified by the National Committee of the UGC-NBT collaborative scheme. The report of the National Committee would be available to the prospective

authors from the UGC. The theme, subject matter and contents of the books, monographs etc. to be prepared under the scheme should reflect the present situation as prevailing in India and should be relevant to social goals and the educational future as visualised by the National Policy on Education. As far as possible, thematic approach may be encouraged.
3.01 Proposals for preparation of books, reference material etc. for Under-graduate, Honours and Post-graduate students would be considered. The books may be written either in English or Hindi or a regional language. Books prepared in English or Hindi under this scheme would be sent by the UGC to the State Granth Academies for possible translation into regional languages.
3.02 The proposal for preparation of problem series and readings in various subjects may also be considered. In such cases, the senior author/chief editor would make a substantial contribution by adding introduction, comprehensive review/commentary, critical/editorial comments, bibliography, explanatory notes etc, in respect of the subject mattter included in the book.
3.03 Proposals for translation of books already available or preparation of conventional dictionaries would be outside the purview of this scheme.

4.01 The scheme will be operated jointly by the University Grants Commission and the National Book Trust as per Memorandum of Under- standing agreed between them. The UGC will provide assistance for the preparation of manuscript and the NBT will provide subsidy towards publication of the books found suitable by the NBT under its scheme of Subsidised Publication of Books.
4.02 A National Committee of not more than 11 members will be constituted by the NBT in consultation with the UGC with senior representatives of the NBT, UGC, ICAR, AICTE, ICMR as also some individuals of eminence for the overall guidance and directions for implementation of the scheme. The National Committee would also inter-alia produce every year, for publication and disemination a report giving evaluation of the publishing scene in relation to the text books/reference books for higher education and also give a list of areas of concern for taking promotional action for encouraging publication. In addition, the National Committee would also evolve appropriate mechanism for interaction with educational authorities and publishers of various languages. It may constitute such sub- committees, teams and task forces as may be considered necessary.
4.03 The National Committee would set up Core-Committees in various disciplines to carry out a survey of the books already published during the previous year in order to provide relevant facts regarding the publishing scene in respect of the text books/reference books for higher education. These Core-Committees will also make recommendations for the consideration of the

National Committee regarding the areas of concerns and the steps required for bringing improvements in the quality of the educational publishing. All Core-Committees will work under the guidance of the National Committee.
4.04 (a) Teachers working in various Universities/Deemed Universities and affiliated/constituent Colleges of the Universities and scholars may send to the UGC their proposals for preparation of books in the areas of their specialisation and in the areas in which quality books are needed as per report of the National Committee.
(b) Teachers/Scientists/Scholars working in IITs and other institutions of research and higher learning (not approved under UGC Act) can also participate in the scheme.
(c) Outstanding teachers/scientists/scholars who have retired from the service of a University, College, IIT or an institution of higher learning and research in the country may also participated in the scheme.
4.05 Whether considered necessary the UGC may approach institutions/scholars to identify the gaps of knowledge in which indigenous publications have to be brought out and also suggest experts for writing high quality books in the areas so identified.
4.06 All the proposals alongwith the synopsis received

suomoto or on request from the Commission will be placed before the Core-Committees in the respective disciplines for consideration. A Core-Committee may either itself take final decision on a proposal or it may nominate persons of ominence for evaluating the synopsis of the Proposed book.
4.07 A Core-Committee could also identify an area in which it feels need for books to be brought out and recommend on its own the names of authors who may be invited for preparation of books on the specified topics.
5.01 An author whose synopsis is accepted by the Core-Committee, will be approved by the Commission for writing the book. He/She would be assisted by the UGC to the extent of Rs. 15000/- for developing, a manuscript acceptable to the Core-Committee. This grant will include provision for expenditure of books, postage, stationery, secretarial assistance, travel to other centres for collection of material and consultations of books/data and any other expenditure which the author has to incure in the preparation of the manuscript. Out of the grant of Rs. 15000/- an amount of Rs. 5000./- would be released when the synopsis has been approved and Rs. 10000/would be released when the manuscript has been approved by the Core-Committee.
5.02 The Commission may also consider a proposal from a group of not more than 3 authors to take up Book Writing

