GUIDELINES FOR FOREIGN STUDENTS
SEEKING ADMISSION FOR TECHNICAL AND PROFESSIONAL COURSES IN INDIA
POST GRADUATE COURSES
Foreign students seeking Post Graduate Degrees in subjects (other than health and medical)
like engineering, management, pharmacy, architecture, and hotel management are required to
obtain a No Objection Certificate from the Union Ministry of Human Resources Development,
Department of Secondary Education and Higher Education. Application form as Annex in this
respect needs to be submitted to Deputy Secretary (T2), Department of Secondary Education
and Higher Education, C-Wing, Shastri Bhawan, New Delhi-110001 through the Students Cell,
Ministry of External Affairs, Govt. of India, Akbar Bhawan, Chanakya Puri, New Delhi.
Application form is as Annex.
UNDER GRADUATE COURSES
Under graduate courses are offered at Degree as well as Diploma levels. These courses are
available at Govt aided institutions as well as private unaided institutions approved by
All India Council of Technical Education (AICTE) www.aicte.org
.In the Govt. aided degree level institutions there are seats reserved for foreign
students sponsored by the Ministry of External Affairs, Govt. of India
In the case of private institutions a student is required to submit his application for
"No Objection Certificate" from the Department of Secondary and Higher Education
(as in the case of NOC for postgraduate Courses). Application form should be submitted
through the Head of the Institution where the admission has been sought. Application Form
is same as Annex.
APPLICATION THROUGH MINISTRY OF EXTERNAL AFFAIRS
Foreign students can make their application to the Students Cell, Ministry of External
affairs for seeking NOC for Post Graduate as well as Under Graduate courses, as mentioned
above, either through the Indian Mission in their respective countries or through their
respective Foreign Mission in India.
NON RESIDENT INDIAN STUDENTS
Non resident Indian students may seek direct admission for the undergraduate technical and
professional courses in the private unaided institutions. NOC is not required in such
cases.
