EDUCATION IN HUMAN VALUES
The National Policy on Education
has laid considerable emphasis on value
education by highlighting the need to make
education a forceful tool for the cultivation of
social and moral values. The policy has stated
that in our cultural plural society education
should foster universal and eternal values,
oriented towards the unity and integration of
our people. Such value education should help
eliminate obscurantism, religious fanaticism,
violence, superstition and fatalism.
2. Within these overall objectives, a Central
Sector - Scheme of Assistance to Agencies for
Strengthening Culture/Art/Values in Education
and for Assistance Educational Institutions
implementing innovative Programme was formulated
in 1987-88. On the recommendation of the Working
Group, the Scheme was re-formulated in 1992 to
extend the process of strengthening cultural and
value inputs in education to the non-formal
sector also along with school system. The Scheme
was again revised with its new name 'Scheme of
Assistance for Strengthening Education in Human
Values' in the X Plan with the aim to strengthen
human value inputs in the entire educational
process at all levels of education, i.e., from
pre-primary to higher education including
technical and management education. The ceiling
of the grant has also been increased from Rs.
5.00 lakhs to Rs. 10.00 lakhs.
3. Under the Scheme, financial assistance is
provided for projects to government agencies,
educational institutions, Panchayat Raj
institutions registered societies, public trusts
and non-profit making companies for taking up
project under this Scheme. The projects are
sanctioned to NGOs within the parameters of the
scheme and the financial outlay provided.
Financial assistance is given to the extent of
100% of the cost of project within a ceiling of
Rs. 10.00 lakhs approved by the Grant-in-aid
Committee for activities relating to
Strengthening of Culture and Values in
Education. The grant to the registered
organizations is given various purposes such as
development of teaching and learning materials,
audio-visual aids, training of teachers,
conference, workshops, seminars for
parents/community/students/ teachers, creative
activities, school children theatre, setting up
of museum corners etc. for promoting universal
values such as truth, peace, love, righteous
conduct, non-violence and the values enshrined
in the Constitution of India. Besides giving
grant to NGOs the Scheme also aims to
incorporate human and cultural values components
in the curriculum at all levels of education
system.
