UGC Clarification on the Recognition of BIS, BIT, MIS, MIT Degrees

Chancellors of all Universities by name. Dear Please
refer to my earlier D.O. letter of even number dated October
10,2000 addressed to Vice Chancellors of all the Universities wherein
it was clearly specified that under Section 22 of the UGC Act – “No
degree awarded by any university is valid unless it is specified by the
University Grants Commission”. The
specification of degrees by University Grants Commission is done to ensure
uniformity of nomenclature, duration and admission eligibility etc. of the
different degrees awarded by various universities at the national level. The
Universities were therefore advised to
award only those degrees, which are specified by the UGC
and in case any university was offering any other degree than the
specified ones, they were advised either to change their nomenclature to
fall in line with that of the specified degrees or apply to UGC for the
specification of new degrees. The
universities were also advised not to award any new degree other than
already specified without the prior approval and specification of UGC. Responding
to aforesaid communication, many universities had sent their requests for
approval and specification of new and also those degrees with different
nomenclature already being awarded without the specification of UGC.
The proposals were examined by an expert committee and its report was
considered by the UGC at its
meeting held on May 22, 2001. “The
Commission having examined and deliberated the issue in detail, resolved
that the degrees – BIS, BIT, MIS and MIT be not specified by the
Commission and as such no university be allowed to award a degree with
nomenclature of BIS (Bachelor of Information Science/Systems), BIT (Bachelor
of Information Technology) MIS (Master of Information Science/Systems and
MIT (Master of Information Technology). The
Commission further resolved that the universities instead be advised to
award degree of B.Sc. and M.Sc. respectively of three and two year duration
in place of BIS/BIT and MIS/MIT which may well be in subjects of Information
Science/Systems and Information Technology. In view
of the interests of the students already pursuing the degrees of BIS, BIT,
MIS and MIT, the Commission decided to permit recognition of BIS, BIT, MIS and
MIT only to the already
enrolled students in these degrees upto the last academic session,
i.e.2000-2001 and directed that henceforth, no new enrolment in any
university be made in the degrees of BIS, BIT, MIS and MIT”. May I
request you to take serious note of it and ensure that your university from
this academic session shall not enroll any candidate for award of any
degree, which is not specified by the UGC.
You are advised to comply with aforesaid decision of the University
Grants Commission with immediate effect.
The Vice-Chancellor shall be held responsible for lapse, if any, in
this regard. With
