LITERACY

For the purpose of census, a person is deemed as literate if he or she can read and write any lan- guage with understanding. In the 1991 census, the question on literacy was convassed for popula- tion aged seven years and above, unlike earlier censuses which took into account population of 5 years and above for this purpose.

In the post-Independence period literacy rate has shown substantial increase from about 18.33 per cent (of population aged 5 and above) in 1951 to 52.21 per cent (of population aged seven and above) (Table 9). The female literacy has also increased substantially from 8.86 per cent (of population aged 5 and above) in 1951 to 39.29 percent (of population aged 7 and above) in 1991. For the first time the number of literate persons in 1991 was more than the number of illiterates. The overall literacy rates for the period 1901-1991 are presented in table 9. While there has been a gradual increase in the literacy rate, male-female and rural-urban disparities have persisted (Figure 15).

Literacy In States/UTs :

A comparative position of literacy rates for the States and Union Ter- ritories in India are presented in table 10 and shown in figure 16. The overall literacy rate for males increased from 56.5 per cent in 1981 to 64.1 in 1991 (Population aged 7 and above). The cor- responding increase for female literacy has been from 29.9 percent to 39.3% percent. Inter-state variations in the levels of literacy between males and females and between rural and urban areas are large. While Kerala attained a literacy rate of 93.6 per cent for males and 86.2 per cent for females (1991), the position in respect of states like Rajasthan, Uttar Pradesh and Bihar is less than satisfactory. The literacy rates for Rajasthan vary from 55 percent for males to 20.4 percent for females. After large scale implementation of Total Literacy Campaign (TLC) programmes in the country, the literacy scene has undergone significant changes. Kerala was the first state to be declared as a fully literate state. The TLC programmes were operational during 1992-93 in more than 170 districts (including districts partly covered), most of which are educationally back- ward.

SC/ST Literacy :

The relative disadvantage of SC and ST population in terms of educational development is very well reflected in their literacy rates which are much lower than the correspond- ing rates for the non-scheduled population. The disparities between the SC, ST and others are unacceptably high. While SCs were denied educational opportunities because of discrimination, the reasons for under-development of STs are essentially related to their isolation from the mainstream. The disparities within SCs and STs are as alarming as between SCs, STs and others. The data presented in maps and diagrams (Figs. 18-21) highlights the changing profile of literacy and the inter-state variations therein.

The magnitude of unfinished task is large particularly in respect of rural female literacy. While some districts have crossed the 90 per cent mark, the others show practical illiteracy. Barmer dis- trict of Rajasthan with 4.2 per cent rural female literacy is an illustration.
