STATEWISE POSITION OF THE IMPLEMENTATION OF THE THREE LANGUAGE FORMULA, WITH PARTICULAR REFERENCE TO URDU
First language
Any of the following languages may be offered
(a) Telugu, Hindi, Urdu, Kannada, Tamil, Oriya, Marathi, Gujarati; or
(b) A composite course or any of the languages mentioned in (a) above with an allied classical lan- guage; or
(c) A composite course of (i) any of the languages in (a) above which is the mother-tongue of the pupils and (ii) one other from the regional languages of the State (Telugu, Urdu, Tamil, Kannada, Oriya and Marathi are recognised as regional languages of the State); or
(d) Urdu or Kannada or Tamil or Oriya or Marathi or Gujarati with the study of Hindi in Devnagari script as a minor part of the course.
Second language
(a) For those who do not study Hindi under any of the groups (a), (b), (c), and (d) under first language Hindi.
(b) For those who do not study Telugu under first language except those in (b) Telugu.
(c) For those non-permanent residents of the State e.g. children of Central Government employees liable for transfer to any place of India any regional language of the State (other than the pupils' first language) or any modern Indian language (other than the first language) or a non-detailed course of English or Hindi or drawing or any other Fine Arts such as Music.
The three language formula has not so far been adopted in the State.
First language
Part I Malayalam, Tamil, Kannada, Sanskrit, Arabic, French, Gujarati, or Urdu
Part II Malayalam, Tamil, Kannada or special English for English medium pupils.
Second language
English ; and
Third language
Hindi
At middle stage
(a) Mother-tongue
(b) (i) Hindi for those whose mother-tongue is not Hindi
(ii) Sanskrit for those whose mother-tongue is Hindi

At Secondary Stage
(a) First language of Higher Standard from any one of the following:
Hindi, Marathi, Urdu, Bengali, Gujarati, Sindhi, Punjabi, Tamil and Telugu.
(b) Second language lower standard from Hindi, Marathi, Urdu, Bengali, Gujarati, Sindhi, Punjabi, Tamil, Telugu, Sanskrit, French, Arabic and Persian.
(c) English as additional subject.

(i) At all levels of instruction Punjabi will be the First Compulsory language and the medium of instruction.

(a) Hindi, or if Hindi be the first language, Bengali in classes V to VII of all schools;
(b) any one of the following classical languages, namely, Sanskrit, Arabic, Persian, Latin or Greek
(i) as a compulsory subject in class VIII of all schools;

(ii) as compulsory subjects in classes IX and X of High School; and
(iii) as one of the three compulsory elective subjects for the Humanities Course and as an optional fourth elective subject for any other course of study in classes IX, X and XI of Higher Secondary Schools :
Provided that a student having Hindi as the first language may take up Bengali as the third language in lieu of a classical language and a student having a recognised modern Indian language other than Hindi or Bengali as the first language may take up either Hindi or Bengali as the third language in lieu of a classical language.
