SCHEME OF FINANCIAL ASSISTANCE FOR APPOINTMENT AND TRAINING OF HINDI TEACHERS IN NON-HINDI SPEAKING STATES AND UNION TERRITORIES

INTRODUCTION:

In pursuance of the provisions contained in Article 351 of the Constitution of India, the Central Government had introduced, in the 2nd Five Year Plan, the schemes of (i) Appointment of Hindi Teachers; and (ii) Opening/Strengthening of Hindi Teacher’s Training college, in non-Hindi speaking States/UTs with a view to assist these States/UTs in implementing, effectively, the Three Language Formula. Under these schemes, financial assistance has been provided to various State Govt./UT administrations, on approved funding pattern, for appointments to new posts of Hindi teachers in Upper Primary, Middle, High School and Higher secondary Schools and opening/strengthening of Hindi Teacher’s Training colleges for the training of the untrained Hindi teachers available in the States/UTs. Since, the objectives of both these schemes are the same, these have been clubbed together as single scheme entitled ‘Scheme of financial assistance for appointment and training of Hindi teachers in non-Hindi speaking States/UTs’.

OBJECTIVES:

The objective of this scheme is to provide support to the State Govts./UT Administrations in non-Hindi speaking areas by way of appointment of additional Hindi teachers and opening/strengthening Hindi Teachers’ Training Colleges in the State/UT, for effective implementation of the Three Language Formula.

SCOPE:

The Central assistance, on approved pattern, shall be admissible to the non-Hindi speaking States/UTs for appointment of new posts of Hindi teachers and establishment/strengthening of Hindi Teachers Training Colleges for untrained Hindi teachers in Upper Primary, Middle, High school and Higher Secondary schools in these States/UTs, for one Plan period.

FUNDING PATTERN:

The financial assistance, on 100% basis, shall be admissible to the State/UTs in non-Hindi speaking areas for one Plan period only for the following purposes:

(i) Salary of Hindi teachers appointed against new posts created during the Plan period with the prior approval of the Govt. of India. The expenditure on Hindi teachers appointed against the posts created prior to the commencement of the Plan period shall not qualify for central assistance.

(ii) Establishment/Strengthening of Hindi Teachers’ Training Colleges in non-Hindi speaking States/UTs. The grant for this purpose shall be mostly of non-recurring nature. The liability of recurring expenditure of the college shall rest upon the concerned State Govt./UT. The proposal of establishment of new Hindi Teachers’ Training College shall be entertained in the case of only those States/UTs who do not have adequate facility for training of Hindi teachers.

The responsibility of maintenance of Hindi Teachers and Hindi Teachers’ Training Colleges after completion of the Plan period shall rest upon the concerned State Govts./UT Administrations. They will be required to discharge this responsibility out of their own resources in their budget.

PROCEDURE:

The State Govts./UT Administrations in non-Hindi speaking areas will be required to review the existing position of Hindi teachers and facilities for training of untrained Hindi teachers available in the State/UTs and formulate suitable proposals based on their future requirements. The proposals thus formulated shall be submitted to the Ministry of Human Resource Development (Department of Education), New Delhi, well in advance for the approval of Govt. of India. While submitting proposal for establishment/strengthening of Hindi Teachers’ Training Colleges, the State/UTs concerned shall send a copy thereof to the Director, Kendriya Hindi Sansthan, Agra, also who will furnish his comments/recommendations thereon to Govt. of India. The Government of India shall examine the proposals received from the State Govts./UT Administrations in consultation with the State Govt./UT Administration authorities and the Kendriya Hindi Sansthan and convey its approval to the concerned State Govts./UT Administrations. The States/UTs shall, on the basis of the proposal approved by the Govt. of India, initiate action for implementation of the approved programmes. Simultaneously, the Govt. of India shall provide financial assistance, on approved pattern, to the State Govt./UT Administrations for implementation of the approved programme subject to confirmation from concerned State/UT about proper and full utilisation of earlier grants and the progress of Implementation. At the end of the financial year the State Govt. shall have the accounts in respect of grants received from the Govt. of India audited through the concerned Accountant General and submit audited statement of accounts to the Ministry of Human Resource Development (Department of Education) promptly along with the statement of physical achievements made during the year. The grant-in-aid in the subsequent years shall be released on receipt of the audited statement of accounts alongwith the progress report of the physical achievements.

MONITORING AND EVALUATION:

The Kendriya Hindi Sansthan shall be responsible for the monitoring and evaluation of implementation of the scheme. They will be required to submit quarterly progress reports indicating, inter-alia, the shortfalls, if any. On the basis of the feed-back received from the Kendriya Hindi Sansthan, appropriate remedial measures shall be taken for effective implementation of the scheme.


