1. There should be representation of Associations, Project Sector and Institutions of Higher Learning on the KVS.

7. The Principal should exercise powers to spend out of allotments given to the school, if purchases exceed Rs. 10,000/- with the approval of the Chairman, VMC,so also the maintenance grants for the school building and quarters.

8. All personnel and establishment matters of the school staff should be settled at the school level. The regional level should decide cases of E.L., long leave, crossing of EB, advances from P.F. and settlement of retirement claims. The HQ should deal with matters relating to Education Officers and Assistant Commissioners only. And all such matters must be settled at their respective levels within the specified time limits.

9. The Chairman, VMC, in addition to the powers already vested with him, should be given the following specific powers:-
a. He should be able to order admission out of eligible categories upto two children in a year provided the class strength does not go beyond 45;
b. He should also have the authority to offer the post of a teacher by invitation in short-term vacancies if the normal manner of making such appointments has not succeeded;

C. The VMC should be authorised to raise cash contributions from local community and use it for school improvement works. However, collection from students will be strictly prohibited.
d. As and when KVS has enough resources, it should consider giving some amount like Rs. 50,000/- to Rs. 1 lakh to each school for improvement works to be taken up as per the directions of the VMC.

10. To ensure proper and correct disposal of vigilance and disciplinary cases in the KVS an additional post of Deputy Commissioner in the Headquarters of KVS be created, to be filled up from outside the organisation, under the Central Staffing Scheme of the Govt. of India.

Two. additional posts of Joint Commissioner (Finance) and Joint Commissioner (Training) in the H.Qrs. should be created to be assisted with the usual complement of Deputy Commissioner and Assistant Commissioners. The Joint Commissioner (Training) will co-ordinate and supervise the training needs of the staff through Zonal Training Institutes.

12. Regional Recruitment Boards should be set up at five places in the country for direct recruitment of Principals, teaching and non- teaching staff of Group B & C posts at headquarters, regional and school levels. These boards could perhaps function for both KVS and NVS.

13. Recruitment Rules should be reviewed by KVS in an overall manner so that there is direct recruitment for teachers including Principals at the already prescribed levels with young fresh graduates/post graduates and for supervisory and clerical staff at certain identified levels only. Also the promotions to the TGT, PGT and Principal levels should be to the extent of 50% of the posts instead of the present 33 1/3%.

14. A small number of fresh graduates from the management, computer science and education should be recruited at the level of Education Officer. They should be given a thorough training for six months at the time of induction.

15. A teacher on promotion should necessarily be posted in a different region which should be a neighbouring region to the extent possible. In the case of women teachers, region may not be necessarily changed but the new place of posting should be at least a district or two away from the earlier place of posting.

16. It is also suggested that in case of fresh postings whether on direct recruitment or on promotion, no request for coming back to the preferred place should be entertained before three years and in case of women teachers before one year.

17. Transfers should be made only during summer vacation and to a much lesser extent during autumn break. Transfer orders must be issued in March every year to be effective in April/May and promotions and posting orders for newly recruited persons should be issued in June.

19 The KVS should have longer reserve lists of candidates for posting both in direct recruitment as well as departmental promotion so that if senior persons in the select lists do not promptly report for duty in the places of posting, the persons lower down in the lists should be offered the posts. DPCs could also be held as and when required so that the vacant posts are filled up quickly.

20. For recruitment of teachers of all categories the KVS should insist on a written examination which should test the candidate for his competence in English and Hindi as well as in the subject matter. This performance should supplement the performance judged by the University and during the interview.

21. It is suggested that the teachers for whom there are no promotional opportunities should get the next higher teaching designation and pay scale on a personal basis after 15 years of service. Similarly, one level higher pay scale at the time of revision of pay scales in 1996 to

22. The KVS must create a unit for settling retirement benefits under a Deputy Commissioner in the HQ and under an Education Officer in each region. The cases of retirement benefits must be settled by the time a person retires. If this is not done the officers responsible for this job at the regional and HQ levels must be answerable for non- performance.