Project jointly. If such a project is accepted, one of the authors would work as coordinator and undertake responsibility or getting the manuscript ready for publication. The lump-sum grant for such a project may be utilised by all the coauthors. But the grant will be received and its accounts maintained by the coordinator.
The tenure of an approved project for preparation of the manuscript of an approved book/monograph will be two years extendable by another year in exceptional cases. The UGC would be entitled to demand refund of assistance extended by it for the project if it is not successfully completed with in the stipulated period.
7.01 The author(s) will complete the manuscript of the approved book and make available three copies of it to the UGC.
7.02 Each completed manuscript will be evaluated by an Editorial Committee consisting of two experts nominated by the Core-Committee in the concerned discipline. One of the members of the Editorial committee may, as far as possible, be out of the experts who had originally evaluated the synopsis of the initial proposal.
7.03 A format will be provided to the reviewers for giving their evaluation on the manuscript.

7.04 Each evaluator will be paid an honorarium on the pattern followed by the National Book Trust for evaluating the completed manuscripts. The evaluator must complete the review of the manuscript within three months or else return the manuscript without review and not receive the honorarium.
7.05 In case the Editorial Committee members make any observations/suggestions for improving the quality of the manuscript, the author(s) will be obliged to effect additions/alterations in the manuscript before its publication as may be necessary in the light of observations/suggestions.
7.06 The manuscript will be approved by the Commission for final payment and for publication after the author has incorporated the observations/suggestions of the Editorial Committee, if any, in it.
7.07 In case the author does not effect additions/alterations in the manuscript necessitated by the observations/suggestions by the Editorial committee or if the manuscript is not considered suitable for publication the author(s) concerned will have to refund the grant paid for its preparation by the UGC.
8.01 The publication of the completed manuscript may be arranged by the author(s) through any publishers in India. Care should however, be taken that the Commission's assistance is appropriately acknowledged in the manuscript and its price is

fixed reasonable low as to enable maximum number of students to benefit from it.
8.02 The UGC will recommend each manuscript approved for publication to the National Book Trust who may provide subsidy towards its publication under their Publication Subsidy Scheme, with a view to keep its price reasonably low.
8.03 In case an author wants to get his book published abroad, he will have to refund the grant paid for its preparation by the UGC.
8.04 A manuscript already completed with the UGC's assistance under this scheme but not published so far, may also be considered for the NBT Subsidy towards its publication if the author(s) concerned agree(s) to get it evaluated by an Editorial committee and revise it, if necessary, in the light of the observations/suggestions of the Editorial Committee.
8.05 The price of the subsidised books will be fixed by NBT who will also decide about the size of the print order and the number of editions to be supported. However, provision of subsidy for the 3rd or subsequent additions/reprints of a book would be taken only on the specific recommendations of the National Committee.
8.06 If the completed manuscript of a text-book /reference book for higher education commissioned by a publisher or

prepared by an author on his own is received directly by the NBT, it will refer the same for evaluation and advice to the Core-Committee in the Concerned discipline. However if no Core-Committee "rails to take timely action on the manuscript, the NBT would be free to process the case according to the procedure laid down in their subsidy scheme.
The royalties which may occure from the publication of the book prepared under this programme will be payable to the author(s) directly as per the procedure laid down by the NBT.
Four copies of the proposal may be sent in the prescribed proforma annexed to these guidelines, to the University Grants Commission, 35-Ferozeshah Road, New Delhi-110 001.
11.01 UGC will also extend assistance under this scheme for developing monographs in areas wherein new knowledge makes it desirable. The proposals for monographs received suomoto or in response to request made by the Commission will be placed before the Core-Committee (para 4.06). The UGC will extend

assistance to the extent of Rs. 5000/- when synopsis is appoved and another Rs. 5000/- when manuscript has been approved. The author, however, will have to identify himself or through the Institution sponsoring his proposal for writing of monograph, the publisher/institution for publication of monograph while making the original proposal and furnish a copy of publisher/institutions undertaking for publication before the release of first instalment of assistance by the commission.
11.02 The author or the sponsoring Institution will have to settle arrangements for printing and publication of the monographs with some publisher and arrive at terms determining the royality to be paid by the publisher to the author, sale price of monograph etc. These matters will not, in anyway, be the concern of the Commission. The commission however, will pay to the sponsoring Institution the cost of 250 copies of the monograph Rs. 15000/- to be mailed according to the mailing list to be made available by it. No other aspect of the printing/publication of the monographs would be the responsibility of the Commission.
12. The Commission will consider only one proposal of an author at a time.