SCHEME OF FINANCIAL ASSISTANCE FOR APPOINTMENT OF URDU TEACHERS AND GRANT OF HONORARIUM FOR TEACHING URDU IN STATES AND UNION TERRITORIES

 

INTRODUCTION

The Government of India had appointed a Committee for Promotion of Urdu in the year 1972. Keeping in view the demand for promotion of Urdu, the Government of India appointed a Committee for Promotion of Urdu in the year 1972 under the Chairmanship of Shri I.K. Gujral, the then Minister for Works and Housing called the Committee for Promotion of Urdu. The Committee submitted its report to the government in the year 1975. In pursuance of the recommendations of the Gujral Committee, the Government of India has decided to launch a Centrally sponsored Scheme of "Appointment of Urdu Teachers and grant of honorarium for teaching Urdu in States/UTs" with immediate effect. Under the Scheme the State/UT Governments will be provided 100 % financial assistance for sala4ies of Urdu teachers and Honorarium to the existing Urdu teachers for teaching Urdu in Schools.

OBJECTIVE:

The objective of the scheme is to provide financial support to the State/UT Governments for appointing Urdu teachers/honorarium to existing teachers for teaching Urdu to the students with a view to promote Urdu in States/UTs, wherever necessary.

SCOPE:

The Central assistance, on approved pattern, shall be admissible to the States/UTs for appointment of Urdu teachers on new posts and for giving honorarium to the existing Urdu teachers for teaching Urdu in schools for a period of 5 years irrespective of the Plan period.

FUNDIING PATTERN:

The financial assistance on 100% basis shall be admissible to the States/UTs for a period of 5 years irrespective of the Plan Period for the following:

(I) Salaries of Urdu Teachers appointed against new posts created during the 5 years period with the approval of Government of India.

(II) The expenditure on salaries of Urdu teachers appointed against the post created prior to the commencement of this scheme shall not qualify for central assistance.

(III) The financial assistance is admissible to the State/UTs as per the scale of the Urdu Teachers available in the respective States/UTs.

(IV) Honorarium is also admissible to the existing teachers for teaching Urdu to the students at the rate of Rs. 500/- per month or 10% of the basic pay of regular Urdu Teachers per month, whichever is less.

(V) The Central financial assistance will be available to States/UTs when the State/UTs create posts for Urdu Teachers in addition to the existing strength of teachers. After completion of formalities of creation and selection, the States/UT may send their proposals for Central assistance under this Scheme for a period of five years.

(VI) This scheme will be implemented in the blocks/districts of concentration of Educationally Backward Minorities identified by Ministry of Social Justice and Empowerment.

(VII) The State/UT Governments will be provided financial assistance in two instalments of 50% each of the admissible grant. The Second instalment shall be released on receipt of Utilisation Certificate for utilising more then 75% of the grant releaseed earlier.

(VIII) The State Governments/UT Administrations will be required to review the existing posts of Urdu teachers and facilities for teaching Urdu before sending a proposal for financial assistance under this Scheme.

(IX) A separate Scheme for training of Urdu medium teachers will be formulated and implemented in the States/UTs in consultation with NCERT, SCERTs, National Council for Promotion of Urdu Language (NCPUL), New Delhi and Central Institute of Indian Languages(CIIL), Mysore.

The Government of India shall examine the proposal received from the State Governments/UT Administration and convey its approval to the concerned State/UT. The State/UT shall, on the basis of the proposal approved by the Government of India, initiate action for implementation of the approved programme. Simultaneously, the Government of India shall provide financial assistance on approved pattern to the State/UT Administration for implementation of the approved programme subject to confirmation from the concerned State/UT about the proper and full utilisation of earlier grants and the progress of implementation. At the end of the financial year, the State Government, audited through the concerned Accountant General and submit the audited Statement of Accounts to the Ministry of HRD (Deptt. of Education) promptly alongwith the Statement of physical achievement made during the year. The Grant-in-aid, in the subsequent years, shall be made on receipt of the audited Statement of Accounts alongwith the progress report of the physcial achievement.


SCHEME OF FINANCIAL ASSISTANCE FOR PUBLICATION AND PURCHASE OF BOOKS IN INDIAN LANGUAGES Other than Hindi, Sindhi, Urdu, Sanskrit & English

 INTRODUCTION

The Union Department of Education will continue to administer during the Eighth Five Year Plan period the following schemes for providing limited financial assistance to individuals and voluntary organisations for publication of books etc. as one of the modalities for promotion of languages.

2. OPERATIONAL CRITERIA

2.1 The scheme would be operated under exclusive heads of account for each of the languages as indicated below.

2.1.1 The Indian Languages listed in the Eighth Schedule of the Constitution of India, and their derivatives.

2.1.2 The tribal languages would be related, for the purpose of the scheme, to one or other of the scheduled languages, depending on the region in which they are spoken and/or the language family to which they belong.

3. EXTENT OF ASSITANCE

3.1 The assistance sanctioned under the scheme shall not exceed 80% (Eighty per cent) of the total approved expenditure for the publication in question, assuming a print order of 1100 copies, and for Descriptive Catalogues of rare manuscripts, the assistance shall be upto 100% of the expenditure, assuming a print order of 500 copies.

