Andhra Pradesh

Indian Institute of Information Technology set up along with IBM, Oracle, Satyam, Motorola Schools.

  • MSIT Program with Carnegie Mellon University being launched.

  • Indian School of Business with Wharton & Kellog School being set up.

  • Centre for Good Governance being set up with DFID assistance.

  • Wired schools being promoted.

  • Universal Service Fund with revenue sharing mechanism for provision of PCs and Internet in schools and libraries.

  • Web Site launched for the speedy dissemination of information like vacancy position in MBBS BDS, Engineering Admissions, Common Entrance Test results.  MCA, MBA etc.

Arunachal Pradesh

Assam

  • Proposal for developing IT education facilities including selected High Schools and Higher Secondary Schools has been prepared.

Bihar

  • Target to establish an IIIT at Patna. State Government ready to make available 6.11 acres of land and a built up area of approximately 34000 Sq.ft.

  • The Government will strengthen the existing Engineering Colleges and Polytechnic institutions according to the requirement of IT and various courses (Post graduate / Under graduate / Diploma / Certificate courses as well) related to IT will be started on priority basis.

  • Additional training institutions will be established to cater to the needs of Computer literacy for the officials / teachers / staff of universities & Colleges and for the teachers / staff of schools.  For this incentives sector and required basic infrastructure facilities will be provided to the private sector.

  • Each category of teaching institutions will be provided with Internet services in various stages.  All departments of universities with in three years, all Colleges in five years and all schools in seven years.

  • Technician level courses related to IT be also started in the Polytechnic institutions of the state for which necessary financial help is needed to create desired facilities.

  • To achieve goal of “Universlization of Computer literacy” every school in the state will have to be essentially provided with a Computer system as additional facility so far computer related course content are actually taught in them.

Jharkhand

Chandigarh (UT)

  • IT education being introduced in all Government schools from Class VI onwards.

  • IT in vocational stream introduced at +2 stage in three Government schools.  Another three schools will be taken during the next academic session.

  • Computer science being introduced as an elective subject at 10+2 level in a phased manner.

  • Information on performance of students being assessable to their parents through Internet for improving academic efficiency.

  • Web-site of the education department being developed.

  • Computerization of Departmental examinations being taken up.

Delhi

  • ‘Teach the Teachers’ programme being launched.  A special cell in SCERT set up for the purpose.  At least 10% of teachers in Higher Secondary schools would be trained during 2000-2001 itself.  Incentive being provided to attract teachers and to encourage them to complete successfully.

  • Computer laboratories would be established in all Government schools by the year 2003 in partnership with private sector. About 150 schools to be covered in the first year i.e. 2000-2001.  Government is encouraging the aided schools to set up computer labs with the private sector.

  • Government would launch literacy campaigns in slum areas using IT.  A pilot project in the slum colony with 30 computer kiosks would be set up to enable children to learn computer schools without any adult intervention.

  • Government shall upgrade ITIs to provide training of skills for data entry, marketing transcription, call centres, content creation and data processing to give boost to IT enabled services. 

  • Government to encourage the private sector to set up training centres for the unemployed educated youth.. 10 centres to start in 2000-2001.

  • Initiated steps to establish an IT Open University. 

  • Encourage technical courses in university schools.

  • Intends setting up a premier IIIT. 

  • Intends setting up a Digital Media  Library – a storehouse of digitized data containing Government records, industry information and information education, tourism and archeology.

  • Convergence of various technologies being used for spread of literacy and education.

Gujarat

  • Computer education is to be made compulsory from class V onwards.

  • In about 1000 schools computer education has started from class VIII, where a computer lab with 15 PC’s is established.

  • Seeking active involvement of the private sector. Nirma Institute of Technology has come up.

  • 1500 additional seats added in the technical institutions.  This will shortly be increased by another 1000 seats, resulting in a total increase of 2500 seats.

  • Similarly in the last two years about 300 additional seats have been added in the MCA course.

