ADMINISTRATION
The NOS is an autonomous organisation set up by the Government of India, Ministry of Human Resource Development (Department of Education). It is partly funded by Government of India.
The authorities of the NOS are:
(a) The General Body
(b) The Executive Board
(c) Standing Committees, including the Finance Committee, and other Committees or SubCommittees which the Executive Board may set up for discharging any one or more of its functions.
The Chairman is the Chief Executive of the NOS and is appointed by the Government of India. The year witnessed the change of guards at the top level with Fr. T V Kunnunkal, founder Chairman relinquishing charge of his office on 23.11.92 and Professor M Mukhopadhyay taking over as Chairman on 29.1.93.
Dr. K D Sharma, Director (Academic) also sought repatriation to his parent organization, CBSE and was relieved on 1.2.93.
The Chairman is assisted by three Heads of Departments, namely, Director (Academic), Secretary (Administration) and Controller of Examinations, who look after Academic, Administration and Examination Departments respectively.
In addition, there are Library, Graphics Unit and a Computer Centre. The Library and Graphics Unit are under the charge of Director (Academic). The work of the Computer Centre is directly supervised by the Chairman. Organogram of NOS is presented in Figure 14.
The General Body is the apex body of the NOS. It is vested with the responsibility to assist the Society by providing sound and professional advice and counsel; it will generate a vision and give broad policy directions to the Society. hi general, the General Body will help ensure that the Society remains publicly accountable and that it exercises its powers and functions in consonance with the mission and objectives of the Society.
It is headed by the Chairman. The body is composed of Heads of Departments of NOS; nominees of the Department of Education and the Integrated Finance Division of Department of Education, Ministry of Human Resource Development, one representative each of NCERT, NIEPA and CBSE; three nominees, one each from the Ministry of Information and Broadcasting, from Doordarshan and All India Radio; nominee of the Department of Women and Child Development; nominee of the Ministry of Welfare; a representative of the Indira Gandhi National Open University; Director General or nominee of the National Literacy Mission Authority; nominee of the Vice Chancellor, Delhi University; nominee of Secretary (Education), Delhi Administration; Director/representative of the open School/Correspondence School in the states; Commissioner, Kendriya Vidyalaya Sangathan or nominee; Director, Navodaya Vidyalaya Samiti or nominee; nominee of the Vice- Chancellor of SNDT, Bombay; two representatives from four industries which are linked with the vocational courses provided by the National Open School; all members of the Executive Board and two specialists/eminent

educationists, to be nominated by the Government of India. A fist of members of the General Body as on 31st March, 1993 appears as Appendix-II.
The General Body met once during the year on 2nd November, 1992.
In general, the Executive Board has been vested with all the powers of the Society, to manage its affairs and to enable it to function smoothly and effectively. Specifically, the Executive Board will do forward planning of policies and programmes of actions, take appropriate decisions; ensure effective implementation and exercise the review functions.
The Chairman of the NOS is the Chairman of the Executive Board. Other members include Heads of all the Departments of NOS, nominee of Department of Education, Ministry of Human Resource Development, one specialist each from Distance Education, Development and Education of Women, Industry, Media, Technology and Vocational/Technical Education. Secretary NOS acts as Member-Secretary of the Executive Board. A list of members of Executive Board as on 31st March, 1993 appears at Appendix III.
The Executive Board met on 4th and 22nd April, 1992, 10th June, 1992 and 2nd November, 1992 during the year.
The Finance Committee scrutinises the accounts and budget estimates and makes recommendations on proposals for new expenditure and other financial matters.
The Chairman of the NOS is the Chairman of the Finance Committee. Other members include Heads of all the Departments of NOS and nominees of the Department of Education and the Integrated Finance Division of the Department of Education, Ministry of Human Resource Development. Secretary, NOS acts as Member-Secretary of the Finance Committee. A list of members of Finance Committee as on 31st March, 1993 appears at Appendix-IV.
The Department is headed by Secretary, who is assisted by Deputy Director on Administration side and Publication Officer on the Publication side. Administration is divided into two main sections - Administration I and Administration II. All the sections excepting Internal Audit are under the charge of Section Officers. Accounts Section is under the charge of Accounts Officer.
Administration-I deals with all personnel matters including recruitment of staff at all levels.
Administration-II is Supplies and Services section and is responsible for making all purchases and maintenance of building equipment, telephones, staff cars etc. It is also responsible for the management of all stores of NOS excepting papers which is stored in the Material Production and Distribution Section.
Accounts Section is responsible for preparation of budget, maintenance of annual accounts, disburssment of salaries and all financial transactions
Material Production and Distribution (MPD) Section consists of three subunits, namely, Material Production, Material Distribution and R&L Material Production Unit was directly supervised by the Publication Officer. Material Distribution and R&I units were under the charge of Section Officer and overall charge of Publication Officer. The Publication Officer is responsible for production of learning material and sending the same to accredited institutions for distributions to enrolled students. The Section is also responsible for despatch of Answer Books and mailing of despatch.

The year commenced by printing publicity material. Folders giving details of admission to NOS courses were printed in different colours. The publicity posters giving details of admissions were got printed separately for different regions. The printing of prospectus was then taken up.
Annual Reports of NOS for the years 1990-91 and 1991-92 were also pub- lished.
Some other important titles published during the year included :-

* Norms and conditions for Accreditation booklets in Hindi & English.
* Two booklets on Reports on COL-NOS seminars.

