THE REVIEW AND RECOMMENDATIONS
The KVS has two main bodies which manage its affairs, the General Body of the KVS called the Sangathan and the Executive Body called the Board. The Memorandum of Association of the KVS specifies the follow- ing composition for its SANGATHAN and BOARD.
[A] i) Minister or Minister of State or Deputy Minister in the Ministry of Human Resource Development in charge of Kendriya Vidyalayas Scheme.

[B] The Government of India may, at any time, appoint any other person or persons to be member of the Sangathan. Presently following are the members under this clause.

4.1.3 It is observed that defence sector is adequately represented on the Sangathan. The civil sector is too diffused to require specific representation but the project sector and the institutions of higher learning are not represented on the Sangathan. This is a deficiency and, therefore, the provision in this regard needs to be modified to provide representation in the Sangathan to two representatives of the project sector and one representative of the institutions of higher learning. It was noticed that 6 of the KVS Associations were once given representation on the Board. While there is a considerable merit in associating the associations in the manage- ment of the KVS, one must take into account the fact that the Execu- tive Committee or the Board deals with matters having administrative and management sensitivity and involving issues which relate to all levels of the KVS hierarchy. The associations effectively project the viewpoints of their members, but their representation on the Board has obvious inappropriateness. Their representation, however, at the level of the Sangathan would be quite appropriate where policy matters are discussed. The Committee therefore, recommends for representation of the associations, of the project sector and of the institutions of higher learning at the level of Sangathan.

4.1.4 At the level of the Board, one must take cognizance of the large involvement of the defence sector in the KVS. As many as 355 schools, out of 818 are in the defence sector alone. It is inappropriate that they are not represented on the Board. Similarly, there are 154 schools in the Project Sector and 10 in the Institutions of Higher Learning. They have specific concerns and the KVS would be better served if these concerns are represented on the Board where decisions for management of the KVS are taken. Therefore, the Committee recommends that one representative each form the Army, Navy and Air Force instead of a representative of the Ministry of Defence, one from the project sector and one from the institutions of higher learning should be represented on the Board. The committee also recommends that the provision for unlimited representation should be replaced by the provision for nominating 4 educationists on the Board. Also, the Chairman Central Board of Secondary Education should be on the Board.
4.1.5 Such reconstituted Sangathan and Board will be more representative. They will be able to give better direction to the affairs of the KVS.The Review Committee is of the view that the system of having three Standing Committees i.e. the Finance Committee, the Works Committee and the Academic Advisory Committee is quite appropriate and they do not require any change. However, the Committee has noted that the meetings of the Sangathan, the Board and of the Committees have not been organised in the past regularly. The position in this regard is shown in table 4.1.

The Committee strongly recommends that the meetings should be held regularly and that the Board should meet at least twice a year and every meeting of the Board should be preceded by the meetings of the three Standing Committees so that their recommendations can be taken note of by the Board and decisions firmed up.
4.1.6 It is well accepted that educational institutions cannot be run by circular and by across the board instructions applicable to all schools. The management of educational institutions has to provide for specific consideration of the needs of each institution. In KVS there are schools in metropolitan towns as well as small remote towns like Kargil and Leh and schools with more than 2000 enrolment as well as schools with less than 500 enrolment. Similarly, there are schools where almost 70% of the students are transferred every year like in KV NO.1, Colaba, Delhi Cantt. No I, MEG Bangalore etc. but also Kendriya Vidyalayas

where more than 70% students population remain static as in the KV Jawaharnagar, (Bihar), Ordinance Factory, Ambarnath (Maharashtra), Jhajjar (Haryana) Ujjain (M.P,.) Jobner (Rajasthan) etc. On the other hand, the management system of the Kendriya Vidyalayas is strongly characterised by having a uniform dispensation for handling a type of matter arising across the country and requiring the decision or clearance at the Head Office or Regional level in a large number of cases. The Vidyalaya Management Committees are constituted similarly and they have been given same powers and functions everywhere. In addition, even with 818 schools having more than 40,000 employees, the system of management is the same as was designed for the KVS when it had only 200 schools. This system relies on paper reporting for almost every matter. This management system is obviously inadequate now both in view of the large size of the KVS and the wide disparity among schools in the KVS. Three major management modifications are therefore needed to redress this situation. Firstly, the powers of Principals and Vidyalaya Management Committees need to be at two levels, one for schools in accessible locations and the other for schools in inaccessible locations including foreign schools. For all schools the scheme of delegation of powers needs to be re-examined with a view to minimising decision making in individual cases at the HQ. Effective powers must be given at the school level. The Principal should exercise powers to spend out of allotments given to a school including the money in school funds through a Committee of teachers for making purchases for various categories of items like laboratories and libraries. The Principal should be authorised to spend money for bonafide purposes with the approval of the Chairman of the VMC if the cost of items of work or purchase exceeds Rs. 10,000/- Similarly, the powers for maintenance of school buildings from within the amount available to the school should be delegated to the Principal who should exercise it with the approval of

the Chairman, Vidyalya management Committee on the condition that the maintenance works will be done only through a public construction (engineering) agency. Service matters of the school staff should be settled at the school level. Only the cases of earned and other long leave, crossing of Efficiency Bar, advance/loan from Provident Fund and settlement of retirement claims should be at the regional level. None of these cases should be required to come to the headquarters. Similarly, the regional office should be delegated the powers to decide all such personnel matters at regional office itself with only the matters relating to Assistant Commissioners and E.O being required to come to the headquarters. And all such matters must be settled at their respective levels within the specified time limits.
4.1.7 The KVS deals with personnel, financial and academic matters at school, regional and headquarters levels. The paper reporting for such a large number of employees and schools keeps these matters delayed in most cases. No major improvement can be expected unless manner of working is changed. In the present system the academic performance at school level does not get even monitored and analysed in a large number of areas. It is essential that the KVS immediately sets up an arrangement for computerised system of information gathering and monitoring system (Management Information System-MIS) at all three levels i.e. the school, the regional and the headquarter. The class project has provided computers at school level in about 350 schools. The Committee is separately recommending coverage of each single Kendriya Vidyalaya by CLASS programme. The additional funding for the KVS in the Plan has also started in 1995-96 and, therefore, the KVS should be able to provide a group of PCs to every KV in 3-5 years. We strongly suggest that KVS should use a professional agency for devising a comprehensive management information system for personnel,

administration, finance and academic matters covering the school, regional office and the headquarters in an integrated manner. There can be system of sending floppies every 2 or 3 months from the school to the regional office and from the regional office to the headquarters so that KVS at all levels will have access to information on all important aspects for the preceding 2-3 months period. This will enable the KVS to improve monitoring and supervision leading to better satisfaction among employees due to timely disposal of matters and removal of uncertainty in information. It will also allow the KVS to improve the academic programmes substantially and provide guidance to individual schools where they are not performing adequately. Computerisation, therefore, needs to be done in a systematic manner without delay.
4.1.8 In the management system in the KVS, the scheme of promotion and direct recruitment is another important area which has large implications of responsiveness in management. Starting with primary teacher, there are three categories of teachers - Primary, Trained Graduate Teacher (TGT) and Post Graduate Teacher (PGT) and supervisory levels in the school i.e. the Vice- Principal and the Principal. At the regional level, there are another two levels, i.e. Education Officers and Assistant Commissioner and at the headquarters in addition to these two levels are higher levels of Deputy Commissioners and Joint Commissioners. For the non-teaching staff there are similarly a large number of levels. The number of persons at each of these levels is large as will be clear from the table 4.1.8.
