in Extending Educational Assistance to Children of Kashmiri Migrants

Union Secretary of Secondary Education and Higher Education has sent the following letters to the concerned authorities/institutions/organisations on the subject mentioned above.

Dear

          The hardships being faced by the Kashmiri migrants and the need to provide them assistance in the matter of admission to educational institutions in other parts of the country has been engaging the attention of this Ministry for quite some time.

2.         On the advice of this Ministry, institutions such as KVS, Central Universities and several State Governments have been providing some concessions.  However, it has been felt that these measures have not been adequate.

3.         Through this letter, I seek your personal intervention in the matter to ensure that adequate concessions are granted to mitigate the problems of the Kashmiri migrants relating to admissions in educational institutions.   Specifically, the following concessions may be extended for admissions in schools and Under Graduate/Post Graduate Programmes in Universities for the wards of Kashmiris displaced from their homes:

-   Extension in date of admission (by about 30 days)
-   Relaxation in cut off percentage (subject to minimum eligibility requirements)
    (upto 10%)
-   Increase in intake capacity (upto 10%)

4.          The State Governments may also positively consider provision of reservation for at least one seat in the merit quota in technical/professional institutions for the Kashmiri migrant students.  The state of Maharashtra and Madhya Pradesh have already taken a lead in this.  Besides this, waiving of domicile requirement and facilitation of migration in second and subsequent years in higher education courses will also go a long way in providing some relief to this community.

5.           I shall highly appreciate if concessions as suggested above are extended to the young girls and boys who have been uprooted from their homes in the Kashmir Valley and the Ministry of Human Resource Development is kept informed of the measures being taken.

        Kindly refer to my d.o. letter No.F.10-1/96-Desk(U) dated 6.5.2001 regarding provision of certain concessions for the wards of Kashmiri migrants in the country.  As the situation in Kashmir has not changed much and the Kashmiri migrants continue to face hardships, it would be necessary to provide concessions to their wards for their admission during the coming academic session also.

2.      I, therefore, seek your personal intervention to ensure that the following concessions are provided to the Kashmiri migrant students in the matter of their admission in your institution during the academic session 2001-2002.

Dear

        Kindly refer to my d.o. letter of even number dated 11th June 2001 regarding provision of certain concessions for the wards of Kashmiri migrants in the matter of their admission to the educational institutions in other parts of the country. We have since received queries from a number of institutions with regard to the procedure to be adopted for providing reservation of one seat to the Kashmiri Migrants in technical / professional institutions.

2.      In this connection, the following clarifications are made:

  1. In non-technical / non-professional programmes, reservation of supernumerary seats upto a maximum of 5% of the total sanctioned seats may be made for Kashmiri migrants. Reservation applies both to UG and PG programmes.
  2. As regards admission in technical/professional institutions, reservation of one seat is to be made in each institution and not in each course conducted by the institution.
  3. Each institution should, therefore, call for applications from the Kashmiri migrants and there should not be any discrimination between the migrants settled locally and those coming from outstation in the matter of their admission in a particular institution.
  4. The reservation should be given to the most meritorious student amongst the applicants and he should be given admission to the course of his/her choice.
  5. In case, there is no seat available in a certain course, an additional seat may be sanctioned on supernumerary basis to accommodate the choice of the concerned student.