3.2 Such expenditure may provide (where no permanent establishment exists) for honorarium for the author/editor/translator, preparation of manuscript (including calligraphy/typing), cost of paper, proof-reading and vetting, printing and binding.

Building rent, travel expenses, equipment (like typewriter) and furniture expenses etc. Shall not be admissible.

3.3 Assistance shall not be considered for meeting previous liabilities or debits as such, or to cover a prospective budget deficit or shortfall in the Grants-in-Aid Admissible From A Government Source.

3.4 Any decision in regard to approved expenditure shall totally rest with the Institute.

3.5 The total approved estimate of expenditure shall first be reduced by the quantum of assistance approved/paid for the same project from any other source of public funds such as by another department of the Central Government a State Government/a local public authority/a Quasi-Government/autonomous body of the Centre or of a State, before deciding the amount of assistance to be provided under the scheme.

3.6 The requests which qualify under the scheme shall be considered on merits taking into account the recommendations of the Grants committee for the respective languages, provided the Chairman of each Committee shall be competent to approve of a fresh grant in appropriate/urgent cases in consultation with the Controller of Accounts attached to the Ministry subject to reporting of such decision(s) in the next meeting of the committee.

4. SCOPE OF ASSISTANCE

4.1 The following kinds of publication quality for consideration under the Scheme:

(i) Books of reference like Encyclopedias, books of knowledge, anthologies and compilations, bibliographies and dictionaries; in the case of dictionaries (which could be in one or more languages) the expenditure would be met from the sub-head of account relating to the base language to dictionary;

(ii) Descriptive catalogues of rare manuscripts in such format as may be prescribed by the government, with a print order not exceeding 500;

(iii) Self-instructor for a language written in other language media:

(iv) Original writing on linguistic, literary, indological, social, anthropological and cultural themes (excluding Fiction, Drama and Poetry and published Ph.D and M.Phil theses etc.).

(v) Critical edition and/or publication of old manuscripts with or without translations in other Indian languages;

(vi) Translation and publication in an Indian language of books on themes listed in (iv) originally published in another Indian or foreign language;

(vii) Transliterature and publication of classics from one Indian language into another Indian language with or without translation;

(viii) Reprint/revised editions of rare books published more than 30 years ago and remaining out of print;

(ix) An other kind of publication as may be individually accepted as conducive to the promotion of an Indian language;

(x) The book should have been published a period of three years from the date of application of the applicant for the bulk purchase of books.

5. ELIGIBILITY

5.1. Voluntary organisations/Societies/Charitable Endowments Trusts which are registered under the relevant Central or a State Act prevalent for the time being, as well as individuals who are authors, editors, translators or those who intend to publish the book in question and hold the copyright thereof (excluding commercial publishers) shall be eligible to apply for assistance.

Provided that the applicant organisation is not of the kind that it is registered/incorporated or functions in a manner that profits of any kind arising from its activities are distributed among its members or share holders in the form of bonus or dividend.

5.2 The academies and organisations set up, registered and funded by the State Governments for the purpose of promotion of languages, shall be also be eligible to apply. Likewise, the universities shall be eligible to apply (through the State Government in the case of State Universities, and through the Universities, and through the Grants Commission in the case of Central Universities) in respect of projects which have not been fully funded by the State Government concerned or by the University Grants Commission.

5.3 The Government may, after obtaining such advice as necessary, commission individual scholars, universities and registered voluntary organisations, to undertake the production of literature of the kind listed in paragraph (4.1) subject to the provisions of the scheme.

6. SUBMISSION OFAPPLICATION

Application for assistance for publication shall be submitted to:-

in the prescribed proforma for publication, individually in respect of each book through the respective State Government, which shall make its recommendations as in the relevant proforma.

6.2 It shall be open to the CIIL Mysore to entertain an application directly in appropriate cases, and also to make such inquiries about the applicant and the proposal in question as deemed necessary.

6.3 The application shall be submitted in duplicate accompanied by the documents indicated in the relevant proforma.

6.4 Where the proposal involves a publication/reprint revised edition, Three copy of the manuscript/old edition along with the certificate of copyright should be sent with application, ensuring that the applicant retains a master copy with himself. Also, a descriptive list of the previous publications (if any) brought out by the applicant should be sent, besides a Project-Report indicating the title, theme-content and the positional value of the proposed publication in the field to which it relates, the professional competence, the financial and establishment support available for the project etc.

6.5 The application maybe submitted any time of the year, for consideration of appropriate stages, subject to availability of funds and administrative convenience.

7. CONDITIONS OF GRANT

7.1 The Grantee shall execute a BOND prior to the drawal of the sanctioned grant, to the effect that the work to be undertaken with the grant shall be completed within a reasonable time not extending beyond a year from the date of the sanction receipt of the first instalment or the deadiine as extended by the Government on the grantee’s prior request. However, there shall be no BOND in the case of purchase of copies of books.

