EVALUATION
Pupil evaluation is one of the critical areas of concern for the States/UTs. The issue relates to strengthening of evaluation process and strategies for helping the children in the attainment of desirable set of competencies at the completion of Primary Education. In this context the department engaged itself to the task of re-organisation of MLLs in terms of four semesters of NFE. It also developed outlines of a Manual on pupil evaluation strategies, tools and processes. To help the States/UTs in this regard, the department prepared entry level tests and a battery of tests for evaluating the progress of learners at the terminal stage. These tests are based on MLLs and cover all the four semester level programmes.
The department coordinated the activities related to evaluation of programmes and activities of Voluntary Organisations in the task of implementation of centrally sponsored NFE scheme. This was done with the help of members of the Joint Evaluation Team. Each Joint Evaluation Team (JET) comprises - one non-

official member nominated by MHRD, a nominee of the concerned State Government and the Field Adviser of the NCERT in the State as Co- ordinator. Moreover the Pre-sanction Appraisal programme for appraising NGOs seeking MHRD grants for NFE programme was also done by the department with assistance from the Field Advisers of respective States.
The JET visited the headquarter of the Voluntary Organisation, the project office and the NFE centres. Five percent of NFE centres were selected for the visits. The information was collected through four proformas. Grading was done on the basis of the assessment made by the Members of the Team.
This was an on-going programme of the department. Now there is emphasis on the evaluation of achievements of the NFE Scheme. The four proformas were thoroughly revised. A working Group Meeting of FAs, State Nominees, VAs, RIEs nominee, and MHRD nominee was organised at RCE, Bhopal. The revised proformas I, II, III, IV and V were again sent for comments to Field Advisers and nominees of MHRD. After receiving the feed-back, the proformas were submitted to MHRD.
About 640 Voluntary Organisations are implementing the NFE scheme. A majority of these organisations excepting those who have very recently got financial grant from the MHRD were

evaluated through the Joint Evaluation Team. The evaluation reports along with five-point assessment analysis were sent to the MHRD.
The department has the responsibility of holding evaluation Workshops every six months to review the progress and developments in the project implementation strategies of leading Voluntary Organisatgions engaged in innovative and experimental NFE projects under Centrally Sponsored Scheme.
The work in this regard has been initiated. The department has organised one peer-group evaluation workshop for functionaries of Voluntary AGencies and educational innovators. In this workshop the modalities, criteria and tools of review by peer-group were finalised. The department proposes to hold the next meeting in the last week of May 1996 wherein peer-group review will be held involving concerned Voluntary Organisations.