  • Decided to provide Internet connectivity to schools by 2001.

  • Decided to create a state library network.

  • Signed an MOU for AATP (Advance Training Program) with Microsoft for giving Microsoft Authorized Academic Training.  This will help in preparing Microsoft Certified Professionals in the state.

  • Decided to create one lakh professionals every year through intensive training in IT.

  • An Institute of Information Technology is being set up in Gandhinagar.  This institute, spread over 50 acres, will be built and managed by Reliance Industries, who will invest Rs.50 to 70 crores on this.  The institute will benchmark its standards against internationally reputed educational institutions.  A variety of courses will be offered starting from under graduate level up to the advanced level.  The institute will attract students from all over the world and will contribute at least 2000 skilled persons per year.  Institute expected to start operations by the end of 2001.

Haryana

  • Focus on IT literacy of Government employees and common masses preparing youth and students to participate in IT stream and give benefits to all citizens.  For this participation of private sector is being sought. 

  • Introduction of computer literacy from 6th to 10th class as optional and 11th – 12th class compulsory.

  • ITI’s and, polytechnics to have value added information for employment. 

  • Colleges to have IT subjects and specialized training.

  • Computer Education in Government schools, colleges, ITI and vocational institutions being taken up with private participation by dividing the State into six zones through private service providers on monthly basis. Details provided in Annexure A.

  • Government has given permission to private colleges undergraduate course in computer applications in IT computer software on self-financing basis.

  • Setting up IIIT at Gurgaon which will start in 2001 on industry driven model.

Himachal Pradesh

  • NASSCOM developed draft IT Vision 2010 for Himachal Pradesh.

  • Proposal to set up Institute of Information Technology in Shimla with a capital investment of Rs.32 crore for the project and a recurring expenditure of Rs.19 crore during the first five years of operation of the Institute.  Thereafter the Institute is envisaged as a self-sustaining one.  Out of the total projected cost of Rs.51 crore during the first five years of operation of the Institute.

Jammu & Kashmir

Karnataka

  • Establish 225 training centres all over the state, primarily for the purpose of training unemployed educated youth in various IT skills.  The Government will encourage private sector initiatives in setting up such centres.  These centres would receive appropriate concessions from the Government.

  • All district head quarters in the state of Karnataka and also 140 out of 175 talkus have already been connected with a fibre optic network.  The video conferencing facility of the Government of Karnataka is already functioning on this network.  The State has received requests from the private sector to set up high bandwidth available to all its citizens.  The Government of Karnataka is committed to complete liberalisation and simplification of the right of way procedures.

  • The Department has already computerized payroll accounting system of all 2.4 lakh teachers in the state.  The details of over 18 lakh students that take SSIC, PUC and university examinations have already been computerised and the results of SSIC are made available on the website.

  • Use of IT in Common Entrance Test for professional courses. Over 100000 students appear for these examinations seeking admission to more than 128 college covering 27 courses.  More than 45.000 students from out side Karnataka also participate in the process.  The students are admitted by computetrised counseling process, the best ever designed in any education system in India. Karnataka has 77 engineering colleges.

  • Karnataka has recently constituted the ‘IT Education Standards Board’.  This board will come up with several recommendations as well as several innovative measures that would improve IT education and keep up the standards. The IT education Standards Board will not be a mandatory institution, but will work on a voluntary basis.

  • A “Vision Group on Biotechnology” in Karnataka has been set up to advise us periodically on using biotechnology for the economic development of Karnataka.  An “Institute of Biotechnology” is also being set up in Bangalore which will offer advanced course in ‘bio-informatics’ in collaboration with the Indian Institute of Information Technology, Bangalore.

  • Various results like the SSIC, common Entrance Test  hosted on the Internet for public.