7.2 In the case of Purchase of Copies of books, the payment due shall be sanctioned in a single instalment on receipt of the bill after the relevant process is completed as detailed in paragraphs 8.3 and 8.4.

7.3 In the case of publication of manuscripts, the approved grant shall be released in suitable instalments as decided by the government depending on the nature and progress of theproject, and in no case shall be released in a single instalment.

SCHEME OF FINANCIAL ASSISTANCE TO THE ENGLISHLANGUAGE TEACHING INSTITUTIONS IN THE COUNTRY (ELTIS/RIEs)FOR RAISING THE STANDARD OF ENGLISH LANGUAGE TEACHING IN THE COUNTRY

Preamble

The English Language Teaching Institutes in the country (the ELTIs/RIEs) have a major role to play in the teaching and learning of the English language in India. They are the principal agencies in the states to train English language teachers at the school level (Secondary and higher secondary). With their knowledge of local conditions and contacts in the State administration, they are especially well-placed to do this job. In terms of geographical spread, too, they are reasonably well-placed to serve a country so vast as the sub-continent: there are 2 RIEs (Regional Institutes of English), one at Bangalore in the South and one at Chandigarh in the North. The RIE, Bangalore caters to the four southern states (Andhra Pradesh, Karnataka, Kerala and Tamil Nadu) while the RIE, CHANDIGarh looks after the states of Pubjab, Haryana, Himachal Pradesh and Jammu and Kashmir. The states of Maharashtra, Gujarat, Rajasthan, Madhya Pradesh, Uttar Pradesh, Bihar and West Bengal have an ELTI each, although in some cases the original ELTI has now become a part of the Languages Studies Division/Department of Languages of the State Council of Educational Research and Training. More recently two more ELTIs have come up-one in Assam (at Guwahati) and one in Orissa (at Bhubaneshwar).

2. For a variety of reasons, however, the working of these institutions have not been uniformally satisfactory. While some have done excellent work and have remained in the very forefront of ELT activities, others have barely been able to conduct their routine training programmes and in some cases, not even that.

3. The Cental Institute of English and Foreign Languages has been repeatedly drawing attention to the need for strengthening the ELTIs/RIEs so that they can discharge thei9r responsibilities better and more effectively. The Annual Conference of English Language Teaching Institutes, Educational Secretaries, Directors of Education and other educational administrators organised by the CIEFL, Hyderabad at several of its meetings has discussed this question at length and emphasized the importance of strengthening the ELTIs/RIEs.

4. Keeping all this in mind the (then) Union Ministry of Education set up in 1984-85 Visiting Committees, organized and Co-ordinated by CIEFL, to go round the country visiting the ELTIs/RIEs and make an on-the-spot study of their needs and requirements. Based on the reports of the Visiting Committees (1985) and in consultation with the CIEFL, the Ministry of Human Resource Development, Department of Education, (Languages Division), has now drawn up a scheme of financial assistance to the English language teaching institutions (ELTIs/RIEs) under which assistance is available under all but one head on a 100 per cent basis. It is hoped that this scheme, then operational, will go a long way in improving the teaching and learning of English in the Schools in the country by toning up the working of the ElTIs/RIEs.

The Scheme  outline

1.1 The scheme will be in operation, for the remaining 8 years of the 7th Plan (1987-88; 1988-89; 1989-90). It provides for additional staff support (1 Reader and 2 lecturers per ELTI; one Professor, one Reader and one lecturer for each RIE) for initiating or enlarging extension work/materials production; augmenting teacher training activities. Such staff would have to be appointment purely on deputation or short-term basis only. It provides for the payment of stipends to participants at rates admissible in the states for teachers on training programmes in other subjects; book-kits for each participant of the value of Rs. 200/- per head) and prizes for Rs. 500/- each and second prizes of the value of Rs. 300/-). It is expected that the training courses which qualify for these stipends, awards and book-kits will be of a 3 months’ duration, at the ELTIs and 4 months’ duration at the RIEs. ELTIs are expected to run 3 courses per year; the RIEs 2 courses per year.

Besides toning up and strengthening the training programme the scheme also provides for augmenting various other academic activities at the ELTIs/RIEs as shown below at 1.2 to 1.4,

1.2 A sum of Rs. 8 lakhs per year is available for supporting the teaching of English in rural, especially tribal areas: production of special instructional material for tribal children; pilot projects to try out such materials and other ralated activities can be supported under this head.

1.3 Class-room oriented, need based research.(Rs. 2 lakhs per year).

1.4 Workshops and Seminars (Rs. 2 lakhs per year).

1.5 Considerable funds are also available for the acquisition of books (Rs. 4 lakhs per year) : assistance towards the purchase of equipment and capital projects (Rs. 8 lakhs per year).

Note: (1) assistance under Capital Projects is on a 50% basis only.

         (2) the amounts mentioned in para 1.2 to 1.5 above are the total provisions per year. The institutions interested in these programmes can be sanctioned funds out of these amounts.

