Chapter IV

Conclusions and Recommendations :

19. The Committee has considered Government of India's statements on Urdu language and various other declarations made from time to time regarding safeguards for the linguistic minorities. The Committee has also considered the statement issued at the conclusion of the Chief Ministers Conference or National Integration held on August 11-12, 1961. The Committee has also reviewed the steps taken by the Commissioner in respect of Para 5 of the said statement on Urdu language. The Committee notes that the Commissioner has taken appropriate steps in this respect but the use of Urdu is progressively on the decline. Therefore, the Committee suggests that the Commissioner should continue to take appropriate steps to satisfy himself that the Delhi Municipal Corporation strictly adheres to the policy decisions taken by the Government in regard to Urdu.

Additionally, the Committee makes the following recommendations for the Corporation to give immediate consideration and implementation so that Urdu is able to secure its due place in the administration of the Corporation.

(a) All the notice boards and name plates in use in the Corporation which are at present only in Hindi should also be wirtten in Urdu.

(b) The names of roads, lanes and by lanes should be in both Hindi and Urdu.

(c) All the forms at present in use or those that may be brought in use in future and are meant for the general public should be printed in both Hindi and Urdu.

(d) All the letters and appeals received by the Corporation in Urdu should be replied to in Urdu, excepting those appeals which are of technical nature and to which reply should be sent in English as usual.

(e) All public notices newspaper, advertisements and neswpaper notices of the Corporation should also be in issued Urdu.