Kerela

  • State Institute of Educational Technology (SIET) Project has been made responsible for the planning, research, production and evaluation of educational softwares like video, audio programmes and computer multimedia.  It has an ambitious schemes to develop an Education Communication Floor (ECF) equipped with all available audio-visual devices and demonstrations of Education gadgets.  This ECF will be a unique type of communication lab where the Teachers and students may visit to have hands-on experiences on computer multimedia, Internet etc.

  • Proposal to incorporate training for computer assisted instruction in the B.Ed / TTI curriculum.  Curriculum based software is being developed by the state department and will be provided to schools that have the facilities to use them.  There can also be district based software resource libraries from which schools can borrow CD-ROMs or cassettes.  It is expected that it will be possible to connect schools to the Internet in the near future.  Until then, Internet facilities will be provided to the DIET’s which can act as a resource center for downloading instructional materials for the teachers.  Effective use of technology in the classroom by teachers will be rewarded with positive remarks during classroom evaluation.

  • IIITM-K (Indian Institute of Information Technology and Management – Kerala) in November this year as a Centre of Excellence.

  • The State Government has also decided to introduce computers in the schools curriculum.

Lakshadweep 

  • Provided Computer systems with multimedia and Internet facilities to teachers in all high schools.

Madhya Pradesh

  • Results of various competitive exams like Pre Engineering, Pre Medical, Pre Pharmacy etc.  made available online.

Chhattisgarh

Maharashtra

  • Keeping in view of the growing importance of Information Technology Government of Maharashtra has taken a holistic approach  regarding the Information Technology and related activities The State Government has prepared the I.T.Vision for galloping development in this field.

  • Government of Maharashtra has decided to set up Maharashtra Knowledge Corporation by investing Rs. 5.00 crores. The main objective of the Corporation is to provide I.T. Enabled education in all Universities, Colleges and other educational institutions. Also it aims at not to allow the digital divide to take place in Maharashtra and to make positive efforts to impart knowledge and skills to the poor unprivileged rural youth in the field of computer and Information Technology at very reasonable cost . 

  • Government of Maharashtra has established Network Access Centres in all educational institutions with private participation through which Government has launched Maharashtra State Certificate Course in Information Technology (MSCIT) for 10.00 lakhs students and 50,000 teachers in Industrial Training institutions(I.T.Is.), Polytechnics, and Arts, Science, Commerce, B.Ed. and Engineering Colleges  for building basic computer  literacy functional skills

  • Government has introduced computer education in schools through private participation on charging reasonable fees i.e. upto Rs. 50/- per student. In schools until now 5000 teachers have taken computer training through Maharashtra State Board of Secondary & Higher Secondary Education.

  • Government has also established Computer Banks at district level for providing the computers to needy schools at local level. Various alternatives such as assistance from Cooperative sectors, Industries, local development programmes fund (M.P./M.L.A. funds) have been made available to schools for setting up of computer labs. From these various alternatives about 30% of total 14000 schools in the State are equipped with the computers having value Rs. 7.00 crores.

  • 6,000 additional seats in I.T. and related courses in the Engineering colleges and 3,000 additional seats in the Polytechnics have been intrtroduced from the academic year 2001-02

  • IT literacy made compulsory for entry and promotions in Govt. Service.

  • IT introduced as optional subject in schools from 5th standard onwards.

  • Interest free loans for purchase of computers to the staff above a particular level  Programme for training of staff launched. Already 1,00,000 employees trained.

  • Re-imbursement of expenses incurred on training by the staff. approved for re-imbursement. 5 training centres, with state of the art facilities, set up at Mantralaya. Training centres being set-up at each district Collectorate.

  • A State-wide Network connecting 3,000 offices spread over the entire length and breadth of the State at all the district headquarters, to start with, is at advanced stage of implementation. Connectivity upto Taluka level planned .

  • A series of software technology parks have been set up like International Infotech park, New Mumbai; Millennium Business Park, New Mumbai; Pune Infotech Park, Pune; SEEPZ, Mumbai.