2. Eligibility

English Language teaching institutions founded prior to 1984 are eligible to receive grants under this scheme as outlined above. The institutions are:

1. Regional Institute of English, Banalore.

2. Regional Institute of English, Chandigarh.

3. English Language Teaching Institute, Allahabad.

4. English Language Teaching Institute, Bhopal.

5. State Institute of English, Maharashtra, Aurangabad.

6. Institute of English, Calcutta.

7. Department of Education, State Council of Educational Research and Training, Patna.

8. Language Studies Division, State Institute of Educational Research and Training, Udaipur.

9. H.M. Patel Institute of English Training and Research, Vallabh Vidyanagar, Gujarat.

The two newly set up ELTIs at Guwahati (Assam) and Bhubaneshwar (Orissa) can be assisted under this scheme with a block grant limited Rs. 4 lakhs per year (for both the ELTIs) on a 50% matching basis.

3. Conditions of Grants

The grant will be sanctioned subject to the following conditions :

(i) The ELTI/RIE (henceforth, Institute) should be recognised by the State Government as the Principal Advisory Body for the Teaching of English, including the framing of syllabi, conduct of examinations and production of textbooks and other teaching materials.

(ii) The Institute should be represented on all Boards/Committee dealing with the teaching of English, in particular, the State Education Board (SEB) and the State Council of Educational Research and Training.

(iii) The Institute should have, preferably, adequate autonomy from the State Government for its effective functioning and should have, if possible, a Governing/Advisory Body consisting, among others, of a representative each of the Ministry of Human Resource Development, Department of Education and the CIEFL.

(vi) The Central Institute of English and Foreign Language has been entrusted with the responsibility of administering the scheme and monitoring the programmes for which funds are provided assistance under this scheme are expected to work in work in close collaboration with the CIEFL. An expert member from the CIEFL will be associated with each institute seeking funds under this programme. He will monitor the centrally assisted projects at the institute and also offer expert guidance as and when necessary. Also, where staff positions are filled, paid for under this scheme, it is expected that an expert from the CIEFL will be associated as a member of the Selection Committee.

(v) The Project/Activity for which grant is given will be open to inspection by an officer of the Ministry of Human Resource Development, Department of Education or a representative of the CIEFL, Hyderabad.

(vi) The accounts of the expenditure incurred out of the grant sanctioned by the Government of India and the contribution of the Institute State Government, should be maintained properly.

(vii) Utilization Certificates alongwith the Audited Statement of Accounts will be furnished by the Institute to the CIEFL, Hyderabad in respect of the grants made to them.

(viii) Such number of copies as the government of India may decide of all the publications/reports etc. brought out with its assistance shall have to be suplied to the Government of India free of cost,.

(ix) The Institute shall have to give an undertaking that the work to be lundertaken with the grant will be completed within a reasonable time and that the grant shall only be utilised for lthe purpose for which it is sanctioned.

(x) When the Government of India/State Government/UT have reason to believe that the sanctioned money is not being utilised for approved purposes, further payment of grant may be stopped, and the management may have to refund such amounts as have been already granted.

(xi) The Institute, when requested by CIEFL, should offer facilities for setting up study centres and organising contact programmes for CIEFL correspondence courses.

4. Procedure for Applying for Grants

Application for assistance should be made in the prescribed form (copies enclosed), in duplicate, one copy to be sent to the Director, CIEFL and the other copy to the Deputy Educational Adviser, Department of Education, Languages Division, Ministry of Human Resource Development, Shastri Bhawan, New Delhi.

In each case the application will have to be forwarded by the State authority competent to do so: the Education Secretary of the State Government concerned. In the case of the RIEs which come under the jurisdiction of more than one State government, the Chairman, Board of Governors will forward the application.

5 Sanctioning of Grants/Release of Funds

The applications from the ELTIs/RIEs will be scrutinized at the CIEFL by a screening Committee. The Director, CIEFL will then forward the applications, with his recommendations, to the Ministry of Human Resource Development. A Grants Committee at the Ministry will finally sanction the grants.

Funds will be released by the Ministry to the CIEFL which, in turn, will release the amount to the appropriate authority in the state competent to receive the Central funds on behalf of the ELTI/RIE. The CIEFL may release the funds either in a lumpsum or by instalments, as the case may be, depending on the projects for which assistance has been sought.

The accounts of the expenditure incurred out of the grant sanctioned by the Government of India and the contribution of the ELTI/State Government, should be maintained properly. Second or subsequent instalment during the year will be paid on the basis of statement of expenditure and the progress of physical performance. No grant, however, will be released during a financial year after close if 9 month of the previous financial year of the institution or 15 months from the date of first sanction of grant, if the audited accounts and the Utilization Certificates are not received by that time. The final instalment of grant will be released on receipt of utilisation certificate for the grants already sanctioned and audited statement of accounts in respect of the expenditure incurred on the project from CIEFL, Hyderabad.

6. Monitoring the projects

All the schemes for which funds are sanctioned will have to be executed in consultation with, and under the guidance of the CIEFL, Hyderabad. The CIEFL will set up an appropriate machinery for the purpose.