* Twelve Booklets on Janswasthya Vocational Course.
* Nine booklets on Paripurna Mahila Vocational Course.
During the year, a total of 421 tides were released and total number of 13,50,000 copies were printed. The to expenditure on printing and paper during the year was around Rs. 1.38 crores.
In a distance learning institution, One the very vital task is to reach the learners enabling them to learn themselves at their homes through the study material. NOS mainly relies on printed material. The mailing of learning material is of utmost importance and sensitive too. The magnitude of the mailing work could be imagined from the following information about the courses NOS offers to its learners:

The learner has a choice to opt for any subjects besides one compulsory language course.
The category-wise strength of the NOS as on 31.3.1993 was 159 as detailed in Table 17.
In January, 1993, the Ministry of Human Resource Development sanctioned 10 posts for vocational education programme which included 5 posts of Tutors, one each in the disciplines of Secretarial Practices, Technology, Agriculture, Para Medic Courses and Home Science and one post each of Section Officer, Desk Officer, Assistant, Stenographer and junior Assistant.
The staff in position as on 31.3.93 was 108. List of officers and academic staff members appears at Appendix-V.
National Open School has adopted Service Rules as applicable to the employees of the Central Board of Secondary Education, New Delhi for the interim period pending framing of its own Service Rules. As desired by the Executive Board, an Expert Committee was set up by the Chairman, NOS in September, 1991 to examine the Draft Service Rules. The Committee submitted its report in January, 1992. Since the Draft Service Rules needed to be throughly reviewed, a Review Committee was set up by the Chairman in February, 1992. The Review Committee submitted its report in April, 1992. The Draft Service Rules were thereafter circulated amongst the staff members. On receipt of their suggestions, another expert committee was constituted by the Chairman in February, 1993 to examine the suggestions received and take a final view of the Draft Service Rules. The report of the Expert Committee was submitted in March, 1993 and is being processed for approval of the competent authority.

Employees of NOS are covered under Group Savings Linked Insurance Scheme of L.I.C. The insurance cover under the scheme is Rs. 1,20,000, Rs. 80,000, Rs. 30,000 and Rs. 15,000 for Groups A,B,C and D categories respectively.
NOS employees, other than those availing LTC, who have completed one year of continuous service, are eligible to avail this facility. One such excursion trip was organised from 31.3.93 to 5.4.93. Nine staff members joined the trip.
NOS foundation day was celebrated on 30th October,1992. The main function was arranged at Tliyar Lake, Rohtak. The staff enjoyed the day, took their lunch together, and joined a special entertainment programme.
Five scholarships ranging from Rs. 40 p.m. to Rs. 60 p.m. are awarded to the children of NOS employees for each class from VI to XII getting at least 60 % aggregate marks in the final result.
NOS continued to function in rented buildings at Wazirpur Industrial Area, Delhi. Two acres of land has, however, been allotted to NOS for office building in Noida (New Okhla Industrial Development Authority). The physical possession of the land was taken on

24th February, 1993. The work of construction of the boundary wall, Guard Room and development of land has been entrusted to the National Budding Construction Corporation. NOS is also planning to award the construction work to one of the official agencies which is being identified.
The NOS has adopted the practice of farming out the work to outside agencies instead of engaging regular staff wherever possible with a view to increase operational efficiency and accountability. In this context, NOS has entrusted the security of the office on contract basis to a professional organisation for providing round the clock security services. Also, the cleanliness of the office building has been entrusted on contract basis. This system has proved to be useful and cost effective.
Annual maintenance contracts have also been given for proper maintenance of all machines, including computers, photocopiers, air conditioners, water coolers, water filters, typewriters etc.
During the year, a big step was taken to computerise administrative services by installing and operationalising a complete terminal, which includes a PC (AT) 286 system with 132 column dot matrix printer.
Day-to-day correspondence preparation of reports including annual report and issue of pay-in-slips have already been computerised.
Computerisation of Personal files is still under systems studies and preparation. Steps are also being taken to computerise Store Management in NOS.
During the year 1992-93, the NOS received a total grant of Rs. 177.86 lacs of which Rs.101.20 lacs was earmarked for plan and Rs.76.66 lacs was earmarked for Non-Plan. Against the above, total grant of Rs. 160.50 lacs was received during the year 1991-92 which included Rs. 114.50 lacs under Plan and Rs. 46.00 lacs under Non-Plan.
During the year 1992-93, the total income of the NOS was Rs. 389.79 lacs against Rs. 266.82 lacs only during 1991-92 registering an increase of 46 per cent. The NOS had a balance of Rs. 3.69 lacs under Non-plan and Rs. 3.84 lacs under Plan at the beginning of the year. During the year 1992-93, the total receipts of the NOS amounted to Rs. 571.31 lacs, including grant (Rs. 389.79 lacs; from income, Rs. 177.86 lacs under grant and Rs. 3.66 lakhs from international funding).
The total expenditure during the year 1992-93 both under Plan and Non- plan heads and internatonally funded project aggregated to Rs. 484.95 lakhs, against Rs. 429.59 lakhs during 1991-92.