23. The KVS should engage fresh MCAs, B.Tech. (Computer Science) on a contract basis for imparting CLASS programme.

24. There is an immediate need to set up an arrangement for Computerised system of information gathering and monitoring at all three levels, i.e. the School, the Regional and the Hqrs. For this purpose, the KVS should provide P.Cs. to every KV in 3-5 years' time and use a professional agency for devising a comprehensive Management Information System (MIS). MIS should enable the KVS to assess regularly how various academic programmes are being implemented and to what extent in different schools in the country.

25. It should be examined whether the teaching of Yoga through Yoga teachers has been satisfactory. In case it is not found successful, the KVS should phase out Yoga teachers by making no further recruitment and the schools should be authorised to enter into a contractual agreement with a local expert Yoga Organisation for imparting Yoga

education in the Kendriya Vidyalayas, or suitable primary and other teachers could be trained in yoga.

26. Prompt action against teachers indulging in private tuition should be taken by the Principal and VMC, whenever such a case is brought to their notice.

27. The KVS should provide a composite or separate activity room for the primary classes and a junior laboratory for middle classes. The schools could use Plan Funds, and increased income as result of fee hike for upgrading laboratories among other things.

28. Open shelf system should be followed in the Kendriya Vidyalayas Libraries. Children's books should be augmented by using increased income from enhancement of fees. The KVS should also examine the possibility of students in each class except in X and XII classes, being required to read at least five books out of a selected list to be given by the teacher, every year and to present their observations in the class. This would promote reading habit among children and this will improve their knowledge base. The Vidyalayas could also develop Book Banks to which students and others could donate suitable books and magazines.

30. KVS should have a well conceived design for inter-acting with NCERT, NIEPA etc. systematically and regularly in key areas of academic activity.

31. Recommendations of the Muralidharan Committee should be implemented in all Kendriya Vidyalayas to strengthen teaching learning in primary classes. In class-I there should be no formal teaching for the first 2 or 3 months. Instead a well thought out programme, may be followed during this period so that children develop a liking for the school.

32. There should be no home work in primary classes. Similarly project work should be done under the supervision of the teacher in the school and not at home.

35. In the proposed Zonal Training Institutes, every inservice training programme should have a common element comprising computer literacy, yoga, participation in some games/sports and orientation for education policy and perspective. The other part of the training programme would be related to the specific theme of the course. Seminar based training schedule should be followed during inservice courses. The Committee also agrees that the training institutes should be provided with a core faculty to be supplemented with the expertise available as guest faculty.

36. Admission by special dispensation should be restricted to only children of the Central Government and the Central Public Undertakings' employees.

The post of Executive Engineer in the Construction Cell at the Headquarters should be upgraded to that of Superintending Engineer who should be assisted by two Executive Engineers, one for new works and the other for maintenance works. The Cell should use personal computers for monitoring of construction and maintenance works.

47. KVS should insist that it is the Principal's job to maintain the campus clean and to ensure safe drinking water and clean toilets in the schools. A woman teacher must be assigned the task of supervising the toilets for girls in the school. Cleanliness of school gardens, lawns, flower pots etc. should be maintained with the help of students in SUPW classes.
48. The fee structure in Kendriya Vidyalayas needs to be changed as follows:-
Tuition fee Rs. 30/- per month in Secondary classes and Rs. 50/- per month in Senior Secondary classes. Activity Fee Rs. 40/- per month for

all classes. Science and Laboratory Fee Rs. 25/- per month and one time admission fee Rs. 250/-. This additional income should be retained by the Vidyalaya for improvement of its activities.

49. The allocation of Plan funds to the KVS must be enhanced in the coming years. Plan funds should be used to cover 100 Kendriya Vidyalayas every year under CLASS Project till all the Kendriya Vidyalayas are so covered.