SCHEME OF FINANCIAL ASSISTANCE FOR PUBLICATION OF BOOKS IN INDIAN LANGUAGES AND IN ENGLISH

INTRODUCTION :

The Union Department of Education will administer during the Seventh Five Year Plan period (1985-90) the following Scheme for providing limited financial assistance to individuals and voluntary organisations for publication of books etc. as one of the modalities for promotion of language. The former schemes operated in this field were confined to the Indian language, while the present scheme would be operated also in respect of the English language, in view of the keenness evinced by the late Prime Minister, Smt. Indira Gandhi, in strengthening the facilities for English Language Teaching in the country

1.2  To the extent the Scheme relates to Urdu and Sindhi, the Scheme will be administered respectively by the Bureau for Promotion of Urdu, and the Central Hindi Directorate (or such other Institution as eventually designated), as provided in para 6.1 hereunder

2. OPERATIONAL CRITERIA:

2.1 The scheme would be operated under exclusive heads of account for each of the languages as indicated below:-

(i) Hindi (including Avadhi, Bhojpuri, Dogri, Garhwali, Kumaoni, Magahi, Maithli, Rajasthani, Vraj, etc.);

(ii) Sanskrit (including Prakrit and Pali);

(iii) Sindhi (both in Devanagari and Arabic scripts);

(iv) Urdu (including Arabic and Persian, and Urdu both in Persian and Devanagri scripts);

(v) The other Indian Languages listed in the Eighth Schedule to the Constitution of India, and their derivatives; and

(vi) English.

2.2 The tribal dialects would be related, for purpose of the scheme, to one or other of the scheduled languages, as the case may be

3. EXTENT OF ASSISTANCE

3.1 The assistance sanctioned under the scheme shall not exceed 80% (eighty per cent) of the total approved expenditure for the publication in question, and 100% for descriptive catalogues of rare manuscripts. For this purpose, a print-order limited to 500 copies is assumed for Descriptive catalogues, and 1100 copies for other publication

3.2 Such expenditure may provide (where no permanent establishment exists) for honorarium for the author/editor/translator, preparation of manuscript (including calligraphy/typing), cost of paper, proof reading and vetting, printing and binding. Building rent, travel expenses equipment (like typewriter) and furniture, postal expenses etc. shall not be admissible

3.3 Assistance shall not be considered for meeting previous liabilities or debts as such, or to cover a prospective budget deficit or shortfall in the grant-in-aid admissible from a Government Source

3.4 Any decision in regard to approved expenditure shall totally rest with the Ministry

3.5 The total approved estimate of expenditure shall first be reduced by the quantum of assistance approved/paid for the same project from any other source of public funds such as another department of the Central Government/a State Government/a local public authority/ a quasi-Government/autonomous body of the Centre or of a State, before deciding the amount of assistance to be provided under the scheme

3.6 The request which qualify under the scheme shall be considered on merits taking into account the recommendations of the Grants Committee for the respective languages, provided the Chairman of each Committee shall be competent to approve of a fresh grant in appropriate/urgent cases in consultation with the Controller of Accounts attached to the Ministry, subject to reporting of such decision(s) in the next meeting of the Committee

4. SCOPE OF ASSISTANCE:

4.1 The following kinds of publication qualify for consideration under the scheme:

(i) Books of reference like encyclopaedias, books of knowledge anthologies and compilations bibliographics and dictionaries; in the case of the dictionaries (which could be in one or more languages) the expenditure would be met from the sub-head of account relating to the base language of the dictionary;

(ii) Descriptive catalogues of rare manuscripts in such format as may be prescribed by the Government, with a print order not exceeding 500;

(iii) Self-instructors for a language written in other language media;

(iv) Critical edition and/or publication of old manuscripts with or without translators (in other Indian Languages or English);

(v) Original writing on linguistic, literary (excluding fiction drama and poetry), Indological, social, anthropoligical and cultural themes;

(vi) Translation and publication in an Indian Language or in English, of books on themes listed in (iv) originally published in another Indian or foreign language;

(vii) Transliteration and publication of classics from one Indian language into another Indian language with or without translation;

(viii) Reprint/revised edition of rare books published more than 30 years ago and remaining out of print;

(ix) Any other kind of publication as may be individually accepted as conductive to the promotion of an Indian language

5. ELIGIBILITY

5.1 Voluntary organisations/Scoieties/Charitable and owments/ trusts which are registered under the relevant Central or a State Act prevalent for the time being, as well as individuals who are book in question and hold the copyright thereof(excluding commercial publishers) shall be eligible to apply for assistance;

Provided that the applicant organisation is not of the kind as is registered/incorporated or functions in a manner that profits of any kind arising from its activities are distributed among its members or shareholders in the form of bonus or divided.

5.2 The academies and organisations set up, registered and funded by the State Governments for purpose of promotion of the language, shall also be eligible to apply. Likewise, the universities shall be eligible to apply (through the State Government in the case of State universities, and through the University Grants Commission in the case of Central Universities) in respect of projects which have not been fully funded by the State Governments concerned or by the University Grants Commission.

