GENERAL
GUIDELINES
Ministry of Human
Resource Development, Department of Education administers only
those scholarships/fellowships which are being offered by the
foreign countries under Cultural Exchange Programmes and other
Programmes. The subject fields are generally chosen for those
subject fields, facilities for which are available in the donor
country and also keeping in view the national needs.
2. On receipt of the offer of scholarships/fellowships from the
donor country, the same is advertised on Department’s website
www.education.nic.in and in some cases leading newspapers and
through circulars to States/UTs, Universities etc. giving all the
details regarding amount of scholarship, age limit, educational
qualification, experience etc. Application format is also
published in the advertisement. No application form is supplied by
the Ministry. The advertisements are published at different times
for different schemes according to the time notified by the donor
countries. However, tentative months, during which advertisements
were published on the basis of offers received form foreign
countries on the previous occasions are indicated for convenience.
Future dates will depend on offers when received. These
advertisements are published by the D.A.V.P. and desiring
candidates should submit their applications by the last date
indicated in the advertisement. No application is considered which
is received after the due date. Offers are open to both employed
and unemployed candidates. Employed candidates are required to
submit their applications through their Employers with 'No
Objection Certificate.' However, advance applications are also
considered provided the `NOCs' are submitted to the Ministry in
due course. Application can also be submitted online.
3. The
scholarships/fellowships are awarded on merit on all India basis.
The selection is made through a Selection Committee constituted of
subject experts. Most of the scholarships are for doctoral and
post-doctoral studies. Scholarships are also available at
post-graduate level for language study, Fine Arts and some other
subjects as being notified in each advertisement. All the details
regarding scholarships would be available in the advertisement and
the advertisement should be read carefully before submitting the
application to this Ministry. Incomplete applications and
applications for subjects other than what has been notified, are
not considered. The decision of the Selection Committee on
selection of candidates, is final. However, decision regarding
award of scholarships rests finally with the donor countries. No
scholarship is available to study at under-graduate level except
language study.
4. Applications of
candidates who are residing abroad, are not considered. Candidates
who have been abroad for study/specialisation/training either on
scholarship or on their own for a period exceeding six months are
eligible to apply only if they have been in India for at least two
years after their return from abroad on a specified date.
5. Candidates should
have adequate knowledge about India and the country for which
application for scholarship is being submitted.

Japanese Language:
a) Students who are enrolled in the Post Graduate Degree course in
Japanese Language from a recognized university.

have completed Level 2 of the Japanese Language Proficiency Test (JLPT)

(b) Students who have bechelor’s degree in science or arts or
engineering and have completed 15 years or 16 years curriculum (i.e.
12+3 or 12+4) are also eligible for the Research Students
Scholarship of the Japanese government provided that they have
minimum 60% marks.

ITALY

CATEGORY ‘A’
Scholarships with duration 12 months each to pursue Specialised
Post-Graduate Courses in the subjects: Fashion Technology, Economics
and Management, Cultural Heritage & Restoration, Information and
Communication Technology, Environment, Energy, Biotechnology and
Microelectronics.
Eligibility :-
1. Bachelor or equivalent degree with 60% marks in the subject
opted, from a recognised University and/or
2. Master or equivalent degree 60% marks with specialisation in the
subject opted, from a recognised University.
3. Age not to exceed 35 years.
Preference shall be given to candidates who have received
offer/invitation or secured admission in the above specified
subjects in any University or Institution in Italy. Such candidates
should produce before the Selection Committee a document proving the
offer/invitation/admission.
Some courses in the above subject are taught in English and
Knowledge of Italian Language is not considered a condition for
admission. However, the decision of the Universities/Institutions
where such courses are held shall be final in this regard.
The stipend shall be Euro 700 for month. The reduction in course fee
for scholarship holders shall be at the discretion of the
University. The Scholarship holders are therefore advised to verify
with the University authorities at the time of enrollment.
CATEGORY ‘B’
Scholarships with duration of 12 months each to pursue the First
Year of 3 Year Degree Course in teaching of the Italian language and
Culture to foreigners (ILIS) of the University for Foreigners,
Perugia;
Eligibility:-
1. Graduate or equivalent degree from a reconised University;
2. Very good knowledge of Italian Language and Proof of knowledge of
Italian Language (certificate or diploma).
3. Age not to exceed 35 years.
CATEGORY ‘C’
Scholarships with duration of 06 months each to pursue the Second
Level Advanced Course (C2) of the Italian Language & Culture course
at the University for Foreigners, Perugia.
Eligibility:-
1. Graduate or equivalent degree from a recognized University;
2. Diploma of First Level Advanced Course (C1) from the University
for Foreigners, Perugia, Italy.
3. Age not to exceed 35 years.
CATEGORY ‘D’
Scholarships with duration of 03 months each to pursue the First
Level Advanced Course (C1) of the Italian Language & Culture course
at the University for Foreigners, Perugia.
Eligibility:-
1. Graduate or equivalent degree from a reconised University;
2. Diploma of Second Level Intermediate Course (B2) from the
University for Foreigners, Perugia, Italy.
3. Age not to exceed 35 years.
CATEGORY ‘E’
Scholarships with duration of 03 months each to pursue the Second
Level Intermediate Course (B2) of the Italian Language & Culture
course at the University for Foreigners, Perugia.
Eligibility
1. Graduate or equivalent degree from a recognized university;
2. Good knowledge of Italian;
3. Proof of knowledge of Italian language (certificate or diploma).
4. Age not to exceed 35 years.

Scholarship
Amount |
The scholarship amount of Euro 700 per month is for stay in Italy as
well as for the course fee, which is reduced to 50% for scholarship
holders of categories B, C, D and E.
No international/national passage is offered by the Government of
Italy for any of these scholarships.
No international travel cost to and fro Italy or local travel cost
while in Italy for any Category of the above Scholarships will be
paid either by the Government of Italy or by the Government of
India. Therefore, an undertaking to the effect (as in Annexure-II)
that the international travel cost to and fro Italy and local
passage while in Italy (if any) will be borne by the candidates or
his/her employers/sponsors should also be submitted along with
application |

Value/Passage Cost |
Scholarship rates are: -
NOK 8,500 ( Є 1,000) per month for candidates who hold a
Bachelor’s or Master’s degree.
NOK 11,500 (Є 1,400) per month for Ph.D. students or post does.
In addition, depending on the length of the stay, an extra NOK
7,000-10,000 ( Є 900-1,300) will be granted to cover initial
expenses. It is not the intention that a scholarship shall provide
for family support. Scholarship holders will have access to a
reasonably priced room at a hall of residence.

and fro travel costs (between India & Norway). The candidates have
to bear the expenses themselves. |

Procedure |
Typed application with attested copies of testimonials, programme of
study, photograph and other documents should be submitted on plain
paper (as per format notified) by prescribed date. Employed persons
should send their applications duly sponsored. Advanced application
may not be considered. Academic year starts form August every year. |