  • A hardware park is also being established near to Jawaharlal Nehru Port, New   Mumbai

  • It has decided to link two major Cities Pune-Mumbai by knowledge Corridor with Optic fiber cable.

  • Policy for Acquisition of IT Resources has been prepared for hassle free and easy access to the IT Resources including consultancy services, software development, hardware networking, operation and maintenance etc.

  • Empanelment of IT Training Companies for HRD & Training

 

Rajasthan

  • Developing core competencies in IT based human resource development through special focus on rural areas.

  • IT is being introduced as additional subject in classes IX to XII from the current session with private participation.

  • An IT course module shall be made compulsory component of all degree courses from session starting in April 2003.

  • Creation and continuous upgradation of IT infrastructure in the state through Government-Private sector joint efforts.

  • Fee concessions on sliding scale being provided to make IT education affordably to economically weaker sections.

  • Continuous effort toward the development of human resource for IT through increasing its reach both in terms of quality and spatial coverage to improve the employability of educated youth of the State.

  • All examination & recruitment notifications, selection results shall be published on the web site.

  • Private sector would be encouraged to donate computers and related items for the use in public utility service sector especially hospitals.  Discarded computer items lying in various departments shall also be made available to such utilities.

  • State level awards shall be given to Government Department / PSUs for outstanding usage of IT.

  • The State Government has decided to introduce IT education right down to the Panchayat Samiti Headquarters in a phased manner by 2002.

  • In all it is and Polytechnics, IT Education are being opened.  At the same time, in all Colleges, Senior Secondary and Secondary Schools , IT education is being made compulsory. 

  • Proposal to set up Indian Institute of Information Technology in Rajasthan.  For this, the State Government has agreed to provide free land and a corpus of Rs.10 crores for the construction of buildings.

  • To bring IT education within the reach of rural and economically weaker sector State- wide Valued Aided Network is being set up in involving the private sector. This will provide connectivity right up to the Panchayat level.

  • The State Government taking steps to provide right of  way free of charge to ISPs to promote growth of Internet in the State.

Tamil Nadu

  • Computer Science syllabus for Classes 11 and 12c of the State Higher Secondary Board has been completely revised and updated, the necessary text books printed in English and Tamil and distributed.

  • By 2008, we plan to make all students passing out of school “digitally literate”.

  • As a first step to this objective, an innovative public – private partnership program was launched from 1999-2000 to make Computer Science available as an option in all Government Higher Secondary Schools in the State.  666 schools were covered in 1999-2000 and by 2000-2001 all 1200 schools in the State would have been covered, producing 50,000 students per year with solid computer and Internet skills.  Further 5 teachers per school in each of these schools including the Principal are also given computer literacy skills.  This programme is fully operational.

  • Based on the success of the school program, a program is being launched during 2000-2001 to provide a one-year computer literacy course to students in all Government Arts and Sciences Colleges, all Medical colleges, and all Law Colleges in the State.  This will cover about 30,000 students every year.  This program will also include Internet skills.

  • From 2000-01, 5000 graduate/diploma holders from the backward classes and most backward classes are bring provided a one year training program to impart solid computer skills equivalent to a post graduate diploma level.

  • The Tamil Nadu Institute of Information Technology (TANITEC), in collaboration with the Ministry of IT, has taken up an ambitious program for conducting a regular series of refresher courses in Advanced VLSI design for faculty members of Engineering colleges in Tamil Nadu, 87 faculty members from 50 engineering colleges have been covered so far.

Uttar Pradesh

  • In the crucial area of introducing IT education in schools, colleges and technical institutes state is committed to a tiered education system to provide mass based computer awareness and literacy and human resource for a variety of operations ranging form data entry to high tech software development.

  • Commenced classes in the Indian Institute of Information Technology, Allahabad.

  • Scheme of inviting private institutions to impart computer education in Degree College has received a good response.

  • Scheme of supporting I.T. education in the middle schools has cost of Rs.5 crores in the first phase for 100 schools.