5.3 The Government may, on certain conditions and on the recommendations of the Grants Committee for Sanskrit, assist a university or a registered voluntary organisation or a commercial publisher of establishment repute, for the reprinting of those of the out-of-print Sanskrit works as may be approved by the Committee from time to time. Such assistance may be rendered by the purchase and sale by the Rashtriya Sanskrit Sansthan of 500 copies of each such reprint at an appropriate lower price as approved, provided the publisher shall, within a period of three years from the date of the first purchase order, be bound to supply to the Sansthan additional copies limited to 300 at the same price, if required. In selling the copies, the Sansthan shall observe the instructions that may be issued by the Government (F.No. 10-1/81-Sk.2).

5.4 The Government may, after obtaining such advice as necessary, commission individual scholars, universities and registered voluntary organisations, to undertake the production of literature of the kind listed in paragraph (4.1) subject to the provisions of the scheme.

6. SUBMISSION OF APPLICATION

6.1 The application for assistance for publication shall be submitted to one of the following as the case may be in the prescribed proforma for publication, individually in respect of each book, through the respective State Government, which shall make its recommendations as in the relevant proforma:-

6.2 It shall be open to the Ministry to entertain an application direct in appropriate cases, and also to make such inquires about the applicant and the proposal in question as deemed necessary.

6.3 The application shall be submitted in duplicate accompanied by the documents indicated in the relevant proforma.

6.4 Where the proposal involves a publication/reprint/revised edition, one copy of the manuscript/old edition should be sent with the application, ensuring that the applicant retains master copy with himself. Also, a descriptive list of the previous publications (if any) brought out by the applicant should be sent, besides a Project Report indicating the title, them-content and the positional value of the proposed publication in the field to which it relates, the professional competence, the financial and establishment support available for the project itc.

6.5 The application may be submitted any time of the year, for consideration at appropriate stages, subject to availability of funds and administrative convenience.

7. CONDITIONS OF GRANTS.

7.1 The grantee shall execute a BOND (in the attached proforma) prior to the drawal of the sanctioned grant, to the effect that the work to be undertaken with the grant shall be completed within a reasonable time not extending beyond a year from the date of sanction of the first instalment or the deadline as extended by the Government on the grantee’s prior request, and the grant shall be utilised only for the purpose for which it is sanctioned. Failure to do so will render the organisation liable to refund to the Government the grants released in full, with such interest thereon as the Government may decide. There shall be no bond in the case of purchase of copies of books.

7.2 In the case of purchase of copies of books, the payment due shall be sanctioned in a single instalment on receipt of the bill after the relevant process is completed as detailed in paragraphs 8.3 & 8.4.

7.3 In the case of publication, the approved grant shall be released in suitable instalments as decided by the Government depending on the nature and progress of the project, and in no case shall be released in a single instalment.

7.4 It shall be open to the Government to issue from time to time to the grantee such suggestions/directions on the format and contents of the approved publications as found necessary, and it shall be binding on the grantee to comply with the same. In the case of critical editions of manuscripts such instructions may cover notes, comparable recensions, a study of the authenticity of available texts, appendices/indices, biographical note on the author etc.

7.5 The release of the final instalment (being not less than one-third of the total approved grant) shall be considered only after receipt of the following from the grantee:-

(i) The accounts in respect of the total expenditure on the entirety of the project, as certified by a Chartered Accountant, (and in the case of the universities, certified together by the Finance/Audit Officer and the Registrar),

(ii) The utilisation certificate in respect of the previous instalments, as certified by the same Chartered Accountant;

(iii) The report of satisfactory completion of the project duly signed by the grantee over his scale, if any; and

(iv) Five complimentary copies of the book as finally published.

7.6 The listed price of the book/publication brought out with assistance under the scheme shall be determined with the prior approval of the Government of India.

7.7 Once the estimates etc., of a project have been approved as reasonable and the grant determined on the basis of such estimates, they shall not be modified by the applicant without the prior approval of the Government of India.

7.8 No assets created out of the grant paid by the government shall be transferred to any person/institution without the concurrence of Government of India. Should, at nay time, the grantee organisation/institution cease to exist, the equipment purchased out of the Government grant shall revert to the Govt.

7.9 The accounts of the organisation/institution will be properly maintained and submitted and shall be open to check by a representative of the Government of India or the State/UT Government, as and when required.

7.10 If the Central or the State/UT Government has reason to believe that the affairs of the organisation/institution are not being properly managed, or that the sanctioned money has not been utilised for approved purposes, the Government of India may then forthwith stop payment of further instalments of grant, and also recover from the grantee such money as the Government may decide in relation to the sanctioned grant.

7.11 The applicant will exercise the utmost economy in his/its working, especially in respect of expenditure out of the Government grant.

7.12 Progress reports on the project/scheme will be furnished at regular intervals of 3 months.

7.13 If the grant released exceeds 80%of the actual expenditure on approved items after deducting the State Government grant, if any, from the total actual expenditure, then the difference shall be refunded to the Government of India.

7.14 The title page of each of the publications should bear the following entries:-

"published with financial assistance from the Government of India, Department of Education, vide sanction No.

"Copyright vests with.__________________________ ".

8. PURCHASE OF COPIES OF BOOKS

8.1 Assistance may also be rendered by way of purchase of copies of books of the kind listed in paragraph 4.1 in numbers as may be decided by the Government (and in no case exceeding 200 copies, except as specially indicated in para 5.3), provided the books in question have not been published with assistance under this scheme. However, books for which recognition has been given by way of State awards in cash or through citation shall also be eligible for this purpose.

8.2 The requests for the purpose (to be made as in the enclosed form) shall be submitted direct to the concerned authority indicated in para 6.1, by individual authors/editors/translators publishers/voluntary organisations/universities, holding the copyright, excluding commercial publishers are indicated in paragraph (5.3 ).

8.3 While submitting the request for purchase of copies of a book, the applicant shall also send five complimentary copies of the book, provided the Government may accept a minimum of two copies depending on the price of the book and other circumstances. The complimentary copies shall not be returned.

8.4 As and when the decision to purchase the approved number of copies of book is communicated by the Government to the applicant, the latter shall also be provided with a list of libraries and persons to who the copies in the numbers specified should be despatched by registered parcel by the applicant. In the bill for the purchase, the applicant shall make a 25% discount on the listed price of the book, and thereafter, add for expenses on packing (at the rate of 20 paise per copy) and on registered parcel, which together shall also be borne by the Government. The relevant bill, accompanied by the postal receipts (in original) for despatch of the copies, shall be submitted by the applicant for sanctioning payment.

9. MISCELLANEOUS

9.1 The grantees provided with assistance under the scheme shall, in respect of their publications in Hindi (under the language grouping indicated in para 2.1), fully implement the Official Language Policy of the Union Government as enunciated in the Constitution of India, the Official Language Act of 1963 and the Official Languages (Use for the Official purposes of the Union) Rules of 1976.

9.2 The foregoing provisions, read with the proformas attached herewith, shall together constitute the rules of the scheme.

A grant of *RS._____(Rupees________Only) out of which Rs.___________(Rupees___________only) have already been paid to the Obligor (the receipt whereof the obligor both hereby admits and acknowledges) on condition of the Obligor executing a bond hereby along with two sureties in the terms and manner contained hereinafter which the Obligor and on its request the sureties have agreed to do.  Now the condition of the above written Obligation is such that if the obligor shall duly fulfil and comply with all the conditions mentioned in the letter of grant, then the above-mentioned bond or obligation shall be void and of no effect, but otherwise it shall remain in full force, effect and virtue.
These presents further witness that-
(a) The decision of the Secretary to the Government of India in the Ministry of Education or the administrative head of the Ministry of Department of the government of India administratively breach or violation on the part of the Obligor of any of the terms and conditions mentioned in the letter of sanction hall be final and binding on the Obligor.
(b) The liability of the Sureties hereunder shall not be impaired or discharged by reason of time being granted by the Government of any forbearance, act or emission by or on the part of the government whether with or without the knowledge or on the part of the sureties in respect of or in relation to the obligations or conditions to be performed or discharged by the Obligor or by reason of any other matter or thing whatsoever which under the law of so releasing the Sureties from such liability, nor shall it be necessary for the Government to such the Obligor before suing the Sureties or either of them for the amount due hereunder.
(c) The obligor agrees and undertakes to surrender/pay to Government the monetary value of all such pecuniary and/or or other benefits which it may receive or derived through/upon unauthorised use (such as letting out the premises for adequate or less than adequate consideration or use of the premises for any purpose other than that for which the grant was intended) of the property/building created/repaired/constructed largely from out of Government grant. The decision of the Secretary to the Government of India in the Ministry of Education or the administrative head of the Department concerned as regards the monetary value of the aforementioned to be surrendered/paid to the Government will be final and binding on the obligor.
(d) The Obligor or the Sureties shall, in the even of breach or violation of any of the terms and conditions mentioned in the letter of sanction, refund to the Government on demand and without demur the entire amount of *Rs. ____(Rupees_________ only) and the decision of the Govt. as regards the monetary value of aforementioned to be surrendered/paid to the Government shall be final and binding on the obligor.
(e) The Obligor or the Sureties shall, in the event of breach or violation of any of the terms and conditions mentioned in the letter of sanction, refund to the Government on demand and without demur the entire amount of *Rs. ________(Rupees_______ only) or such part thereof as may be mentioned in the notice of demand issued by the Government , along with interest hereon at the rate of 6% (six percent) per annum from the date of receipt of the said amount by the Obligor upto the date of refund thereof to the Government.

(f) The Government have agreed to bear the Stamp Duty, if any, chargeable on these presents.
